Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Project Overview:

In 2006, CHAI signed an MOU with the Malawian government to strengthen health systems in the most challenged districts, provide national support to HIV/AIDS drug pricing and programmatic work, support the pilot and scale-up of prevention of mother-to-child transmission of HIV (PMTCT) initiatives, expand access to antiretroviral therapy (ART) for children, strengthen Malawi’s laboratory system, and scale up an integrated nutrition program for children. Since then, CHAI’s support to Malawi has expanded to include human resources for health, vaccines, and health financing.

The Infectious Diseases cluster within CHAI Malawi leads a diverse set of programs designed to improve access to and quality of care for people living with HIV and AIDS, HIV Advanced Diseases, Tuberculosis and HIV prevention services in Malawi. The programs in the cluster are designed to strengthen the existing Infectious Diseases service delivery system and they include:

  • Operational research that drives Policy on the Ministry of Health and Population(MoHP) strategizing on evidence based scale up of new initiatives
  • Technical support to the Ministry of Health and Population to improve planning, implementation, monitoring and reporting on Infectious Diseases service delivery
  • Technical support to MoHP on eHealth interventions to improve delivery of laboratory services across the infectious disease areas

CHAI Malawi is also contracted by EIB to provide technical assistance to the government of Malawi to explore and establish PPPs to strengthen its diagnostic systems and create long-term improvements in healthcare delivery. This work is driven under the African Health Diagnostics Platform (AHDP) umbrella which is a European Investment Bank (EIB) funded project aimed at improving public provided and diagnostic services in Sub-Saharan Africa, through Public Private Partnerships (PPP).

Position Overview:

CHAI Malawi is looking for an exceptional individual to work as a Senior Associate under Infectious Diseases cluster. The candidate will guide the CHAI project team to deliver rigorous and evidence-based guidance throughout the AHDP project cycle to ensure that PPP is designed in such a way as to deliver on diagnostic and health financing priorities in the Health Sector Strategic Plan III, maximize positive impacts, and avoid any unintended consequences.

This Senior Associate must be highly motivated and experienced individual with strong analytical skills, deep technical expertise in PPPs, monitoring and evaluations, and firm commitment to contributing towards CHAI’s mission. He/she must be able to work independently and flexibly, prioritize across multiple workstreams, and provide analytical support across different programs in the Infectious Diseases cluster.

The Senior Associate will report to the Program Manager, Diagnostics.

Responsibilities

African Health Diagnostics Project (AHDP)

  • Conduct stakeholder engagements required to establish a possible public-private partnership agreement in the diagnostics landscape in Malawi.
  • Support defining and refining of potential project options and conduct prefeasibility analysis of each option.
  • Play a leading role in conducting in depth feasibility study for selected project option(s).
  • Recommend options for PPPs that deliver on the country’s diagnostic goals but are also affordable, and viable as business propositions for private sector providers and align to the health financing vision of the Health Sector Strategic Plan III.
  • Align the scope of the proposed PPP (including the types of diagnostics services at each level of care) with the integrated Health Service Packages.
  • Project the expected CapEx and OpEx costs for diagnostics services in the PPP and analyze sustainable long-term financing options for these services in alignment for the Health Sector Strategic Plan III’s vision.
  • Lead presentations and discussions with relevant government departments and stakeholders (Ministry of Health, Ministry of Finance, Public Private Partnership Commission, etc.) as well as with donors.
  • Support the design of a tendering process and workflow for private investor which maximizes the chance of receiving competitive bids and selecting a competent provider.
  • Facilitate and advise on negotiations and engagement with private sector bidders, on behalf of governments to ensure value for money is achieved from the PPPs.

Cross-cutting Analytical Support to Infectious Diseases cluster

  • Conduct, in collaboration with other team members, real-time analysis of infectious diseases/epidemics intelligence data, from a broad range of sources including non-health sectors, for infectious diseases/epidemic forecasting and detection.
  • Analyse, systematize, and disseminate scientific and evidence-based technical information and knowledge.
  • Support the development of research protocols, Situation Reports, management of real time dashboards, other related regular and ad-hoc surveillance reports.
  • Develop and implement data collection systems, data analyses using statistical techniques, and other strategies that optimize statistical efficiency and quality.
  • Acquire data from primary or secondary data sources and maintaining databases to bring visibility and support decision making.
  • Understand the programs requirements to identify problems to solve and restrict the slice of data to be explored.
  • Perform statistical analysis and experiments to derive programme insights and report on measurable impacts of programs being implemented.
  • Develop detailed and clear tools based on the indicators for gathering data from various sources.
  • Perform cleaning, processing, and validation on the data subjects to analyse, to ensure its quality and visibility.
  • Clearly communicate the findings from the analysis to turn information into something actionable through reports, dashboards, and/or presentations.
  • Provide input to communications and information products (situation reports, Health Cluster bulletins, policy briefs, etc.) as required.
  • Strengthen the capacities of national and sub-national M&E teams for the effective and sustained monitoring of epidemics/infectious diseases through training courses.
  • Perform any other incident-specific related duties as required by the functional supervisor.

Qualifications

  • Bachelor’s degree or equivalent in a relevant discipline such as health economics, epidemiology, biostatistics, public health, health policy, or health systems
  • 3 to 5 years of work experience
  • Fluency in English; excellent written and oral communications skills
  • Knowledge and experience in health systems, health financing, and diagnostics particularly in low- and middle-income countries
  • Structured thinker with outstanding analytical skills and experience analyzing complex datasets to identify key trends and to translate them into actionable options for decision-makers
  • Strategically minded and able to think creatively about long-term program goals and objectives, and the detailed steps necessary to achieve these goals
  • Ability to handle multiple work streams simultaneously, work independently and proactively coordinate the implementation of complex projects
  • Ability to be effective in high-pressure situations and work in a fast-paced environment with limited support
  • Exceptional diplomatic and interpersonal skills and ability to build relationships
  • Highly entrepreneurial with strong self-motivation
