POSITION SUMMARY

The Senior Associate, Monitoring, Evaluation, Result and Learning (MERL) will play a key role in supporting the Renewable Energy Accelerated Transition (RE-ACT) project in Indonesia. The primary responsibility is to design and implement a comprehensive Monitoring, Evaluation, Result, and Learning framework to track progress against project goals and outcomes, particularly focusing on Indonesia’s renewable energy targets and greenhouse gas emission reductions. Reporting to the RE-ACT project manager, S/he will work closely with RE-ACT Project Manager, GGGI Energy Lead, GGGI MEL Senior Officer, and relevant government, stakeholders, and international partners, ensuring that lessons learned from RE-ACT project are captured, analyzed, and used to inform decision-making and policy.

PURPOSE

• Support the RE-ACT Project Manager to design, review, and operationalization of a comprehensive MERL framework for the RE-ACT project, ensuring alignment with the project’s objectives and Indonesia’s energy transition goals.
• Develop and implement the MERL plans, including monitoring activities, data collection tools, budgets, and timelines.
• Provide quality assurance to project log frames and indicators, ensuring consistency with national targets and donor requirements.
• Support the RE-ACT project manager and technical teams to design tailored MERL tools that effectively track renewable energy progress and private sector investments.
• Assist with internal and external reporting, ensuring compliance with donor and governmental reporting mechanisms.

ENGAGEMENT

• Liaise with key stakeholders such as Bappenas, MEMR, and other national and subnational government bodies, as well as international partners like the Government of New Zealand, to ensure buy-in and support for the project.
• Work closely with the GGGI Indonesia MEL Team, ensuring reporting, monitoring and evaluation mechanisms of renewable energy projects are aligned with both GGGI standards and donor expectations.
• Support engagement with private sector actors and other development partners involved in renewable energy initiatives, ensuring synergy and complementarity of efforts.
• Assist in organizing training workshops and capacity-building initiatives for national and subnational stakeholders to enhance understanding and application of MERL principles.

DELIVERY

• Develop baseline assessments and data collection tools to measure the achievement of results.
• Prepare timely and accurate reports for both internal and external stakeholders, including monthly, quarterly, and annual reports.
• Ensure alignment of MERL activities with Indonesia’s Nationally Determined Contributions (NDCs) and policy priorities in renewable energy.
• Conduct field visits to monitor project implementation and gather feedback from project stakeholders.
• Provide input on knowledge management and documentation, contributing to policy development and refining the RE-ACT project’s approach based on lessons learned.
• Support external evaluations conducted by donors and facilitate the development of Management Response documents within the project team as required by Project Cycle Management (PCM) 5.

 

REQUIREMENTS

QUALIFICATIONS

• Minimum Bachelor degree in Monitoring & Evaluation, Sustainable Development, Environmental Science, or a related field.
• At least 4 years experience in Monitoring, Evaluation, and Learning, preferably within the renewable energy or climate change sectors.
• Proven experience in applying Results-Based Project Management (RBPM) principles to development projects, ensuring alignment with project goals and delivering measurable outcomes.
• Strong quantitative and qualitative analysis skills, including experience with data collection and analysis tools.
• Experience working with national and subnational government stakeholders in Indonesia, with familiarity in renewable energy policies and regulatory environment.
• Strong understanding of RBPM methodologies, including design and operationalization in complex, multi-stakeholder projects.
• Proven ability to work in a cross-cultural environment and manage relationships with diverse stakeholders, including donors, government agencies, and private sector partners.
• Fluent in English and Bahasa Indonesia, with strong written and verbal communication skills.

ABOUT THE PORGRAM

In Indonesia, GGGI has implemented the collaborative Green Growth Program (GGP) with the government since 2013, focusing on policy and planning, investment mobilization and enhancing capacity to achieve green growth, involving a number of thematic and crosscutting areas of work, including, low carbon development, GHG emission reductions, sustainable forestry and landscapes, accelerated development of renewable energy, green cities and e-mobility. The GGP is hosted by BAPPENAS and involves collaboration with multiple ministries, and other government agencies at national and provincial levels, as well as national and local universities.

Indonesia has put high priority on the energy transition to cleaner energy by developing renewable energy. This energy transition, however, must enable Indonesia to continue growing while the country requires more energy. At the same time, the energy transition is of critical importance to reduce GHG emissions. Renewable Energy – Accelerated Transition (RE-ACT) Project aims to accelerate the transition to renewable energy, implemented by GGGI and led by the Directorate for Various New and Renewable Energy at the Directorate General for New Energy, Renewable Energy and Energy Conservation (EBTKE), Ministry of Energy and Mineral Resource (MEMR), as the executing government agency. Co-chairing the project is the Ministry of National Development Planning (BAPPENAS). RE-ACT is based on the hypothesis that there is very significant potential in renewable energy investments in Indonesia that is held back by policy barriers and a lack of proven investment projects that demonstrate commercial feasibility of renewable energy projects to private investors. The RE-ACT project started in October 2021 and has a maximum project duration of 5 years. With funding from the Government of New Zealand, RE-ACT works with the GoI to address policy hurdles and impediments to help create an enabling policy environment to stimulate private investment in renewable energy, in turn allowing more ambitious NDCs.
