Country Program Overview  

 

CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The CHAI Cambodia office has grown rapidly since its inception and is now managing multiple programs. In addition to HIV, CHAI is now supporting the Ministry of Health to introduce treatment for hepatitis, scale up a short-course preventative therapy for tuberculosis (TB), eliminate malaria and address multi-drug resistance, save the lives of women through improved access to lifesaving reproductive health care, enhance immunization systems, increase oxygen availability at all levels of the health system, enhance access to assistive technology, and tackle non-communicable diseases. 

In Cambodia, non-communicable diseases (NCDs), including diabetes and hypertension, are becoming the highest causes of morbidity and mortality, especially among older populations. The Royal Government of Cambodia (RGC) has made a significant commitment to dramatically increase access to NCD services in public health facilities nationwide through investments from a pooled donor and government funding mechanism. CHAI has been working alongside the RGC since 2022 to support preparations for roll out of this nationwide scale up of NCD services through provision of technical assistance to the national level, and more intensive support, including pilot initiatives, within a “learning province” and with a focus on diabetes, hypertension and eye health.

 

Position Overview:

 

CHAI is seeking a highly motivated individual with outstanding analytical, communication and teamwork skills to serve as “Senior Associate, Supply Chains for NCDs”. This role will provide technical assistance to government partners to support the scale up of access to NCD medicines and commodities at national and subnational level, under the guidance and direction of the NCD Program Manager and CHAI Cambodia leadership. The successful candidate will drive landscaping activities and development of program strategy and implementation and will adhere to the core CHAI values of resourcefulness, entrepreneurialism, flexibility, independence, humility and work ethic.

Responsibilities

NCD medicine and commodity landscape assessment, development and monitoring of impact of program strategy

  • Conduct a landscape assessment, including desk review, field assessment and stakeholder consultations, to determine current state of local market dynamics and supply chain for key NCD medicines and commodities (with focus on antihypertensive and antidiabetic medication, insulin, glucose monitoring devices and consumables, insulin syringes/pens). This work will include consideration of public and private supply chains and include an evaluation of mark-ups along these supply chains.
  • Identify gaps and opportunities to strengthen strategic purchasing and supply chain for NCD medicines and commodities, in collaboration with MoH and other health partners at national and sub-national level.
  • Support the development of program strategy and corresponding workplans, budgets and other materials accordingly with aim to improve supply sustainability and accessibility of NCD medicines and commodities.
  • Lead development and implementation of monitoring and evaluation system to measure program impact.
  • Conduct joint supervision visits to public health facilities at both national and subnational levels with relevant departments of MoH.
  • Support ad-hoc analytical projects related to the demand and supply of key NCD medicines led by CHAI global/regional market shaping and NCD teams.

NCD medicine and commodity forecasting, stock management, strategic purchasing and market shaping

  • Assess existing tools and where relevant develop new tools to (1) accurately forecast need, (2) optimize strategic purchasing and (3) strengthen supply chain management, in order to support continued distribution and provision of essential NCD medicines and commodities to Health Center level.
  • Support MoH and relevant departments plan implementation and ongoing use of any new tool.
  • Support development and review of education materials, including job aids, and training and supervision plans related to procurement and supply chain management in English and Khmer.
  • Support preparation of presentations, reports and other analyses to inform domestic policy and practice and increase the evidence base for high-impact interventions, providing recommendations on national standard operating procedures and guidelines where invited by MoH.

Coordination

  • Cultivate relationships with relevant local and global stakeholders to ensure coordination, alignment and collaboration where relevant, prioritizing collaboration with government.
  • Coordinate with regional and global CHAI teams in order to keep up date with international recommendations, share lessons learnt with other country teams and contribute to global and regional CHAI strategy development processes or access agreement negotiations.
  • Some travel within the country is required for this position.

Qualifications

  • Bachelor’s degree in pharmacy, health management or a related field with strong academic performance.
  • 4-5 years of professional experience in the public or private health sector with increasing levels of responsibility and leadership.
  • Excellent proficiency at Microsoft Word, PowerPoint, Excel and/or other data-analysis tools.
  • Strong interpersonal and communication skills, ability to build strong and effective working relationships with government and other stakeholders including in cross-cultural settings.
  • Ability to manage multiple tasks simultaneously, set priorities and work independently with minimal instruction.
  • Goal-oriented with high attention to detail and openness to feedback alongside strong commitment to teamwork.
  • Full fluency in written and spoken Khmer.
  • Excellent command of written and spoken English for business purposes, including the ability to prepare and present compelling presentations and represent CHAI externally.

Advantages:

  • Master’s degree or equivalent in a relevant field.
  • Experience in commodity forecasting, strategic purchasing or stock management processes.
  • Knowledge of the Cambodia MoH and provincial health departments.
  • Technical knowledge and experience in medicines and commodities for NCDs.
  • Experience living and working in Southeast Asia.
