Scope

The Senior Asylum Services Manager brings an understanding of the lived experiences of asylum seekers, including their migratory journey, the barriers they face accessing protection and services, and the duality of migrant agency and structural vulnerability to a critical role that will manage the provision of integrated resource navigation and referrals to recently arrived asylum seekers in Washington State.

The position will launch and oversee in-person and virtual information and resource navigation services across the state, ensuring quality of service, compliance with donor requirements, and coordination with partners. They will coordinate service delivery closely with partners across the state and train and manage a multi-site, multi-shift team whose work will inform the development of a humanitarian reception system for asylum seekers in Washington State that is data-driven, protection-centered, and responsive to client needs and interests.

Major Responsibilities

Program Delivery:

  • Lead the day-to-day intake, assessment and resource navigation provision for individuals and families accessing the Hub across multiple sites.
  • Oversee and supervise Asylum Services Coordinators across multiple sites, providing guidance and support to ensure consistent service delivery.
  • Collaborate closely with the IRC technical and operational units to deliver programs aligned with IRC’s working methods.
  • In collaboration with stakeholders, maintain a comprehensive list of resources and referral options to support the complex needs of asylum seekers.

Service Coordination:

  • Act as primary point of contact for partners, including WA MASS and other service providers.
  • Ensure close and effective collaboration with IRC Washington local programs serving asylum seekers.
  • Represent the organization at relevant meetings, forums, and events, advocating for the needs of asylum seekers and promoting the program’s impact.

Leadership and Staff Management:

  • Lead a team in accordance with IRC’s People Manager Standards. Train and provide leadership to staff in all aspects of program responsibilities.
  • Hire, onboard, train, supervise, and evaluate Asylum Services team members.
  • Provide ongoing coaching, mentorship, and professional development opportunities to ensure a high-performing and motivated team
  • Foster a positive, collaborative, and client-centered team culture that values diversity, equity, and inclusion
  • In coordination with colleagues, develop, train, and support adherence to standard operating procedures (SOPs) in line with best practices and IRC policies and procedures to ensure successful program delivery and a safe, supportive environment for clients and staff.

Partnership Building and Management:

  • As the lead organization and in collaboration with other senior management team members and relevant technical units, assess partner’s implementation, provide guidance, technical assistance, and capacity-building support to ensure the success of all partners within the consortium in delivering the services.
  • Facilitate regular communication and coordination among partners to foster a collaborative and unified approach to service delivery within the Consortium.
  • Participate in efforts to better measure client satisfaction, capture and learn from client feedback, and engage clients in the project’s delivery and quality improvement.

Contractual Compliance:

  • Support the Resettlement Director in managing ORIA Contract and developing policies and systems for effective management and timely reporting, including invoicing.
  • Ensure utilization of Signpost data management system and program data is protected, monitored for ongoing quality and improvement, and used to support opportunities to improve reception services for asylum seekers and ongoing donor reporting as applicable.
  • Other related duties as assigned.

Key Working Relationships:

Position Reports to: Resettlement Director

Position directly supervises: Asylum Services Coordinators

Other Internal and/or external contacts:

Internal: Range of technical and operational units, including the Asylum & Legal Protection Unit, Signpost and Innovation Teams; Safeguarding & Protection Officer.

Job Requirements:

Work Experience:

  • Five or more years of related professional experience, preferably with a non-profit or social service organization.
  • Minimum of three years of program management and supervisory experience, including program oversight, review and monitoring of cases, and compliance with contractual obligations.

Education:

Undergraduate degree; graduate degree preferred, ideally in a social work, migration studies, or related field of study.

Demonstrated Skills and Proficiencies:

  • Demonstrated understanding of the U.S. immigration system and stakeholders, particularly the U.S. asylum system; awareness of and dedication to the rights and realities of immigrant communities in the U.S., including through lived experience.
  • Strong understanding of service provider landscape in Washington State.
  • Strong relationship-building, diplomacy, and networking skills; effectively building internal and external relationships.
  • Demonstrated ability to promote an organizational culture that reflects IRC’s core values of service, accountability, integrity, and equality. Ability to lead in a way that recognizes that IRC’s work is best accomplished through the true collaboration of individuals from many cultures with a great variety of skills and perspectives.
  • Demonstrated success working and communicating effectively in a multicultural environment.
  • Self-starter with excellent problem-solving skills combined with a proven track record to prioritize duties and manage time effectively.
  • Strong cross-cultural understanding and excellent communication skills, both written and verbal.
  • Attention to detail and accuracy in work product.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools.

Language Skills:

  • Fluency in written and spoken English.
  • Bilingual ability is preferred in Spanish, French, Portuguese, Mandarin, Russian, Arabic, Turkish, Dari, Georgian, or other New York City refugee/immigrant languages.

Working Environment:

Daily on-site presence across Hub and satellites.

Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
