The Senior Carbon Program Officer is expected to work closely with the Climate Change Department (CCD), and GGGI. The Senior Officer is based in the Climate Change Department (CCD), within the Ministry of Water and Environment in Kampala, Uganda. The Senior Officer will lead the implementation Outcome 3 Program activities of the Support Program to Enhance Access and Retention of Climate Finance (SPEAR-CF): International Carbon Markets Accessed  by Uganda. The position has reporting lines to the Commissioner CCD and to GGGI.  

The Senior Officer will have overall responsibility for timely and high-quality set up and support of the implementation of the national arrangements for Article 6 participation in Uganda. The design of the Article 6 implementation must also address the linkages with Uganda’s NDC and underlying GHG emission trends. The position-holder will provide day-to-day technical and strategic guidance and support to CCD, as well as liaise externally to ensure impactful delivery of the project and its outputs.

Experience in international carbon markets is strongly preferable, as the position-holder will be required to quickly absorb and apply sufficient technical knowledge on Article 6 concepts, requirements, frameworks, and approaches to the local context in Uganda.

PURPOSE
  • Lead the preparation of an operational package to support the end-to-end implementation flow of Article 6 in Uganda that aligns with participation requirements and core guiding principles in relevant UNFCCC decisions. This will be done in close coordination with CCD and GGGI. This will be delivered through six workstreams:
  1. Workstream 1: Assessments; in this workstream, the SCPO will lead the assessment of the current state of Uganda’s national system for GHG inventory, emission projections, how they inform GHG mitigation planning (NDC, Low Emission Strategy and assessment mitigation policies and measures), the role of the carbon market and the domestic MRV system for tracking progress and implementation
  2. Workstream 2: Analytics; in this workstream, the SCPO will lead quantitative analysis of relationships between Uganda’s GHG emissions trends, the NDC mitigation targets or its LTS, if any, and Article 6.
  3. Workstream 3: Develop tools and procedures; in this workstream, the SCPO will lead the development of tools for NDC and procedures to support the administration of Article 6. Design NDC accounting tool, develop processes for managing the authorisation of ITMOs, develop a guidance template for developing a cooperative approach as a host Party for Uganda, Develop decision-support tools for Article 6 institutions, Develop a tool for managing the risk of overselling for participating in Article voluntary cooperation
  4. Workstream 4: Capacity Development Programme: the SCPO will prepare training materials and deliver hands-on training to the CCD and on a variety of topics including the Enhanced Transparency Framework, processes for managing host Party authorization, Corresponding Adjustment on annual emission balance etc.
  5. Workstream 5: Carbon Registry Operations; In this workstream, the SCPO will assess the current state of MRV and registry operations, evaluate and recommend two registry access points for Uganda and design and establish a carbon registry system with minimum functionality and operating cost.
  6. Workstream 6: Mitigation activity sourcing and activation; in this workstream the SCPO will Identify critical sectors, scope, and potential carbon market projects in Uganda. They will also identify mitigation activity ideas, and process and validate the current state of potential mitigation activity ideas.
  • Ensure effective, timely and efficient delivery of project results and activities in the field.
  • Provide high-quality technical inputs and advisory on issues related to Article 6, carbon markets, and emissions reduction trading in support of CCD’s strategic priorities generally and to facilitate Uganda in accessing carbon markets.

 

ENGAGEMENT
  • Work closely with colleagues in GGGI Uganda office to understand the local context, including GGGI’s role in Uganda; to ensure timely and high-quality delivery of the project
  • Work closely with GGGI Carbon Pricing Unit in HQ to develop Article 6 requirements, frameworks, and approaches for Uganda.
  • Develop and foster strong relationships with key government stakeholders, leading the day-to-day communication (supported by GGGI Uganda).
  • Work closely with government partners and private sector, recognizing the importance of government buy-in and ownership.
  • Coordinate with other organizations supporting engagement with international carbon markets in Uganda, ensure visibility of SPEAR-CF and associated carbon engagements in Uganda.
  • Maintain active flexibility through professional relations with key stakeholders to capture and integrate their changing needs and manage expectations.
  • Supervise a team of a staff and consultants.

 

DELIVERY
  • Deliver high quality project outputs on time and within budget that meet program objectives, and government and donor requirements.
  • Quickly absorb and apply sufficient technical knowledge on Article 6 concepts, requirements, frameworks, and approaches.
  • Ensure quality monitoring and evaluation, timely submission of donor reports and deliverables, regularly evaluate project results, and guide project implementation to achieve maximum impact.
  • Assess effectiveness of program activities and recommend improvements to meet key milestones for the program.
  • Ensure that experiences and best practices are documented and shared across the SPEAR-CF Program and GGGI more widely.
  • Plan and co-deliver, with CCD, a broad range of Article 6 capacity building events tokey government and other stakeholders.
  • Lead the design of governance frameworks in Uganda that meet Article 6 requirements and are relevant to the Uganda institutional context.
  • Lead the identification of priority sectors and mitigation activities for Article 6, in collaboration with the Government of Uganda.
  • Building from existing project pipeline in CCD including NAMAs and NDC, develop Mitigation Activity Idea Notes
  • Support bilateral engagement from the negotiation and signing of agreements stage between Government of Uganda and potential cooperation partners.
  • Lead the planning and facilitation of key project workshops and meetings with key stakeholders in Uganda.
  • Develop policy papers, as required by the Climate Change Department, related to Article 6
  • Participate in discussions on carbon registry requirements

 

REQUIRMENT
QUALIFICATIONS
  • Advanced degree (master’s degree) in natural resources management, economics, climate change, climate finance, business administration, finance, environmental engineering or other relevant subject
  • 8 years preferred of experience in in international carbon markets (the Clean Development Mechanism, Voluntary carbon Markets and/or Article 6 bilateral cooperation approaches etc)
  • 7 years’ experience in project development, green investment, program management or other relevant fields.
  • At least 2 years of international experience
  • Experience in MRV with a focus on development of national Greenhouse gas inventory and emission projections
  • Good understanding of Nationally Determined Contribution (NDC) and how it relates to Article 6 of the Paris Agreement
  • Understanding of the Paris Agreement Enhanced Transparency Framework
  • Understanding of and experience in international carbon markets, the Clean Development Mechanism, and/or Article6 is a strong advantage.
  • Experience in day-to-day engagement with government ministries and agencies, ideally in developing countries.
  • Experience in close engagement with the private sector is a strong advantage.
  • Experience in organizing consultations, validation meetings, workshops and capacity building events.
  • Experience working in developing countries, with experience in Uganda or East Africa an advantage.
  • An excellent command of spoken and written English required.
  • Demonstrable use of PowerPoint or similar to engage and educate others in complex topics will be needed.

WORKING CONDITIONS

The Senior Officer is an X9 grade level in GGGI’s international salary scale, details of which can be found in the GGGI Staff Rules on GGGI’s website. In addition, GGGI provides 27 days of annual leave, flexible work arrangements and contribution towards private health insurance that covers dental and vision. The initial appointment is for 22 months, renewable subject to satisfactory performance and budget availability. GGGI Uganda has a Host Country Agreement (HCA) in place with the Government of Uganda and therefore international candidates will be covered by the Privileges and Immunities under the HCA.
