Tetra Tech International Development (International Development Jobs – Tetra Tech) is currently accepting expressions of interest from qualified candidates for a potential Senior Climate Change Policy and Public Engagement Advisor position on an anticipated USAID-funded program in Egypt.

Position Description/Summary:

USAID/Egypt is in the process of designing a new multi-year climate change adaptation activity to support the Government of Egypt (GOE) to enhance climate readiness through improved resilience planning and management within the water and wastewater sector. Specifically, this activity seeks to enable resilience of water and wastewater utilities by supporting a set of complementary activities that will achieve the following objectives:

Objective 1: Improved evidence-based policymaking for water and wastewater utility resilience;

Objective 2: Improved implementation of adaptation strategies at selected governates; and

Objective 3: Increased awareness about climate change in selected communities.

Working under the direction of the Chief of Party (COP), the Senior Community Engagement Advisor will support the assessment of key plans, policies, and governance practices to identify the needs of Egypt’s policy environment and governance structure to support evidence-based policymaking for strengthening Egypt’s water and wastewater utility’s resilience. The Senior Policy and Community Engagement Advisor will supervise the identification of potential interventions that can support long-term systemic shifts in Egypt’s climate resilience including enabling policy development. This position will lead stakeholder dialogue, communications, community outreach, and coalition building to support increased awareness about climate change within water utilities and conservation of water by select communities and define community and other stakeholder priorities for engagement with the utilities.

Responsibilities:

* Support analysis related to Egypt’s policy framework, institutional capabilities, and governance practices to improve evidence-based policymaking for water and wastewater utility resilience;

* Identify and lead outreach and engagement to secure stakeholder (policymakers, governate representatives, community representatives) buy-in;

* Assist relevant Egyptian ministries in mainstreaming evidence-based climate policy into water and wastewater utility sector development planning;

* Increase the transparency of water utilities through increased information sharing to their customers;

* Increase the professionalized customer service of water utilities;

* Coordinate with other pillars of the Activity to integrate utility planning with transparent messaging;

* Support the development and dissemination of climate change awareness campaigns and behavior change strategies in select communities;

* Familiarize oneself and technical staff on different engagement mechanisms such as town-halls, door-to-door campaigns, youth competitions, utility websites and social media, traditional print and promotional materials, and broadcast media;

* Develop innovative and engaging media for public awareness campaigns;

* Incorporate stakeholder consultation into media development and design; and

* Utilize a social marketing model in conjunction with USAID’s social behavior change process to work with water utilities to generate awareness about water insecurity and the need for climate change resilience practices.

Minimum Qualification Requirements:

* Minimum master’s in climate change economics and policy, environmental studies, public policy, international development, social science, communications, or other related fields;

* Minimum of eight (8) years of demonstrated technical experience in climate change policy, programming design, climate finance mobilization, or other related areas;

* Experience working with MENA climate change contexts, policies, strategies, institutional landscape and resilience issues at both field and policy levels;

* Experience working with outreach campaigns, specifically around climate change resilience and related to professional water supply services;

* A demonstrated track record of progressively responsible experience providing leadership to donor projects with similar complexity;

* Professional proficiency in Arabic and English is required; and

* Qualified applications from Egypt are highly encouraged to apply.
