JOB DESCRIPTION
Result of Service
The strategic objective of the project is to support Morocco in raising the green capital necessary to implement its priority NDC actions, reduce greenhouse gas emissions, create jobs, and stimulate green growth, especially considering the recent geopolitical and inflationary disruptions as well as the Covid-19 collateral debt. This will be accomplished through close collaboration with the Ministry of Energy Transition and Sustainable Development, which serves as the UNFCCC focal point and bears responsibility for the overall overview of NDC implementation monitoring. Output 1: project set-up and inception meeting Activity 1.1: Set-up of project team including formalizing collaboration with the national expert who will deliver the subsequent activities. Activity 1.2: Organization of an inception meeting with the Ministry of Energy Transition and Sustainable Development (METSD). Activity 1.3: Initial desk review and refined mapping of relevant stakeholders to engage. Output 2: comprehensive portfolio of project factsheets for NDC implementation comprising projects identified in the NDC Investment Plan, the updated NDC and from project pipelines under other initiatives. Activity 2.1: prepare the project factsheet template in close coordination with the METSD Activity 2.2: identify existing project pipelines and/or concept notes developed under other initiatives not included in the NDC Investment Plan or updated NDC. These may include projects under development by different sectoral ministries, accredited national entities, executing entities, or other funding institutions. Activity 2.3: assess the synergies and opportunities between projects identified in the NDC Investment Plan and the updated NDC with new Investment Instruments (such as the investment charter and Mohammed VI Investment Fund). Activity 2.4: undertake inclusive consultations to share initial findings from desk review (Activities 1.3, 2.2, 2.3), collect up-to-date information and gather data to refine overview of NDC projects nationally. Activity 2.5. Based on the above desk review and consultations, develop up to 100 detailed project factsheets for the NDC projects identified Output 3: prioritisation of projects for NDC implementation Activity 3.1: develop a prioritization matrix to assess the potential impact and feasibility of projects as well as other parameters that will be defined with the METSD (e.g. emissions reduction, urgency, viability of the business model, potential for rapid decarbonization and job creation, etc), in line with the country’s strategic national priorities. Activity 3.2: prioritise projects and categorise according to immediate, mid-term and long-term priority. Output 4: pre-feasibility/ feasibility study of a selected project to develop a business case Activity 4.1: based on results of the prioritization exercise, consult with the METSD and relevant stakeholders to understand the priority projects for each sector identified in the NDC and select one project to undergo a detailed pre-feasibility study. Activity 4.2: conduct a pre-feasibility study for the selected project and build the capacity of relevant stakeholders to carry out feasibility studies

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the international environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The ‘NDC Action’ Project – jointly implemented by UNEP and the UNEP Copenhagen Climate Center (“UNEP-CCC”) – supports ten partner countries to translate their Nationally Determined Contributions (NDCs) under the Paris Agreement into concrete strategies and actions ready for financing and implementation, and fosters accelerated public and private investment in sector specific NDC implementation. It builds on three core principles: country ownership, balanced focus between adaptation and mitigation, and integration with national development and climate change priorities. UNEP is giving support to the government of Morocco on the Long-Term Low Emission Development Strategies (SNBC). As part of the ongoing TA, UNEP is expected to deliver key work packages in the coming months requested by the government through the NDC Partnership Action Funds. One of these work packages is to support the government to Increase national capacities in terms of NDC Investment planning. The requirement for a consultant in this project is to support Morocco’s efforts to secure the necessary green capital for implementing its priority National Determined Contribution (NDC) actions. Given the project’s strategic objective, the consultant’s role will involve expertise in climate finance, understanding of geopolitical and economic challenges, collaboration with government entities, monitoring and implementation skills, local and international policy knowledge, etc
Qualifications/special skills
EDUCATIONAL BACKGROUND: Higher University degree Master’s degree and/or PhD in public policy and management, public administration, project management, development studies, international development, environmental sciences, climate change and other related sciences. In lieu of a Master’s Degree, a Bachelor’s degree with a minimum of 2 years of relevant experience may be considered. WORK EXPERIENCES: A minimum of 10 years of combined experience in project/programme management, with a specific focus on at least 7 years of experience in programme management support, programme/project formulation, monitoring, evaluation, and NDC implementation, is required. Completion of at least two similar assignments at a national level is required. A solid comprehension of gender equality, a human-rights-based approach, and environmental sustainability concepts is desirable. Strong interpersonal and managerial skills, coupled with the ability to collaborate effectively with individuals from diverse backgrounds, and a track record of delivering high-quality evaluation and research products in a timely manner, are also desirable. Languages
Fluency in spoken and written English and French is required. Fluency in spoken Arabic is highly desirable.
