Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and
security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative
support to the field operations, and, as appropriate, to other institutions.

The Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR/CTHB) represents the OSCE at the political level on anti-trafficking issues. The Office of the SR/CTHB assists OSCE participating States in the implementation of commitments and full usage of recommendations set forth in the OSCE Action Plan to Combat Trafficking in Human Beings. The Office provides a co-ordinating function among OSCE structures and institutions involved in combating trafficking in human beings (CTHB) with a focus on the following activities: enhancing the awareness and understanding of THB across the OSCE region; policy planning and advocacy especially in the area of emerging trends of THB and effective approaches to combating THB; and direct assistance to participating States in practical and technical areas, at their request. 

Tasks and Responsibilities:

Under the overall supervision of the Deputy Co-ordinator CTHB, the successful candidate will be tasked with the following duties:

  1. Providing assistance and advice to the Special Representative (SR)/Co-ordinator and to the Deputy Co-ordinator (DC) for Combating Trafficking in Human Beings on issues related to all aspects of combating trafficking in human beings, and particularly external co-ordination on CTHB between the OSCE and other international organizations and NGOs;
  2. Analyzing public policy, legislation, and state practice on trafficking in human beings; monitoring legal, political, and social developments and preparing comprehensive analysis/reports on action being taken to combat trafficking in human beings in participating States, especially in OSCE regions of Eastern Europe, South Caucasus, and Central Asia; and in relation to similar work performed by other OSCE bodies; and identifying issues and providing recommendations on long- and short-term programmes of activity to the Deputy Co-ordinator and the Special Representative for appropriate action;
  3. Working in close co-operation with and supporting the work of the External Co-operation Unit of the Office of the Secretary General in the OSCE Secretariat; providing assistance to the OSCE Field Missions and other relevant OSCE structures, thus ensuring co-ordinated and coherent approach to the OSCE anti-trafficking activities with partner international organizations active in the same areas;
  4. Serving as the focal point for National Anti-Trafficking Coordinators and National Anti-Trafficking Rapporteurs (NACs/NARs), Asian Partners for Co-operation and international and regional organizations, in particular the partners of the Alliance against Trafficking in Persons (AECT); leading the organization of annual meetings of NAC/NARs, in collaboration with the Council of Europe, as well as periodic meetings throughout the year with CTHB Focal Points and AECT members;
  5. Providing co-ordination support to the SR/Deputy Co-ordinator in the preparation of relevant material; drafting and finalizing statements and other texts, including background information, for the SR/DC, CiO, and OSG, as necessary, especially on Eastern Europe, South Caucasus, and Central Asia, and as related to co-operation and co-ordination with international organizations and NGOs in the field of combating trafficking in human beings;
  6. Acting as liaison to Transnational Threats Department (TNTD), and co-ordinating with other OSCE structures on co-operation with partner organizations; assisting the SR/Deputy Co-ordinator in supervising the preparation and realization of OSR/CTHB activities in the OSCE participating states, including publications, especially with external partners, to ensure meaningful progress and results;
  7. Providing project management advice to the Office serving as the Office’s focal point on project management, project assessments, and project management walkthrough, in partnership with Conflict Prevention Centre/Programming and Evaluation Support Unit (CPC/PESU);
  8. Overseeing the recruitment of interns and Junior Professional Officers to the OSR/CTHB and acting as their supervisor;
  9. Performing other related tasks as assigned.

Necessary Qualifications:

  • Second-level university degree in international relations, political science, law, or related fields; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
  • A minimum of eight years of directly related and progressively responsible professional experience, including at least 6 years in human rights sphere;
  • Experience in national and international activities relating to combating THB especially in co-operating with national authorities and non-governmental organizations, as well as with international organizations;
  • Broad knowledge of international and humanitarian law, human rights, gender equality, and related issues;
  • Legal background is an asset;
  • Professional fluency in English with excellent communication (both oral and written) skills; professional fluency in Russian is an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

Monthly remuneration is approximately EUR 9,400 with the actual salary depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

The OSCE is a non-career organization committed to the principle of staff rotation, therefore the maximum period of service in this post is 7 years.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
