The staff member will support the development, implementation, monitoring and evaluation of effective, integrated advocacy and communication strategies. S/he will work collaboratively with colleagues across teams and with external partners to drive changes in policy and practice and secure political and financial commitments for children.

  • Advocacy strategy: By collecting information from programme colleagues, counterparts, stakeholders, national and regional media and other partners, supports the elaboration and implementation of communication and advocacy strategy and contents, contributing to a range of tactics, such as: the production of assets (advocacy briefs, messages, press releases, talking points, op eds, statements, defining the “buyer persona” and transforming complex data into easy-to-digest messages), developing narratives, delivering creative campaign activations, organizing events, and cultivating new strategic partnerships.
  •  Research current and potential partners and stakeholders, including regional and national media, assist and maintain a database of formal and informal partnerships and networks whose support is essential to achieving objectives, support the flow of information to key stakeholders. Provides technical assistance to counterparts and allies on how to strategically perform communication and advocacy strategies. Information and knowledge management; establishing and maintaining mappings of key advocacy stake holders.
  •  Support the establishment of baselines against which advocacy and communication results are regularly monitored; analyze the effectiveness of the strategy, approach and activities; produce and disseminate M&E results on a regular basis. Document and disseminate advocacy good practice to build internal UNICEF capacities in advocacy and communication.
  •  Support the day-to-day delivery of key projects/ workstreams, developing and tracking project plans to ensure progress and address obstacles and bottlenecks. 
  •  Act as secretariat of the Editorial and Advocacy committee (In Spanish, CALE) following up on the actions points and ensuring that there is smooth approval of the publications and close coordination publications and content committees. 
  •  Contributing advocacy content of UNICEF’s webpages and internal communication the Country Office’s sharepoint folders related to advocacy. 
  •  Others: Undertake other key responsibilities to support the performance and impact of advocacy and communications work, as required, including the administrative tasks required for these purposes. 
  • Accountable for the full spectrum of advocacy and communication support activities. The key results have an impact on the overall performance of the country office and success in the implementation of communication and advocacy activities. Accurate communication and advocacy monitoring and recommendations, data entry and presentation of information ensure proper decision-making.

The following minimum requirements:

  • Education: Secondary education*, preferably supplemented by technical or university studies in communications for development, journalism, Political and social science or in a related field. 
  • A bachelor’s degree from a recognized academic institution in a field relevant to the position may replace three years of related work experience. A master’s degree may replace an additional two years.
  • Work Experience: Minimum of seven years of relevant work experience in government, civil society or NGOs in areas related to communication, advocacy or campaigning at a national, regional or global level, or as a journalist in print and broadcast media or interactive digital media or in a related field is required.
  • Language Requirements: Fluency in Spanish is required. Knowledge of English at a fluent level is required. Native languages of Peru, such as Quechua, Aimara, Ashaninka or Shipibo-Konibo, are desirable.
