ABOUT THE POSITION
The Contracts Administrator provides cradle-to-grave contract administration of Federal contracts, predominately with the U.S. Agency for International Development (USAID), Center for Disease Control and Prevention, and the Department of State. This position is generally remote with ability to spend time in the Arlington office if residing in the area.
RESPONSIBILITIES
- Provide proposal support by drafting Non-Disclosure Agreements, Teaming Agreements and Independent Contractor Agreements;
- Review new awards of Prime and Subcontracts;
- Audit contract files to identify necessary modifications, review and provide input on formal correspondences to clients, and supports contract compliance by reviewing internal contractual requests in accordance with Dexis policies and procedures;
- Draft and issue contractual agreements, using Dexis’ contract management solution;
- Based on employee’s delegation of authority/signature authority, sign binding agreements on behalf of
- Under the guidance of the Senior Contracts & Grants Manager and Compliance Advisor, research and draft responses to internal inquires related to contractual and regulatory matters;
- Enter executed contractual agreements in Dexis’ accounts payable solution;
- Help support the mitigation of
- Participate in weekly meetings with technical project management staff as needed to ensure compliance with contractual requirements;
- Ensure all Prime and Subcontract project files are all up to date and audit-ready. Update contract briefs and corporate project list for portfolio on an as-needed basis;
- Assist as assigned with Dexis Consulting Group’s gov registration and annual renewal process, along with any updates needed on an ad-hoc basis.
- Lead the collection of Dexis Consulting Group’s Service Contract Reporting (SCR) data and enter SCRs in SAM.gov on an annual basis;
- Assist with GSA contract and negotiate modifications and economic price adjustments, as assigned;
- Travel to countries where Dexis has projects as needed to provide in-person support and training to field office staff, working with the Senior Contracts & Grants Manager and Compliance Advisor to address inquiries.
QUALIFICATIONS
- Bachelor’s degree, preferably in Acquisition, Management, Finance, Business, or related field;
- Knowledge of Federal Acquisition Regulations (FAR), Agency for International Development Acquisition Regulations (AIDAR), Foreign Affairs Manual (FAM), and Department of State Standardized Regulations (DSSR);
- Minimum of three (3) of relevant work experience
- Minimum of one (1) year managing U.S. Government contracts and/or grants, including USAID, Department of State, Department of Defense, and/or task orders issued under GSA Schedules;
- Understanding of Cost Reasonableness – Cost Principles and Audit Requirements for Federal Programs;
- Strong problem-solving and negotiation skills as well as exceptional customer support (both internally & externally);
- Hands-on experience with a variety of contract types – cost-reimbursable (CR), firm fixed price (FFP), time and materials (T&M), indefinite delivery indefinite quantity (IDIQ), General Services Administration (GSA), etc.;
- Proficiency in Microsoft Office Suite, especially Excel & Word;
- Excellent organizational skills with demonstrated experience taking initiative;
- Demonstrated ability to prioritize and deliver tasks with multiple deadlines;
- Demonstrated ability to anticipate customer (internal and external) needs and give and to give high priority to customer satisfaction and customer service;
- Effective oral and written communications skills;
- Excellent English language skills required. Proficient in an additional language is preferred (French, Spanish, Arabic, Russian, etc)
