Org. Setting and Reporting
This position is located in the Office of the Deputy Special Representative of the Secretary-General, Resident Coordinator, and Humanitarian Coordinator (DSRSG/RC/HC) of the United Nations Assistance Mission for Iraq (UNAMI), Baghdad. The Senior Coordination Officer will report directly to the DSRSG/RC/HC.
Responsibilities
Within delegated authority the Senior Coordination Officer is responsible for the following duties:

Partnerships, Planning and Programming:
Leads the provision of strategic guidance to the DSRSG/RC/HC in developing programmatic frameworks; coordination of transitional issues within the HDP nexus context, and manages the implementation of UN common programming processes and joint programming, ensuring cross-pillar integration of the DSRSG/RC/HC function; provides substantial and practical support to related activities, meetings, and events; advises the DSRSG/RC/HC on identifying potential areas for enhancing inter-agency cooperation and coordination; supports the alignment of UN programming with Government priorities and programs, liaising with the Government’s substantive teams on issues within the DSRSG/RC/HC function; maintains productive relationships with agency representatives, UN colleagues, Government counterparts, and NGOs; represents the DSRSG/RC/HC in interagency meetings, ensuring feedback is adequately reported and reflected; provides guidance on UN policies and procedures; advances the substantive elements of UNAMI’s mandate, including durable solutions, climate change, and other thematic areas, in coordination with the Government of Iraq, the United Nations Country Team, and other partners and stakeholders; ensures coordination and alignment of the DSRSG/RC functions with the HC function and OCHA’s residual presence and activities; supports the DSRSG/RC/HC and the UNCT in engaging bilateral and multilateral donors for resource mobilization and directs the initiation and development of related preparatory and follow-up actions

Analysis, Advice, and Reporting:
Fosters positive relationships with Government counterparts and advises the DSRSG/RC on identifying priority areas for international support; identifies and analyzes pertinent developments, issues, and challenges impacting the work of the DSRSG/RC/HC; supports analysis and advises on strategies, policies, and measures to address programmatic and coordination issues; provides up-to-date analysis and advice to the DSRSG/RC/HC on economic, development, social, human rights, and humanitarian issues; monitors, evaluates, and reports on the outcomes of programmes and initiatives; coordinates the development and implementation of cross-cutting and management policies; offers strategic advice on engaging with senior government officials to enhance the partnership between the UN and the host government; advises on resource requirements for program and project implementation; analyzes donor priorities and funding opportunities; and leads liaison with UN Headquarters on technical matters related to the DSRSG/RC/HC functions.

Information Management and Communication:
Ensures coordination of information on crosscutting issues with all relevant components of the mission and the United Nations Country Team (UNCT); ensures the effective functioning of coherent communications structures and systems, serving as the focal point from the office of the DSRSG/RC/HC to the United Nations Headquarters in New York; maintains an effective information management system designed for accessibility and utility within the DSRSG/RC/HC office; promotes and facilitates information flow within the DSRSG/RC/HC office, mission departments, UNCT, and other stakeholders; promotes coherence in communication strategies among UN agencies; oversees the implementation of knowledge management approaches, including handover notes, after-action reviews, and end-of-assignment reports.

Management:
Leads and coordinates overall management of the DSRSG/RC/HC office to ensure efficient and effective substantive coordination support to DSRSG/RC/HC, UN Country Team (UNCT) and Humanitarian partners and adherence to organizational policies and procedures and DSRSG/RC/HC guidance, including the implementation of coherent workplans, setting priorities, and ensuring follow-up and feedback; supervises, mentors, and evaluates staff, addressing any performance issues as needed; represents the DSRSG/RC/HC in official functions, as required; establishes internal controls to ensure the integrity of financial transactions, systems, and reports for the DSRSG/RC/HC; consistently applies rules and regulations, keeping the DSRSG/RC/HC informed of expenditures and reports; performs other duties as required; Ensures that the outputs produced by the Integrated Office maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Units under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.

Education
Advanced university degree (Master’s or Equivalent) in social sciences, political science, international studies, or a related field is required. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten (10) years of progressively responsible experience in strategic planning, sustainable development policy and programme development and management in the context of development cooperation or related area is required.

Experience with multi-stakeholder coordination in the context of development cooperation or related area is required.

Five years of experience working in a UN field operation or similar multi-lateral or non-governmental organization in a conflict or post-conflict setting is required.

At least two years of experience with UN inter-agency coordination, with military actors and access issues/negotiations are required.

Experience in setting up or conceptualizing new offices, structures or mechanisms within the UN system is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
