The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Minamata Convention on Mercury is a global treaty to protect human health and the environment from the adverse effects of mercury. The Convention was adopted in Kumamoto, Japan in 2013 and came into effect in 2017. The Convention is administered by UNEP. This post is located in the Secretariat of the Minamata Convention on Mercury at the Geneva duty station. Under the direct supervision of the Executive Secretary of the Minamata Convention Secretariat, the incumbent will perform the following functions:
Responsibilities
1. Manages and coordinates the development and implementation of the Programme of Work of the Minamata Convention in assigned work areas, including: • Managing the development, implementation and evaluation Secretariat activities; directs subordinates in programme / project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. • Supervises the preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications. • Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. • Ensures implementation of the gender action plan e.g. by assessing the implications for men and women of any planned action, including legislation, policies or programmes. 2. Advises the Executive Secretary on key policy, political outreach and administrative matters, including: • Coordinating policy development; reviewing the assessments of issues and trends, preparing evaluations or research activities and studies. • Directing research and programme evaluation and presents information gathered from diverse sources. 3. Supports the Executive Secretary to coordinate the substantive and logistical preparations of the Conference of the Parties, including: • Directs substantive support to consultative and other meetings to organise and convene the Conference and related meetings including proposing agenda topics, identifying participants, preparation of documents and presentations. 4. Manages outreach activities, including: • Leads communication designs and conducts training workshops, seminars, makes presentations on assigned topics / activities. • Leads missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries. 5. Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. 6. Ensures effective utilization, supervision and development of staff; guides, evaluates and mentor’s staff.

Education
An advanced university degree (Master’s degree or equivalent) in natural science, economics, law, public/business administration, international or environmental study or related fields is required. A first level university degree ( Bachelor’s degree or equivalent) in combination with two (2) additional years of relevant qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience
A minimum of ten (10) years of progressively responsible experience in project or programme development and management and in establishment of inter-relationships among international organizations and national governments, in the area of the environment, is required. Experience in management and coordination of international programmes in environment-related fields is required. Experience in building of strategic alliances and partnerships is required. Experience in resource mobilization, international and developing country work is required. Experience in providing policy advice is required. Experience in working in or with multilateral environmental agreements (MEAs) is required. Experience within the UN System or similar international organisations is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.

Appointment against this position is for an initial period of one (1) year and may be subject to extension.
