The position is located in the United Nations, International Financial Institutions and Civil Society Branch (UNIFICS) within the Multilateral Partnerships and Development Cooperation Department (PARTNERSHIPS). PARTNERSHIPS is responsible for establishing, developing, and maintaining strategic partnerships to contribute to Social Justice in close interaction with other portfolios at ILO headquarters and with the regions. The Department is responsible for developing the ILO’s strategy for development cooperation and contributes to consultations and negotiations with development partners and groupings for the promotion of greater policy coherence around social justice and decent work. PARTNERSHIPS leads consultations and negotiations with development cooperation partners and is responsible for mobilizing voluntary contributions for the ILO’s programme, as well as coordinating technical and financial reporting to partners.
PARTNERSHIPS facilitates streamlining of work processes and procedures and provides assistance to enhance service delivery in the regions. The UNIFICS Branch is responsible for leading, coordinating and promoting ILO’s active involvement in the UN System, with Civil Society as well as the cooperation with International Financial Institutions (IFIs) and other financial and economic institutions, within the remit of ILO’s mandate towards decent work and social justice. This involves building partnerships for both policy coherence and mobilizing funding for development cooperation.
The main role of the position is to monitor developments in the UN System and its coordination mechanisms, contributing to the design, development, implementation, monitoring and promotion of multilateral cooperation strategies, lead the coordination of ILO’s on resource mobilization through the UN system and selected development partners and the management of the UN portfolio projects, promoting ILO core values such as Social Justice and the Decent Work Agenda.
The incumbent reports to the Chief of the UNIFICS Branch under the overall supervision of the Director of PARTNERSHIPS.
Specific Duties
- Monitor and assess developments in the UN System coordination mechanisms, signal issues requiring special attention as regards coherence and consistency. Provide advice and support to ILO representatives in select working groups of the United Nations Sustainable Development Group (UNSDG) in the High-level Committee on Programmes (HLCP) and in the High-level Committee on Management (HLCM) as assigned.
- Provide technical inputs to, coordinate the drafting of, and edit publications and other office documents, including for the Governing Body, International Labour Conference, regional, and expert meetings. Provide substantive inputs, draft briefs and/or statements for ILO senior management.
- Lead the facilitation and active engagement of the ILO in initiatives for enhancing UN system-wide coherence and coordination and for promoting Social Justice and Decent Work within the framework for a universal, rights-based sustainable development agenda.
- Coordinate the preparation of and draft substantive inputs for ILO’s institutional contributions to: (i) UN reports on the effect given to General Assembly (GA) and ECOSOC resolutions dealing specifically with UN system-wide coordination and operational activities (e.g. the Quadrennial Comprehensive Policy Review (QCPR)); and (ii) guidelines and tools developed by UNSDG and other UN coordination mechanisms, to ensure that ILO’s objectives and perspective are adequately reflected.
- Lead the management of the UN portfolio projects and the relations with the Multi Partners Trust Fund Office, as well as UN Funds and Programmes. Oversee the negotiation of funding agreements, ensuring that ILO rules, regulations, directives and procedures are complied with.
- Lead the organization and/or serve as an expert resource person for knowledge-sharing events (e.g. seminars, workshops and briefing sessions) for tripartite constituents, members of the diplomatic corps and other stakeholders, in support of ILO’s advocacy for Social Justice and Decent Work in internationally agreed development goals; organize, facilitate and participate in capacity-building initiatives to exchange good practices with regard to working within the UN system and other multilateral entities.
- Review, analyse and provide information and advice for use by ILO headquarters and the regions, including via briefings, with respect to ILO’s position within the UN System, key UN GA and ECOSOC resolutions addressing matters under ILO’s mandate, and the considerations/implications for giving effect to those UN mandates in ways that advance ILO’s values and strategic objectives within UN programming frameworks. Provide and coordinate inputs for policy papers and draft reports including for the Governing Body.
- Perform other relevant duties as assigned.
Required qualifications
Education
- Advanced university degree in labour law, public administration, international relations, industrial relations or another relevant field. A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
Experience
- At least ten years of progressively responsible experience, including at the international level, promoting multilateral cooperation, development partnerships, and United Nations collaboration.
Languages
- Excellent command of one working language (English, French, Spanish) of the Organization and a working knowledge of a second working language. One of these languages must be English.
