Your Role

As a Senior Country Economist, you will lead the formulation of the Country Partnership Strategy (CPS), undertake the country programming mission (CPM) and the preparation of the related documentation as well as subsequent implementation in line with the PNG’s development plans, ADB Strategy 2030, and Pacific Approach. You will conduct economic studies, diagnostic work and thematic assessments (such as environment, governance, public financial management, poverty assessment, and private sector); undertake strategic client relations and policy dialogue with Papua New Guinea (PNG) authorities on macroeconomic issues, public financial management and governance reform priorities; support regional cooperation initiatives; process and administer technical assistance (TA) projects; undertake donor and development partners coordination activities; provide support to country portfolio review missions; and work within broad policies and objectives with supervision for unfamiliar or critical tasks.

You will:

  • Country Strategy and Programming
  • Lead the formulation of the CPS and supports the CPM.
  • Participate actively as Country Management Team (CMT) member and work collaboratively with other CMT members in defining and delivering the country work program.
  • Develop and maintains strong relationships with clients, partners, and other stakeholders in the country,
  • Ensure alignment of ADB operations with PNG development plans and ADB’s medium and long-term strategic frameworks.
  • Provide information and leads the analysis for country programming activities in terms of portfolio review, updating, and assessment.
  • Conduct policy dialogue with developing member country (DMC) officials and external donor agencies around economic policy and reforms.
  • Prepare/contribute information and analyses for economic and sector work.

Portfolio/Project Management

  • Undertake data gathering and periodic reporting on achievement of desired project development impacts.
  • Provide inputs for the design and processing of loan and TA projects.
  • Lead the processing and administration of technical assistance (TA) projects.

Economic, Thematic and Sector Work

  • Monitor country economic, social and political developments and appraise Management as appropriate.
  • Lead/undertake various economic and sector analyses to prepare various knowledge products such as Fragility and Resilience Assessment, Poverty Assessments, Asian Development Outlook (ADO), Pacific Economic Monitor, and others.
  • Ensure continuous assessment of the impact of policies, strategies, and projects on beneficiaries, and on the overall social and economic development of PNG.
  • Undertake quality analyses of CPS-related diagnostic assessments (e.g., governance assessment, poverty assessment) and TA reports.
  • Collect relevant economic, social, and environmental statistics for PNG and maintains appropriate databases.
  • Conduct Country Performance Assessment for PNG.

Stakeholder and Development Partner Coordination

  • Coordinate and participate in development partner activities such as consultative meetings, information sharing with aid agencies and others.
  • Maintain cordial and effective relations with senior government officials and development partners.
  • Support the mobilization of cofinancing through collaborative country programming.

Regional Cooperation

  • Support effective regional cooperation initiatives in PNG.
  • Maintain strong working relationships with the diplomatic corps and other development partners within PNG.

Knowledge Sharing

  • Lead, participate in, and contribute to relevant internal and external training and conferences and other activities for advocacy, dissemination and knowledge building.
  • Support the expansion of outreach activities conducted by PNRM including through social media, television, radio and print media forums.

Staff supervision

  • Supervise the work of relevant team members. Supervises the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the ongoing learning and development of reporting staff.

Qualifications

You will need:

  • At least Master’s degree in Economics, or Political Science, Public Policy, Public Administration or related fields. PhD an advantage.
  • At least 10 years of relevant professional experience in economic research/analysis, development planning and policy formulation, implementation and project administration, or related areas.
  • Thorough knowledge and familiarity with multilateral development bank’s operational policies and procedures.
  • Experience/expertise in public sector reform, public financial management, private sector development or infrastructure financing would be an advantage.
  • Knowledge of the economic, administrative, political and social structures of the Pacific region, particularly Papua New Guinea would be an advantage.
  • Demonstrated expertise in economic research and development in developing countries.
  • Excellent oral and verbal communication skills in English.
  • International experience working in development in several countries.
  • Strong negotiation and relationship management skills.
  • Capacity to manage and provide guidance to team members.
  • Experience/Expertise in public sector reform, public financial management, private sector development would be an advantage.
