Senior Crime Data Analyst oversees all data analysis and visualization capabilities and projects in the MCAC. The position requires using statistical, temporal and graphical tools; and using data and cartographic visualization techniques. The primary duties include advanced data analysis, predictive modeling, and developing custom web application interfaces for various departments. The position will support analysts and stakeholders in identifying, integrating and displaying voluminous and disparate data to assist in answering stakeholder questions and needs and in identifying trends and patterns, and conducts predictive analysis based on a wide range of data types. The position will perform in-depth all-source research and analysis; and prepare assessments for policy, intelligence, law enforcement, and homeland security communities. The position will coordinate cross-sector/cross-jurisdictional collection opportunities and develop and manage effective working relationships with other departments, groups and personnel with whom work must be coordinated or interfaced.  

**Due to the nature of the work in this position, the candidate may be required to pass a drug screening test and must possess (or be able to obtain) a government-issued top secret security clearance and pass a criminal background check.

**Employee may be required to work outside of normal duty hours including weekends and holidays or on call during outages, upgrades, significant or special events and during crises or high-level investigations related to terrorism and criminal activities.

**Employee works in an office environment and must be able to stand, bend,  and squat; able to lift and move up to 50 lbs. as it pertains to files, supplies, personal office equipment, computers, etc.

Key Responsibilities:

Oversee all MCAC data analysis/science projects: Maintain coordination with all branches, division and teams across the (MCAC).  Develop, in partnership with the Information Systems Manager and other staff in developing a dashboard and request management system for all data analysis/science related projects in the MCAC that includes in house and external partner supported projects. Research, analyze, and respond to a variety of complex issues in homeland security, crime and cross-jurisdictional issues. Support agency-wide projects involving the intake and management of large datasets for investigative support or analysis. Build systems to integrate with existing systems including, but not limited to, Delta Plus, Etic, and other application APIs to address State Priority public safety issues. 

Build a system to give analysts the tools and training to answer questions dynamically
Dashboard Development:
Develop dashboards for a variety of administrative and operational activities throughout the MCAC using PowerBI, SharePoint, GIS, Websites and other display applications based on MCAC priorities. 

Support to external agencies: Provide support to law enforcement agencies and homeland security partners by coordinating the collection, integration, analysis and display of information derived from various investigative and business-related automated systems including, but not limited to, FINCEN, CLEAR, Accurint, Lexis-Nexis, Babel, and other web-based applications and databases.  Identify and respond to requests for information regarding data and data analysis and display (temporal and geographic) related to crime and terrorism related trends, patterns and issues. 

Intra/Interagency agreements, information sharing and instruction: Develop a variety of data sharing agreements with key local, state, and federal government and private sector entities to provide support to data analysis projects supporting state homeland security and public safety priorities. Work with and train personnel from local, state, and federal agencies, leveraging expertise in SQL, Python, Power BI, and data cleaning practices. Work alongside the criminal intelligence analysts and anti-terrorism analysts building relationships with private sector industry and trade organizations in an effort to identify and develop private sector outreach strategies and assist with other MCAC outreach programs including Fusion Liaison Officer Program and Maryland SHIELD

Advanced Data Analysis and Intelligence Gathering: Utilize SQL, Python, and other programming languages to perform complex data analysis related to homeland security and criminal activities.

Predictive Modeling and Threat Assessment: Create predictive models using data science techniques for identifying potential security threats.

Custom Web Application Development: Lead the design and implementation of web interfaces, including full-stack development, to enhance data accessibility and user experience for various departments.
Develop contacts throughout the Law Enforcement and private sector communities with data and tradecraft stakeholders related to Criminal Justice data and systems.
Advise and assist in the development of multisector reports and bulletins produced and disseminated through MCAC.  

Research and Scientific Studies in Criminal Justice: Conduct and lead research projects, leveraging skills in crime data analysis and tactical & strategic intelligence.

Strategy, Policy and Training Development in Data Management: Create policies and training materials for data systems and web applications, drawing from experience in project management and instructional roles. Participate and provides input into all MCAC strategies, plans, policies, procedures and other management and leadership functions.  

Operational Administration and Technical Support: Provide logistical support and maintain operational health and security of data systems and web interfaces.

Continuing Education, Training and Conferences:  Attend contemporary and continuing education/training opportunities supporting maintenance and advancement of leadership and management skills; data analysis/data science tradecraft, tools, systems and procedures to remain current with all necessary applications and procedures. Represent the MCAC at conferences and meetings in the field of data science and analysis. 

Required Education and Experience

Education: Baccalaureate degree in computer science, data science, management information services, criminal justice or related field.  

Experience: Four years of experience in data science, data analysis, intelligence, full-stack web development, and project management, preferably in a public safety or criminal justice setting.

Required Knowledge, Skills and Abilities

Knowledge of classified and open source research and data analysis methods and techniques.
Ability to collect, assemble, analyze, and evaluate evidence, statistics, and other pertinent information to draw logical conclusions in order to effectively solve crimes.
Experience working with Arc GIS Mapping, Pen Link or i2 analytical software.
Familiarity with statistical analysis using Microsoft Excel or SSPS software.
Experience working with Microsoft Office products (Word, Excel, Access, PowerPoint, PowerBI, OneNote).
Experience in using and managing MS Teams, SharePoint, SQL database/queries
Ability to communicate effectively orally and in writing to a wide range and number of audiences.
Experience working with federal, state and local law enforcement databases.
Ability to work extended hours as necessary.
Knowledge of the Intelligence Cycle and Criminal Investigations.
Knowledge in the collection, analyzing, and dissemination of criminal intelligence information.
Ability to research a voluminous amount of databases to identify trends or patterns.
Ability to prepare graphs, charts, tables, maps, and other illustrative devices from collected data or visual presentations using PowerBI, Tableau, GIS, and Web applications.
Ability to develop operating procedures, technical documents, and policies in the field of data analysis/science.
Specialized in domain knowledge and specific ability to teach and publish in the field in data science with Information Technology and Law Enforcement analysis and officers regarding best practices.
Experience in data analysis/science in the criminal justice field.
Data analytics experience in tactical and strategic analysis and statistics.
Experience in calculus regression, patterns, progress, machine learning and neural networks
Experience in data visualizations using arcmap, Google Maps, PowerBI,  Tableau GIS and GIS Cloud.
Database management – able to create and build databases that are SQL or oracle.
Machine/Data Learning/Programming Experience –  familiar with data learning software and programming with  C++ HTML XML, Java, R, Python, VBA,  DACS SQL,  to create a master structure to answer questions.
Systems – Experience managing and using SharePoint, WordPress and other websites for transporting data and APIs. Understanding of Solarwinds
Able to maintain or obtain clearance within CJIS to support in rest and transit (whitelisting operations) with crime data Understanding of Criminal Justice communications ethics.
Ability to communicate collectively from scientist to scientist and analysts and teach.
Communication part is to be able to teach a thing to larger groups effectively and expertly to build the legitimacy and effectiveness to further crime prevention and control agendas.
