Desired Candidate Profile 

  • The Senior Data Management Assistant will be based at the Multi-Country Office (MCO) in Bangkok and will be a member of the Durable Solutions team.
  • The incumbent will support resettlement case management, including conducting data audits and analysis, preparing statistical reports, enhancing the quality of resettlement case processing, uploading e-RRFs to the US Database (START) and provide technical support for generating and modifying RRFs in accordance with established SOPs.
  • The incumbent will also support scheduling and processing of resettlement cases using locally developed tools. S/he will be expected to liaise with the Operational Data Mgt Officer or Associate Operational Data Mgt Officer to resolve technical issues that may arise during processing of resettlement cases. The incumbent will assist the Durable Solutions Unit to oversee the expression of resettlement activities in the border camps carried out for refugees eligible for the Group Resettlement programme and ensure quality control.

Operational Context

  • Thailand is not a party to the 1951 Convention Relating to the Status of Refugees and currently has no national legal framework for refugee protection. Refugees, asylum-seekers, and other persons of concern without appropriate legal status and visas do not have a right to work or move freely, and are at constant risk of arrest, indefinite detention, and deportation.
  • Thailand also hosts along the Thai-Myanmar border some 80,000 displaced persons (refugees) from Myanmar over the last three decades. UNHCR Offices are engaged in a range of activities to support the Royal Thai Government (RTG) in ensuring their international protection and seeking solutions to the protracted refugee situation. UNHCR, in close collaboration with the Royal Thai Government and third country governments, has launched a large-scale resettlement programme for refugees residing in the border camps. Travel to the border camps in Ratchaburi, Kanchanaburi and Tak is expected.
  • There remains an expectation for UNHCR to seek durable solutions outside of Thailand for refugees in urban areas, the border camps, as well as Rohingyas who have been intercepted in the territory. UNHCR has, however, stepped up its advocacy for other solutions in country, in light of commitments made by Thailand, the global drop in opportunities for resettlement and complementary pathways, and the fact that most refugees in Thailand are still unable to voluntarily repatriate to their countries of origin.
  • In conjunction with these efforts, UNHCR continues to pursue third country resettlement and support access to complementary pathways (including family reunification) to provide legal and physical protection to those identified as having compounded vulnerabilities and/or pressing protection needs, which is determined on a case-by-case basis. Further, resettlement is being used strategically to support efforts to expand protection space for refugees in both urban and camp settings in Thailand.

Senior Data Management Assistant

Organizational Setting and Work Relationships

  • The position is normally supervised by a more senior staff member who provides the Senior Data Management Assistant with regular guidance and support. Subject to the nature of the task/assignment, s/he will work independently on routine tasks, while will follow instructions of the supervisor for more complex issues. The position has no supervisory role.
  • Contacts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are not frequent. In the Field locations, under supervision of the manager, the incumbent may play a liaison role with the national and local authorities for gathering and exchange of data.

Duties

  • Enter data mainly related to asylum seekers, refugees and other persons of concern to UNHCR into the computer database.
  • Prepare reports and project documents by providing information, preparing tables and drafting routine correspondence and reports.
  • Assist in compilation of data and interpreting the statistics for various reports.
  • Assist in the development of forms for data collection and analysis, if requested.
  • Act as interpreter in the exchange of routine information and translate routine documents and correspondence as and when required.
  • May be required to collect GIS data, update maps and undertake field trips to project sites.
  • Decide on the data recorded in database.
  • Decide on appropriate resolution to incidents and escalate issues to the supervisor if incident cannot be resolved within the scope of responsibility.
  • Perform other related duties as required.

Minimum Qualifications

Education & Professional Work Experience

Years of Experience / Degree Level

  • G5- 2 years relevant experience with High School Diploma; or 1 year relevant work experience with Bachelor or equivalent or higher

Certificates and/or Licenses

Language Requirements 

  • For International Professional and Field Service jobs: Knowledge of English and UN working language of the duty station if not English.
