General Background
The UNHCR Innovation Service supports the global mandate of UNHCR by fostering innovative solutions across all levels within the organization. Established to address complex challenges faced by refugees and displaced persons, the Innovation Service promotes digital inclusion and literacy through various initiatives, including the Movilidad Segura program.

Movilidad Segura:
Movilidad Segura, is a program led by the United States government with the support of international partners like UNHCR and IOM, that aims to expand lawful pathways for refugees and migrants in South and Central America, facilitating access to humanitarian and other regular migration opportunities to the United States and other participating countries, while reducing the risks associated with irregular migration.

In the framework of Movilidad Segura, UNHCR’s Innovation Service aims to enhance the digital skills of refugees and migrants, enabling them to access digital services safely and effectively.

Purpose and Scope of Assignment
The Senior Digital Community Associate will lead and coordinate training programs that empower community members to educate refugees and migrants within their communities about the Movilidad Segura program and how to safely apply online to it. This role also involves monitoring social media channels to identify misinformation, hate speech, and other barriers that may prevent certain groups from accessing the program. The information collected through this monitoring will inform future actions/campaigns to provide official information about Movilidad Segura, ensuring accessibility across different audiences and with an age, gender and diversity approach. The Digital Community Manager will work closely with teams in Colombia, Costa Rica, Ecuador, and Guatemala to implement these programs.

Responsibilities:
– Capacity Building:
Recruit and onboard community mobilizers in the countries where Movilidad Segura is present to deliver digital literacy programs, ensuring they have the necessary tools and support.

Manage and enhance the capacity of local partners, volunteers, and field staff of UNHCR through ongoing training and support in digital literacy and skills.

Provide continuous support, check-ins, and management to ensure successful program delivery.

– Digital Skills/Literacy:
Develop and deliver digital literacy programs tailored to the needs of refugees and migrants in Guatemala, Costa Rica, Colombia and Ecuador.

Collaborate with experts to design user-centric curricula, incorporating feedback and documenting best practices.

Conduct training sessions and workshops for community members (online and on-site), equipping them with the skills to educate others about Movilidad Segura and safe online practices.

– Community Engagement:
Foster strong relationships with community-based and refugee-led organizations to support the delivery of digital literacy programs.

Engage with local communities to understand their needs and ensure program relevance and effectiveness.

– Social Listening:
Implement a comprehensive social listening strategy, which includes monitoring social media platforms, analyzing user-generated content, and engaging with both online and local community members to identify and respond to digital risks such as misinformation, hate speech, and other barriers that may prevent access to the initiative.

Leverage the Digital Literacy Operational Guideline and Digital Accessibility Guidance Note to identify and report on emerging digital risks and barriers such as misinformation, hate speech, privacy concerns, and access issues specific to different communities and groups, providing actionable insights to improve access to reliable and official information about the program.

Support country teams in developing protocols for responding to analyses emerging from social Analyze social media data to identify trends and patterns, involving community members to flag and catalog relevant content they encounter in digital spaces, producing detailed reports that guide strategic decisions and program adjustments.

Establish channels for community feedback on digital safety and access issues, leveraging existing Community-Based-Protection mechanisms in regional and local operations, to ensure voices are heard and addressed in program planning and implementation.

Collaborate with local and international partners, including tech companies and digital platforms, to enhance the effectiveness of social listening efforts.

General Duties:
– Reporting and Analysis: Produce detailed reports on program outcomes, social media trends, and community feedback to guide strategic decisions.
– Stakeholder Engagement: Collaborate with local and international partners, including community-based and refugee-led organizations, to enhance program reach and effectiveness.
– Innovative Solutions: Explore and implement innovative solutions to improve digital literacy and online safety for refugees and migrants.
– Monitoring and Evaluation: Regularly assess the impact of digital literacy and social listening initiatives, making data-driven recommendations for improvements.

Monitoring and Progress Controls
The incumbent will report directly to the Innovation Officer. On a weekly basis, the incumbent will participate in weekly bilateral with the supervisor, setting agreed-upon deliverables and deadlines for the week. Additionally, in order to help support the Digital Innovation programme, the incumbent will join a team meeting held on a weekly basis with the Digital Innovation team in order to align and coordinate efforts on projects within the workstream. The staff member will join other programme meetings as / when appropriate.

Qualifications and Experience
a. Education (Level and area of required and/or preferred education)
– Undergraduate degree or graduate degree (desired) in a related discipline (Education, Politics, Human Rights, International Humanitarian Action, International Development, Social Sciences, Communications,Telecommunications, Innovation, Technology, Engineering etc.)

b. Work Experience
– 4 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher
– Experience in digital inclusion programming with a focus on digital literacy and skills.
– Experience in social listening or community engagement within international or cross-cultural
environments, preferably in humanitarian or development contexts.
– Demonstrated ability to design and implement community-driven programs and initiatives, including training/digital skills training.
– Experience with digital platforms, particularly in monitoring and analysis of social media trends and online community engagement.
– Experience in capacity strengthening or delivering community training.
– Strong analytical skills and experience in reporting and presenting findings to various stakeholders.
– Ability to work with diverse and multidisciplinary teams.
– Creative problem-solving skills and the ability to manage multiple priorities.

c. Key Competencies
– Excellent knowledge of English (both written and spoken) and Spanish (both written and spoken)required. Knowledge of an additional language spoken in the region poses an advantage.
– Strong interpersonal and communication skills, capable of writing clear and concise reports.
– Proven ability to manage time effectively and meet deadlines.
– Experience working remotely and in an international setting.
– Comfortable working autonomously and as part of a team.
– High level of integrity and accountability, flexible approaches to work, and commitment to delivering quality results in a timely manner.
