Senior Economist

The Environment and Economy Integration (EEI) Division of ENV conducts policy-orientated research in several areas at the interface between the environment and the economy, including Environmental Outlooks, environment-economy modelling, environmental policy design, circular economy and plastics, trade and environment, and cost-benefit analysis.
The EEI Division is looking for a Senior Economist to lead projects in empirical analysis. The successful candidate will report to the Head of the EEI Division.
Main Responsibilities
Policy Analysis and Research
- Lead the delivery of high quality, innovative and insightful empirical analysis of environmental policies included in ENV’s Work Programme;
- Contribute, where relevant, to modelling based ex ante environmental policy evaluation;
- Ensure the timely delivery of high-quality reports on environmental policies and policy outcomes, publications and events, emphasizing strategic, impactful and policy-relevant messaging, to meet the needs and priorities agreed upon by member countries;
- Draft reports, present material, and contribute to briefings for senior management concerning environmental policy design and recommendations.
Planning, Supervision and Fundraising
- Play a lead role in the strategic planning of the team’s work, demonstrating vision, client orientation and pragmatism;
- Lead fundraising efforts for the projects included in ENV’s Work Programme ensuring sound management of funds in line with strategic priorities and deliverables. Lead and manage a team of economists/policy analysts, defining tasks, objectives and deadlines; monitor progress to ensure quality control for analytical outputs;
- As a senior member of the EEI Division, contribute to cross-cutting initiatives and strategic activities of the division as outlined in the ENV’s Work Programme.
Organisation-wide Collaboration, Liaison and Outreach
- Communicate effectively the results of the OECD’s work to a wide audience of policymakers;
- Represent the OECD in relevant international and national fora involving policy makers and representatives of other relevant sectors;
- Establish and maintain a network of contacts with members of national delegations, and experts from international organisations, research institutions, representatives of industry and other relevant institutions;
- Maintain excellent working relations with relevant staff in the Organisation.
Qualifications – Ideal Candidate Profile
Academic Background
- An advanced university degree (Ph.D. preferred) in economics, environmental policy.
Professional Background
- Minimum of eight to ten years experience in applied economics analysis related to environmental issues;
- Minimum eight to ten years solid practical experience in environmental policy design and evaluation;
- Strong background in advanced quantitative and econometric analysis;
- Demonstrated experience in drafting policy relevant reports building on technical analysis;
- Demonstrated ability in fundraising and team management;
- Strong communication skills;
- Demonstrated experience with project organisation and management including experience in organising of large meetings, workshops and conferences with a diverse range of participants.

Languages
- fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level;
- Knowledge of other languages would be an asset.
