Senior Emergency and Rehabilitation Officer

The Senior Emergency and Rehabilitation Officer (Head of Food Security and Risk Analysis) reports to the FAO Representative (FAOR) and will work in close coordination with the Deputy FAOR, the Senior Emergency and Rehabilitation Officer (Head of Operations Unit), the Senior Emergency and Rehabilitation Officer (Head of Field Programme Unit), the Procurement Unit and the Head of Strategic Communications and Information Management Unit, and other units and teams in FAO Afghanistan.

Technical Focus:

Support the implementation of the FAO emergency and resilience programme in Afghanistan, through strong food security and agriculture analyses; needs assessment and context monitoring; and risk analyses.

Key Results:

Leadership and technical policy expertise for the planning, development and implementation of divisional programmes of work, projects, products and services, in accordance with the FAO Strategic Framework.

Key Functions:

  • Plans, manages or leads highly specialized or multidisciplinary teams; leads, coordinates and/or participates in Organization-wide committees and provides technical leadership on inter-agency committees, networks and international working groups.
  • Contributes to and/or coordinates the planning, budgeting, implementation and reporting of the divisional programme of work, team plans, the supporting policy, tools, standards and systems frameworks and collaborates with the Strategic Objective (SO) Coordinator in (i) the conceptualization of the SO programme; (ii) the supervision and evaluation of the SO contributors; (iii) the identification of resources; (iv) the development of networks and partnerships; (v) the implementation of advocacy and communication activities.
  • Oversees and/or provides expert technical assistance to Divisional teams focusing on (i) humanitarian policy, inter-agency collaboration and mobilization of emergency resources (ii) response, food chain crisis, special operations, level 3 emergency preparedness, early warning and support to transition, and/or (iii) programming, integrating resilience into FAO planning at all levels, and the delivery of related products and services.
  • Coordinates FAO’s emergency needs assessment activities and related missions including food and nutrition security assessments and analyses, the coordination of in-country early warning alerts and further coordination with all partners.
  • Promotes best practices and provides technical support/services and operational coaching to the Decentralized Office network, designates Division-wide geographical focal points to facilitate emergency programming, resource mobilization and integration of emergency and development work in countries in collaboration with Regional Offices, and provides capacity during critical phases of emergencies.
  • Oversees ongoing operational emergency and recovery projects and programmes and related capacity development in countries and regional and subregional offices.
  • Represents FAO on international committees and develops and maintains partnerships and inter-agency collaboration in support of FAO’s corporate co-leadership of the global Food Security Cluster (gFSC) and with a range of other partners such as the Inter-Agency Standing Committee, World Food Programme (WFP), United Nations High Commissioner for Refugees (UNHCR), United Nations Children’s Fund (UNICEF), non-governmental organizations (NGOs) and other humanitarian groups involved in emergency and recovery activities.
  • Coordinates the monitoring and promoting of resource mobilization activities including corporate appeals, donor macro grants and the Central Emergency Response Fund/Special Fund for Emergency and Rehabilitation (CERF/SFERA) submissions and collaboration with countries and Regional Offices to facilitate resource mobilization through project and programme formulation.
  • Oversees knowledge management activities including the maintenance and updating of FAO emergency information systems, crisis communications, information and advocacy, as well as providing up-to-date information for reporting, audits, evaluations and inputs to FAO governing body documents.
  • Performs other duties as required.

Specific Functions:

  • Leads the Food Security and Risk Analysis Unit and the overall development and generation of qualitative and quantitative timely evidence to support the quality and the impact of the programme in Afghanistan, ensuring full alignment with the Humanitarian Country Team, the UN Country Team and the FAO Strategic Framework in close consultation with the Country Office Management Team and humanitarian/development partners.
  • Leads at country level the work related to the Integrated Food Security Phase Classification (IPC), Food Insecurity Experience Scale (FIES), Data in Emergencies (DIEM) Monitoring.
  • Coordinates FAO’s analytical effort, streamline data collection exercises, ensures interoperability between different analyses (acute food insecurity, resilience analysis of agricultural value chains, risk analysis, conflict analysis, as well as monitoring and evaluation activities) and provides coherent and timely analyses and messages.
  • Coordinates the identification of information needs and priorities for monitoring and evaluation to ensure timely data from programming to support strategic decisions about intervention types and adaptations based on their efficacy and impact in the context.
  • Leads FAO’s positioning as a critical provider of data and analysis around food security, agriculture, and livelihoods at country level.
  • Oversees data collection and analysis, and generate food security, livelihoods, agricultural and contextual analyses for decision-making and programming.
  • Develops systematic context-specific analyses on food security and agriculture production to support Country Office’s programming and resource mobilization efforts.
  • Leads and develop context/conflict and displacement analysis, supporting the prioritization of interventions and potential programmatic entry points while informing conflict-sensitive interventions contributing to sustaining peace.
  • Develops appropriate partnerships to augment FAO’s analytical capacity and to improve access in food crises contexts.
  • Collaborates with regional and global FAO colleagues on the development and implementation of corporate information systems and flagship products.
  • Reviews methodologies and analytical tools to make them fit to the specific context and tailored to the specific needs of country stakeholders.
  • Develops in-country analytical capacities through systematic capacity development and advocacy for renewed evidence-based approaches within FAO.
  • Represents the Organization at high-level and international meetings related to food security and agriculture analyses.
  • Performs any other duties as required.

Candidates Will Be Assessed Against The Following:

Minimum Requirements:

  • Advanced university degree in agriculture, food security, economics, natural resources, rural development, business administration and management, international relations or other field related to the work of the Organization.
  • Ten years of relevant experience in development work and/or designing and managing projects, planning and technical cooperation in food and agriculture, including experience in developing countries, especially in countries that are vulnerable to disaster or other emergency risk.
  • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical Functional Skills:

  • Work experience in more than one location or area of work, particularly in field positions, is essential.
  • Depth of experience in identifying and preparing programme strategies and policy position on humanitarian and transition contexts, at both global and country levels-in particular in complex emergency contexts.
  • Extent and relevance of experience and skills in project identification, project formulation, analysis, planning and implementation in particular in Level 3 emergency contexts.
  • Level of knowledge of results-based management methods and experience in their application.
  • Knowledge of field programme issues in the Asia Pacific Region is considered a strong asset.
  • Knowledge of global issues, trends and constraints in development cooperation with particular reference to hunger and poverty reduction.
