The ENBGlobal Practice has five key business lines consisting of Lending and non-lendingservices in (1) Forests, Watersheds and Sustainable Landscapes (Green Businessline); (2) Marine, Coastal, Aquatic Resources and Ocean Health (Blue EconomyBusiness line); (3) Pollution Management and Environmental Health (PollutionManagement Business line); (4) Environmental Economics, Policies andInstitutions Business line, and (5) Safeguards/ Environmental Risk ManagementBusiness line: delivery of effectiveenvironmental risk management and sustainability by managing risk at theproject level and creating opportunities to advance sustainable development.This includes provision of high-quality and timely safeguards services acrossthe Bank, including current safeguards policies and the effectiveimplementation of the new Environment and Social Framework (ESF) that was rollout on October 1, 2018

The ENB Global Practice in SubSaharan Africa includes four units SAFE1, SAFE2, SAFE3 and SAFE4. The missionof the SAFE1 unit is to work with national and local governments and withcommunities to improve sustainable management of natural resources and improvepreparedness to natural disasters in the following three Country ManagementUnits: AFCF1 (Senegal), AFCF2 (Cote dIvoire) and AFCW3 (Mali).

SAWE1 is seeking to recruit a Senior EnvironmentSpecialist to be based in Ouagadougou,Burkina Faso to support a broad portfolio of lending and policy dialogueactivities primarily for AFCW3 (Burkina Faso, Chad, Mali, and Niger). The Selected candidate will work undersupervision of the Practice Manager for SAWE1 based in the WB ‘s WashingtonOffice:

Duties and accountabilities:

Operations and PolicyDialogue:

  • Task lead the preparation and implementation of environment, climate and natural resources management operations, co-lead or be a technical team member on operations led by other GPs and PGs including development policy operations and IPFs, conduct timely project preparation, implementation support missions, catalyze project disbursement and provide technical leadership on ENB related topics.
  • Lead policy dialogue on environment, climate and natural resources management with the government and other stakeholders.With attention to community landscape management and Climate Change which are the focus of ENB intervention in Burkina.
  • The list of projects where ENB is involved include:

    Communal Climate Action and Landscape Management Project
    Support to the National Biodigester Program
    BF Water Security Project
    The Country Environmental Analysis

  • Represent ENB in developing and implementing sector strategy and assist in country-specific policy work (CEA, SCD, CPF, etc.)
  • Proactively participate in other key GP dialogue (e.g. agriculture, governance, land tenure, competitiveness, water, Social Sustainability and Inclusion, etc..) and represent ENB GP is such a dialogue.
  • Represent the Bank in donor meetings on the environment; and contribute to knowledge generation and diffusion within the region and beyond.
  • Support the CMU and represent the team in environment and climate meetings in-country. Participate in CMU Leadership Team meetings and coordinate closely with the SD Sector leader.
  • Support practice manager in the WPA preparation and discussion with CMU
    Prepare briefs and talking points on key ENB issues and report, as needed to CMU, on progress of ENB activities.
  • Advise clients in the Government and consultants on environmental policy and technical matters, and conduct on-the-job and formal training for the clients and consultants.

Selection Criteria

  • Masters or PhD degree in environmental science, natural resources management, Forestry, Biology/Ecology, Ecosystem science, environmental or civil engineering, Agriculture, or other relevant disciplines.
  • Deep technical expertise in at least two of the following subjects: 1) Forestry, protected area management, biodiversity, 2) coastal zone management; 3) pollution, air, water, waste management or 4) landscape restoration (agroforestry).
  • At least 8 years of proven, relevant experience in Environmental/ Natural Resource Management or other relevant disciplines.
  • Strong operational and analytical skills, ability to think strategically, analyze and synthesize diverse qualitative and quantitative environmentally related data and information.
  • Familiarity with the World Bank Groups organizational structure, its Policies and procedures including knowledge of Bank Environmental and Social Framework
  • Team Leadership – Lead teams to achieve challenging outcomes, providing a role model, and enhancing the leadership skills of team members.
  • Excellent oral communication and writing skills in French and English. Fluency in French is a requirement for this position.
  • Advanced working skills in multiple software applications (Outlook, Word, Excel, and PowerPoint).
