Overview:

IBTCI is seeking an Evaluation Specialist for an upcoming Evaluation of Armed Actors Programming for the Department of State (DOS), Bureau of Conflict and Stabilization Operations (CSO) under the Performance Management, Evaluation, and Learning Services (PMELS) IDIQ. This services will include an ex-post evaluation intended to inform the design and implementation of current and future programming related to armed actors by DOS/CSO and other relevant stakeholders. The evaluation will cover three different CSO-funded and managed programs – one each in Iraq, Nigeria, and Venezuela. The anticipated period of performance for this contract is September 1, 2024 through May 31, 2025.

This position is contingent upon award.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Design, oversee and coordinate all activities related to the ex-post evaluations and for ensuring production and completion of quality reports, in conformance with the award SOW.
  • Responsible for the design, quality control, development and completion of all assessments, analytical reports and evaluations.
  • Contribute substantively to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks as needed.
  • Responsible for high quality and timely hard and soft deliverables including evaluation work plans, inception reports, evaluation design, monthly progress reports, Evaluation Reports and Presentations.

Qualifications

Minimum Requirements:

  • At least 10 years of relevant prior experience in evaluations.
  • Experience designing and carrying-out ex-post evaluations including oversight of remote local data collection activities
  • Experience in subject areas related to this activity such as analysis of conflict situations, armed actors, armed resistance, democracy and governance, etc.
  • Experience with data collection methods such as focus group discussions, key informant interviews, multi-topic surveys and participatory methods.
  • Have knowledge and experience in ex-post evaluations including case study methodologies.

Education: Master’s degree in development or a related development field, such as Economics, Evaluation Sciences, Political Science, Public Administration, Business Administration, or other discipline related to development assistance required.

Preferred Knowledge, Skills and Abilities:

  • Previous experience on an evaluation with DOS Bureau of Conflict and Stabilization Operations is a plus.
  • Previous experience in Iraq, Nigeria and/or Venezuela is preferred.
  • Proficiency in one or more of the following language is preferred: Arabic, Spanish or Hausa.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: Travel is not envisioned as part of this assignment.

Work Authorization: Candidate must be authorized to work in the U.S.
