Under the overall supervision of UNEP Program Officer, the consultant will work in two phases to produce a chapter on JET in India within a report that UNEP CCC is preparing on JET transitions in JETP and non JETP countries. a) Phase I (1 March till 15 April): Prepare a draft chapter on JET in India b) Phase II (15 April till 30 June): Work jointly on the draft together with JET team at UNEP CCC to finalise the chapter.

Duties and Responsibilities
UNEP CCC are looking for a consultant to support and facilitate the team working on Just Energy Transitions at UNEP CCC in JETP and non JETP countries with completing an assessment of Just Energy Transitions in the context of Coal phasedown in the Indian power sector with a focus on national and sub-national level. The consultant will support the JET team at UNEP CCC and help in answering the following questions: 1. What are the major plans and measures under-development for coal phase down? (with examples from Eastern India states – Jharkhand, Odisha etc.) 2. Institutional structures and mechanisms of such engagements (at Centre and states) – Who is steering this? How? Which actors are involved? 3. Example of Jharkhand on a state self-organizing + coordinating across line ministries, departments, NGOs, and development partners. 4. Role of private sector, SOEs, electricity utilities and power supply entities. 5. Which “just” aspects are accounted for in the plans and measures, and how. 6. How does (or could) this reflects in the NDC planning process (multi-sectoral implications & synergies).
Qualifications/special skills
• The consultant should possess at least a postgraduate degree in science, engineering, economics or social science. • The consultant should possess at least 15 years of work experience in the energy sector or related fields. • Experience in an international agency or organization is desirable. Key Competencies: • The consultant should be in possession of strong inter-personal and verbal communication skills, good coordination and facilitation skills, and possess proven analytical capabilities, as well as excellent writing skills. He/She should have good knowledge of – and experience with – climate change mitigation and adaptation, policies at the national level and coal sector. More specifically the contractor should be familiar with national development objectives and sector policies, have overall insights in climate change science, and potential climate change impacts, as well as mitigation and adaptation needs for the country.
