SUMMARY:

The Program on Violence and Extremism (PV&E) team leads USIP’s work on rehabilitation and reintegration (R&R) of people disengaging from extremist violence. The Senior Expert, RISE will serve as a core member of the PV&E team, leveraging the Rehabilitation and Reintegration through Individual, Social, and Structural Engagement (RISE) Action Guide to provide technical support on issues relating to R&R.

This position will lead the implementation of the RISE Action Guide by developing and delivering trainings and workshops, maintaining and deepening USIP’s network among stakeholders across the USG interagency and key NGOs, and liaising with USIP’s regional and program teams to provide technical assistance with ongoing programs and program design for new ones.

This is a part-time Personal Services Contractor position for approximately 8 hours per week, based in Washington, DC. The Senior Expert will work primarily with the Senior Program Officer and the Director of the Program on Violence and Extremism and will be a member of USIP’s Center for Thematic Excellence. The position is expected to work 8 hours per week.

Job Brief:

As Senior Expert, Personal Services Contractor will undertake the following tasks:

Program Support and Technical Assistance

* Liaise with USIP regional and program to identify partnership opportunities and design projects and initiatives utilizing the RISE Action Guide to meet relevant needs.

* As appropriate, Provide technical assistance to USIP teams – as well as select external partners, practitioners, or officials – working to facilitate R&R. Such assistance may include designing and delivering training curricula, workshops, and other events. Some international travel may be required.

* Coordinate the adaptation of the RISE Action Guide into an online training course using USIP’s Gandhi-King Online platform and serve as its primary facilitator.

Outreach/Engagement

* Support USIP in deepening and maintaining relationships with relevant USG offices, multilateral and non-governmental organizations, and a network of R&R experts and practitioners.

* Support the PV&E’s public and private engagements and briefings to key groups and organizations, including the U.S. federal government offices, departments, and bureaus; relevant multilateral institutions and bodies; and counterpart research or advisory institutions in the United States and abroad. Such support may include attending international fora; planning, preparing, and delivering remarks and/or moderating sessions; facilitating connections with relevant key groups, preparing for engaging key groups, and participating in and/or leading engagements.

* conduct consultative meetings and outreach to senior executive branch, diplomacy, justice, and defense officials; members of Congress and their staff; and other relevant leaders and stakeholders in the public and private sectors when needed

* Guide and participate in USIP-developed private and public events, such as working groups, panel discussion, roundtables, and meetings on topics relevant to R&R.

* Attend select internal meetings and represent USIP at relevant outside events when needed

Thought Leadership

* Advise on the implementation of USIP’s RISE Action Guide.

* Update the RISE Action Guide and other related products as appropriate to ensure alignment with the current body of knowledge and research.

* Author, review, or otherwise support long- and short-form publications through USIP and external venues when needed

Perform other duties as assigned.

Qualifications

* Master’s or terminal degree with 8+ years of relevant work experience in rehabilitation and reintegration as it relates to extremist violence or violent extremist conflicts is required.

* Existing relationships with experts, practitioners, and policymakers relevant to the R&R problem set.

* Demonstrated capacity to design and deliver trainings and facilitate workshops and other events.

* Demonstrated experience planning and implementing events, including internationally.

* Demonstrated ability to communicate effectively in a professional public speaking setting.

* Professional expertise working in or closely with U.S. federal government offices, departments, and bureaus; relevant multilateral institutions and bodies; and counterpart research or advisory institutions in the United States and abroad is preferred.

* Spoken and written proficiency in English.

* Excellent representation and communication skills (oral and written), including cross-cultural, media, interpersonal skills; proven ability to deal with counterparts from the lowest and highest political, legal, social, cultural, and economic levels.

* Must have strong collaboration skills; must have the ability to coordinate the input and priorities of multiple players.

* Some international travel may be expected.
