Organizational Background
The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.
Organizational Setting
This position is located in the Legal and External Relations Division (LEG).
Reporting Lines
Under the supervision of the Chief, External Relations, Protocol and International Cooperation Section, to:
Duties and Responsibilities
- Lead the planning and implementation of outreach initiatives with States Signatories and non-signatories, as well as relevant regional and international intergovernmental organizations, actively building and strengthening relationships with the aim of promoting the goals of the Treaty and its universalization;
- Ensure effective management of relationships with States and their Permanent Missions in the assigned portfolio;
- Formulate and coordinate strategies and initiatives to advance and achieve organizational goals, including the universalization of the Treaty, its entry into force, national implementation, and the completion of the International Monitoring System;
- Conduct research and prepare background notes, talking points, speeches and correspondence for the Chief, Director of Legal and External Relations, and/or the Executive Secretary; liaise and consult with technical divisions and other experts as required in the preparation of papers, products and documents as needed;
- Manage assigned staff of the Section and provide them with guidance, supervision, performance management, and mentoring to support high-quality results;
- Plan and organize international cooperation workshops, capacity-building and other outreach activities and programmes aimed at promoting the goals of the Treaty;
- Plan, contribute to and participate in international conferences and meetings of the Preparatory Commission and others, including contacts with delegates/participants to such meetings;
- Represent the Provisional Technical Secretariat (PTS) at meetings and conferences, organize briefings on the work of the Commission and deliver presentations on the work of the Commission;
- Prepare reports on meetings and ensure the necessary follow-up; prepare analytical and background papers and reports in relation to the work of the Section and the PTS and any related correspondence;
- Undertake duty travel as required to fulfill the above objectives and support External Relations Objectives;
- Perform other duties as assigned.
Education
- Advanced university degree in international relations, political science, public or business administration or a related field;
Work Experience and Qualifications
- At least seven (7) years of relevant working experience in an international setting, including experience in international security policy related to Asia and/or the Pacific;
- Demonstrated capability in managing and supervising teams in a multicultural environment;
- Capacity to work simultaneously on a variety of issues and tasks independently, adjusting to priorities and achieving results with agreed objectives and deadlines;
- Strong ability to communicate effectively in a multicultural environment is essential;
- Demonstrated ability to show political sensitivity, tact and judgement is essential;
- Strong analytical skills are essential;
- Ability to establish and maintain effective working relations with staff at all levels as well as with external counterparts and stakeholders or international organizations;
Languages
- Excellent written and oral communication skills in English are essential;
- Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

Remuneration
CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission. The salary offered may be subject to deductions to the United Nations Joint Staff Pension Fund and/or Health Insurance Scheme.
