Duties and Responsibilities
Background of the assignment: The United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI’ s goals are: • to advance understanding of crime-related problems; • to foster just and efficient criminal justice systems; • to support the respect of international instruments and other standards; • to facilitate international law enforcement cooperation and judicial assistance. One of the strategic priorities of UNICRI is to support the development of an integrated CBRN (Chemical, Biological, Radiological, and Nuclear) approach that incorporates all international, regional and national CBRN components into a common strategy. This entails the application of a holistic approach through which all stakeholders, while operating autonomously, can establish common goals, identify and manage resources to achieve these goals, clearly allocate responsibilities and tasks, elaborate functioning channels of communication, create a security culture based on common learning, and ensure that lessons learnt are incorporated and absorbed throughout the whole system. In 2019, UNICRI launched the CONTACT Programme, aimed at building capabilities of law enforcement and intelligence officers to plan and carry out intelligence and law enforcement operations to thwart radiological and nuclear (RN) trafficking attempts. Additionally, the initiative aims at fostering regional cooperation and exchange of information related to RN trafficking investigations in different regions. The CONTACT Programme has been implemented in the Middle East, in the Black Sea, Central Asia, and in the Southeast Asia regions. See more information at: https://unicri.it/ Under the supervision of the Associate Programme Officer, the Senior Fellow will perform the following tasks: • Research and identify case studies and national best practice to devise, plan and carry out intelligence operations to thwart radiological and nuclear trafficking attempts and consequently develop trainings (including modules, lessons, case studies and exercises); • Prepare and review different training and assessment material for security, law enforcement and other relevant officials in the Middle East, Black Sea, Central Asia and Southeast Asia regions on preventing RN trafficking, with a focus on intelligence operations and investigations; • Deliver nuclear security-related training sessions to nuclear security practitioners; • Support discussion during national and regional workshops with RN experts; • Perform other duties upon request.
Qualifications/special skills
Advanced University degree (master’s or equivalent) in the field of law, international security, criminology, social sciences, physics, chemistry or a similar field is required. A first-level university degree in a relevant field with two additional years of qualifying experience may be accepted in lieu of an advanced university degree. At least ten (10) years of working experience in the field of counter-trafficking of nuclear and radiological material. At least eight (8) years of relevant experience in law enforcement and/or intelligence institutions connected to countering radiological and nuclear (RN) trafficking. Working experience in delivering training sessions on countering RN trafficking. Prior working experience with the United Nations or similar large international organizations. Previous working experience in one of the CONTACT – Black Sea and/or Central Asia project partner countries (i.e., Georgia, Moldova, Ukraine, Kazakhstan, Tajikistan, Uzbekistan) is desirable.
Languages
Proficiency (i.e. oral and written fluency) in English and Russian languages is required. Fluency in one or more official languages of the CONTACT – Black Sea project partner countries (i.e. Georgian, Romanian, and Ukrainian) is desirable.
