1. General Background

UNHCR continues to observe an increasing number of asylum claims being submitted by citizens of countries of Northern Central America in Mexico, including a significant number of people with specific protection needs, such as LGBTI persons, unaccompanied and separated children, women at risk and survivors of violence, among others. Additionally, asylum claims by Venezuelans and extracontinental individuals have contributed to an unprecedented level of asylum claims in Mexico.

Within this context, UNHCR protection activities consist mainly of (i) providing legal and basic material assistance and information to refugees and asylum-seekers, through local partners and ensuring access to a fair and efficient refugee status determination (RSD) procedure, including those in detention; (ii) promoting livelihoods and local integration; and (iii) the delivery of training activities to different governmental staff and civil society organizations on basic principles of International Refugee Law, in particular Mexican Refugee Commission staff (COMAR), Migration officials (INM) and the Child Protection Authority (Procuraduría).

UNHCR monitors COMAR-led RSD procedures, ensuring the provision of legal aid both in the context of community-based shelters and within detention facilities. In close coordination with COMAR, UNHCR also aims at facilitating access to and the timely finalization of RSD procedures. In coordination with the National Immigration Institute (INM), UNHCR regularly visits migration detention facilities, informing those detained on their right to seek asylum in Mexico, ensuring the prevention and responses to instances of refoulement as well as promoting alternatives to detention.

The office also works closely with the National Human Rights Commission (CNDH) on diverse issues affecting the human rights of asylum seekers and refugees. With the Mexican Child Protection Authority (Procuraduría), UNHCR works to ensure proper protection responses and the systematic implementation of BID procedures for unaccompanied asylum seeking and refugee children.

UNHCR also delivers training activities to both government and civil society agencies on a wide range of issues, including on RSD, basic principles of refugee law, child protection and the prevention and response to instances of SGBV.

2. Purpose and Scope of Assignment

• Contribute to the generation and implementation of a strategy and work plan with shelters in Mexico City and metropolitan area to ensure minimum standards of protection in the spaces and guarantee coordinated work with them.
• Follow up, on a regular basis, the overall situation of people we serve in shelters, informal camps and other areas where they have been accommodated and report accordingly.
• Monitor occupancy and movement trends of the people we serve in shelters and irregular settlements in Mexico City.
• Keep all UNHCR platforms updated regarding support to shelters for reporting.
• Assist in monitoring the implementation of the UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
• Assist in coordination with shelter counterparts and related activities.
• Contribute to the generation and implementation of a communication with communities (CwC) strategy and work plan in Mexico City to guarantee a two-way communication system between UNHCR and the people we serve, ensuring that their voices are heard, that their needs and concerns are understood and that they have access to reliable and timely information.
• Ensure that the population in mobility in Mexico City has access to reliable and up-to-date information, including information on their rights, available assistance and relevant legal procedures to enable them to make informed decisions, using a variety of communication channels.
• Creation and edition of communication products requested, both for offline and digital (video).
• Conduct regular assessments and engage in dialogue with the population in mobility in Mexico City to learn about their specific information needs, concerns and preferred methods of communication to tailor messages and communication approaches accordingly.
• Participate in activities that promote participatory approaches with persons we serve, by participating in focus groups, workshops and consultations where people in mobility in Mexico City can share their perspectives, needs and concerns.
• Ensure coordination with staff implementing coexistence projects in Mexico City, to ensure complementarity with other initiatives implemented.
• Keep regular contacts with local authorities and implementing partners as requested by supervisor.
• Liaise with local authority counterparts, partners, and populations we serve.
• Perform other related duties as required.

3. Monitoring and Progress Controls

• Collect data and other information relevant to UNHCR and report to the supervisor accordingly.

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

• Completed high school or its equivalent with certificate / training in Business Administration, Law, Political Science, International Relations, Communications or other related area.

b. Work Experience

• Minimum 2 years relevant experience with High School Diploma; or 1-year relevant work experience with Bachelor or equivalent or higher.
• Completion of UNHCR learning programmes or specific training relevant to functions of the position
