Overview:
IBTCI is seeking a Senior Finance and Administrative Manager to work with the Global Health Technical Assistance and Mission Support (GH-TAMS) project team in Washington, DC. GH-TAMS, funded by the United States Agency for International Development (USAID). This project provides USAID operating units working on health-related activities in the headquarters and field with access to high-quality technical, management, and USAID expertise to support health programs. GH-TAMS will assist GH and missions with this expertise through short- and medium-term consultant services, supporting USAID’s global health strategic priorities:
1) Preventing child and maternal deaths; 2) Controlling the HIV/AIDS epidemic; and 3) Combating infectious diseases.
Responsibilities
Essential Duties/Tasks and Responsibilities:
- Provide mid-level in-project capability for complex project financial management, accounting, and finance functions.
- Review and approve travel expense reports (TERs) and advance requests: reviewing for coding and accurate calculations making sure the transaction is fully supported and audit ready as well as for compliance with consulting agreements, travel policies, IBTCI corporate procedures and client rules and regulations.
- Review and approve project consultant and vendor invoices (PMO and TDs) for final approval and entry into the online accounting system.
- Manage payment tracking log for all payment requests and advances.
- Work with Senior Project Management on financial matters; provide insights and recommendations on financial policies, regulations, and compliance requirements.
- Provide initial finance review of cost estimates and cost estimate amendments prior to client review.
- Complete financial review of estimates-at-completion (EACs) in coordination with project staff.
- Manage ad hoc or specialty financial reporting
- Contribute to project deliverables including Quarterly and Annual reports.
- Manage financial processes related to IBTCI subcontractor assignments and actively liaise with subcontractors to ensure timeliness and accuracy.
- Manage project credit card processing and monthly reconciliation.
- Collaborate with other GH-TAMS Project staff to manage the Corporate Traveler Refunds and Credits Tracker.
- Responsible for financial closeout of GH-TAMS assignments.
- Manage payment record keeping.
- Serve as primary liaison between the program team, consultants and Corporate HQ regarding billing and account related matters.
- Develop tools and materials and provide finance and administrative training for project staff.
- Review and complete initial approval of Independent Consultant Agreements (ICA) and Modifications for consultants contracted through sub-contractor Dexis Consulting Group.
- Other duties as assigned.
Qualifications
Minimum Requirements:
- At least 6 years of experience in accounting or finance.
- Ability to thrive in a fast-paced working environment with shifting and competing priorities.
- Ability to handle multiple tasks simultaneously, prioritize and meet critical deadlines.
- Previous experience with computerized accounting systems.
- Full proficiency with Microsoft Office, particularly Word and Excel.
- Strong administrative, business writing and communication skills.
- Ability to work well independently and as part of a team.
- Ability and willingness to quickly learn new skills and adapt to rapidly changing environments and priorities.
- Must be able to proactively anticipate work requirements and problem solve.
- Must be able to provide audit trails of work completed.
- Oral and written fluency in English required. Fluency in another language is highly desired.
Education:
- Bachelor’s degree in accounting, finance, or related field.
Preferred Knowledge, Skills and Abilities:
- Master’s degree in business, accounting or finance preferred.
- Experience and/or familiarity with international development preferred.
- Previous administrative experience, preferably with USAID or other donor-funded projects desired.
- Knowledge of GAAP and FAR/AIDAR strongly preferred.
- Deltek experience desired.
- Strict attention to detail.
- Superior organizational and time management skills.
Working Environment:
Work is typically performed in an office environment. Currently IBTCI is allowing for hybrid work in the District of Columbia, Maryland, and Virginia (DMV) area. This can be updated by the company.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position may have supervisory responsibilities.
Work Authorization: Candidate must be authorized to work in the U.S.A.; visa sponsorship is not available for this position.
