Org. Setting and Reporting

The position is located in the Strategic Planning, Budget and Finance Section (SPBFS), Executive Office, at the Office for the Coordination of Humanitarian Affairs (OCHA) in Geneva. OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The incumbent will report to the Head of Unit in SPBFS Geneva.

Responsibilities

Within delegated authority, the Senior Finance & Budget Assistant will be responsible for the following duties:

Financial Management and Oversight of Budgetary Matters:
• Acts as Certifying Officer on behalf of and in the absence of Finance and Budget Officers .
• Undertakes reviews, analyses and preparation of the annual budget and its revisions.
• Reviews, analyses, and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements, including programmatic aspects; ensures compliance with the approved budget and other legislative mandates.
• Assists managers in the elaboration of resource requirements for budget submissions.
• Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant projects.
• Provides input into the preparation of allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
• Monitors budget implementation/expenditures and recommends reallocation of funds as necessary.
• Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
• Monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
• Assists in the preparation of budget performance submissions.
• Assists in finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
• Monitors integrity of various financial databases.
• Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
• Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.

General:
• Keeps up to date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
• Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.
• Provides guidance, training, and daily supervision to other general service staff in the area of responsibility.
• Performs other related duties, as assigned.

Education

A high school diploma or equivalent is required.

Work Experience

A minimum of ten (10) years of experience in finance, budget, accounting, cash management, and administrative services, or related area is required. The minimum years of relevant experience is reduced to eight (8) years for candidates who possess a first-level university degree or higher.

Experience in working with advanced Microsoft Excel modalities is required.

Experience in using financial functions in ERP systems such as Umoja, SAP or Oracle is required.

Experience in budgeting and analyzing financial reports is desirable.

Experience working with UN (or other comparable international organization) budgetary
policies and practices for a variety of funding resources such as regular budget, extrabudgetary and programme support costs sources is desirable.

Experience in applying the IPSAS accounting standards and the UN (or other comparable international organization) Financial Rules and Regulations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

Appointment or assignment against this position is for an initial period of one year. The appointment or assignment and renewal thereof are subject to the availability of the funds.
