Under the overall supervision of the Director of the Global Office in Brussels and the direct supervision of the Head of the EU Compliance and Financial Management Division, the Senior Finance and Reporting Associate will be responsible for providing support of budget, financial, compliance, reporting, procurement and logistics support to IOM Regional Offices and Country Offices worldwide in implementing EU-funded projects.

Responsibilities

  1. Contribute to the development of annual budgets; develop and implement project budgeting and forecasting systems in coordination with project implementation teams and the IOM missions implementing EU-funded projects.
  2. Provide financial reporting submissions to donors, including budget revisions, account reconciliations, co-funding reporting, and other financial information in a timely and accurate manner.
  3. Provide technical support and oversight to IOM Country Offices (COs) and Regional Offices (ROs) worldwide on EU funding-related financial and administrative matters to ensure that donor compliance.
  4. Provide guidance and technical support to project development officers and project managers on finance matters (budgeting, monitoring, revisions, reporting, etc.), procurement and logistics, as well as on contractual conditions related to EU-funded projects.
  5. Independently review project budgets and financial reports for EU projects to verify financial and administrative compliance with donor requirement, liaising with the involved Country Offices, Regional Offices and IOM central services as necessary.
  6. Monitor budget consumption of EU centrally funded projects and/or other assigned EU funded projects assigned, and flag any unusual trends.
  7. Regularly update and maintain the EU-funded projects database, as assigned, with financial and contractual data for follow-up, tracking and risk assessment purposes; alert supervisors in a timely manner when needed.
  8. Assist in the implementation and monitoring of internal controls and facilitate adherence to any applicable contractual, administrative and compliance-related requirements.
  9. Support the EU Verifications Unit during external verification/audit exercises initiated by EU Institutions by providing information, reviewing documentation and drafting of audit responses as needed.
  10. Provide supervisors with technical inputs and recommendations to enhance the quality of the budgeting and financial reporting functions of EU-funded projects.
  11. Prepare requests for payment for EU centrally signed projects and follow up on the collection or return of funds.
  12. Coordinate and provide guidance for the organization of training activities and preparing materials related to EU regulations and financial management for IOM staff as needed, and deliver EU funding-related training sessions as assigned.
  13. Contribute to and promote the Unit’s knowledge management by collecting and analyzing information, feeding the knowledge-sharing platforms and tools, and disseminating innovative and best practices.
  14. Participate in internal and external meetings, as well as undertake duty travel for monitoring and capacity building missions, as required.
  15. Perform other duties as assigned.
