The Role:
Oxfam Syria is looking for Senior Finance Officer responsible for
Prepare project’s budgets and monitoring them in coordination with the budget and compliance coordinator
Prepare the financial reports and submit them to the Reporting, Compliance, budgeting Coordinator.
Prepare information required by auditors.
Conduct audits of projects and partners.
prepare the yearly council budgets for the hub
Provide reports to the Finance Manager and Programme Coordinators on the status of beneficiary/partner accounts
To ensure that Oxfam financial procedures are followed
To train finance staff and partner’s staff in the hub in Oxfam agreed procedures and basic accounting procedures and bookkeeping.
Check monthly accounts in PeopleSoft as per set up deadlines
Check monthly accounts for submission to Regional Centre and ensure that they are properly authorised, print PeopleSoft reports.
Check the balance sheet accounts: Accruals, prepayments, creditors and debtors’ accounts to ensure they are balanced and correct
Managing finance unit at the hub level, and ensure that team has there objective, appraisal, and capacity building plan is set up and follow up on implementation.
Revise, audit, and process payments assuring it includes all the supporting doc’s: invoices, receipts, proof of payment, procurement doc’s, and or contracts, etc. This will require seeking appropriate authorisation and insuring that all supporting documents are appropriately filed.
Any other reasonable duties that may reasonably be requires, and in support of capacity building in the role.

An ideal candidate for the role will also be / have:
University Degree in Finance or Accountancy qualifications/significant relevant years of experience at this level with International Agencies or NGO’s.
Minimum 4 to 5 years of relevant experience
Demonstrated experience of Team management and capacity building of teams.
Competency in use of relevant technology systems (MS Office suite, financial accounting, and accuracy skills)
Fluency in Arabic and English (written and verbal)
Management of budgets
Strong influencing and networking
Good planning skills to include flexibility and adaptability
Excellent follow up skills.
