The FCI Global Practice

The World Banks Finance, Competitiveness & Innovation Global Practice (FCI) combines expertise in the financial sector with expertise in private sector development to foster private-sector led growth and help create markets in client countries. Through this work, FCI strengthens the World Banks evolving approach to development finance: to maximize finance for development and to leverage private sector investments for sustainable and inclusive growth.
Globally, FCI leads the institutions dialogue on financial sector policies and private sector development, as well as engagement with various standard-setting bodies, such as the G20, Financial Stability Board, the UN, etc.
Long Term Finance Unit Overview

The World Bank’s Long-Term Finance (ENFLT) Global Solutions Team helps countries design and implement: i) targeted policy and regulatory interventions to create an environment conducive for long term investments, and ii) tailored, country-specific, innovative financial instruments and capital markets solutions to close their financing gaps. The LTF team also plays a key role in international regulatory discussions and through standard setting bodies such as the International Organization of Securities Commissions, and the International Association of Insurance Supervisors. We work on the linkages between strategic sectors of the real economy infrastructure, housing and agriculture and the financial sector, specifically through developing capital markets and increasing the supply of institutional investors’ assets (primarily pensions & insurance) to safely fund long-term investments.

The Senior Financial Sector Specialist will be a member of the Long-Term Finance, with a focus on government bond market development and report to the Practice Manager as line manager. The position is based in Washington, DC, and involves frequent travel.

Duties & Responsibilities:

Within the focus sectors above, the Senior Financial Sector Specialist will be an integral part of the groups activities. His/Her responsibilities will include (but not be limited to):
Lead advisory services projects, providing technical guidance and oversight, managing teams of WB staff and external experts, being responsible for delivery of outputs, and managing client relationships.
Provide high quality advice to frontier and emerging market countries on development of domestic securities markets, with a focus on local currency government debt markets.
Support the regional teams in designing and implementing projects involving aspects related to securities markets, leading advisory and technical assistance initiatives, monitoring analytical sector work.
Lead or contribute to strategy development and management of global government debt market operations.
Contribute to broader securities markets operations, including financial sector assessments and development of capital markets-based solutions for financing of critical sectors such as housing, infrastructure and SMEs, integrating into the broader work of the LTF team.
Build and manage relationships with key government and industry officials in emerging and developed markets for knowledge and contacts.
Provide global advice to Bank staff in terms of integrating worldwide industry changes, sharing best practices, drafting policy reports and research papers, participating in knowledge management initiatives.
Guide and support junior staff in the unit and consultants, providing coaching, advice and quality control, to contribute building in-house capacity on government bond market advisory services.
Cooperate with other WBG units (including IFC, and MTI Global Macro and Debt unit on government debt management) as well as with other international donors, specialized agencies and professional associations, in particular the International Monetary Fund.
Other duties and tasks as might be specified by the EFNLT Practice Manager.

Selection Criteria

This job requires a seasoned Financial Sector professional who has strong technical and operational skills. He/she will have demonstrated ability to contribute to teams effectively and deliver results on the ground.
Masters degree in finance, economics or related discipline.
At least 10 years of experience in fixed income capital markets, including government securities, as an issuer or financial intermediary.
Working experience in a government debt management office is a strong plus.
Technical leadership in capital market development, including deep expertise in government securities market and government debt management in developed and emerging market countries, backed by extensive experience in the financial sector and/or government debt management office.
Demonstrated ability to work effectively with high level officials in government and the private sector with strong government and industry contacts. Ability to represent the World Bank in international fora.
Strong management skills, with proven ability to design and manage complex and global projects and achieve clear results in multicultural environments.
Solid analytical, writing, and communication skills and proven ability to publish.
Demonstrated professional leadership and ability to lead a team of professionals in the execution of projects.
Operational experience and familiarity with Bank operational policies and projects would be a plus.
Willingness and ability to undertake extensive travel in low income and emerging countries.
Mandatory English fluency; French and Spanish proficiency would also be an advantage.
