Position description

Canada and the United States share one of the most important bilateral relationships in the world. The Senior Public Diplomacy and Advocacy Officer will be accountable for developing and implementing public diplomacy initiatives and advocacy campaigns that help protect, build and enhance Canada’s reputation in the United States and that advance strategic objectives with respect to the Canada-US relationship.  

 

Area of Selection:

This selection process is open to applicants legally residing in the Washington, DC
metropolitan area at the time of appointment. Candidates must be legally authorized to
work in the United States.

ESSENTIAL QUALIFICATIONS

Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.

*Language will be assessed further during the process. 

 

Education:

Candidates will be required to provide proof of the completion of their education.

  • Bachelor’s degree from an accredited university or college in public policy, political sciences, economics, international relations, communications or another relevant field.

 

Language:

  • Advanced proficiency level (reading, writing, comprehension, speaking) in English.

 

Experience:

  • At least five (5) or more years of professional experience in the government/congressional relations, lobbying or communication fields;
  • Experience providing advice to senior level officials in the public, private or non-profit sectors;
  • Experience advocating policy positions to senior level officials in the Congress and/or the Administration;
  • Experience coordinating advocacy campaigns.

 

RATED REQUIREMENTS

The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.

 

Knowledge:

  • Knowledge of political and economic issues and trends that affect policymaking in the U.S.;
  • Knowledge of major Canada/United States’ bilateral issues;
  • Knowledge of best practices in lobbying and advocacy.

 

Competencies:

  • Effective interpersonal relations;
  • Initiative;
  • Sound judgement;
  • Tact and diplomacy;
  • Flexibility and adaptability;
  • Detail-oriented.

 

Abilities: 

  • Strong writing and presentation skills;
  • Ability to organize public advocacy initiatives;
  • Ability to establish and maintain effective relationships with both internal and external stakeholders and clients at all organizational levels; and
  • Ability to absorb, digest and distil technical subject matter from a number of sources into clear and concise content.

 

Asset Qualifications:

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.

  • Ability to work in French;

 

Operational Requirements:

  • Willingness and ability to travel domestically as required;
  • Willingness and ability to work occasional overtime after regular working hours.

 

Conditions of Employment:

Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.

– Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.

– Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.
