Context:

The Fleet and Assets Management Unit operates within the Supply Chain Division, serving as the main entity for managing and ensuring the efficient and sustainable utilization of IOM’s fixed and low-value assets. This includes: sourcing, acquiring, registering, tagging, insuring, assigning, tracking, re-assigning, maintaining, and disposing of a diverse range of assets, such as machinery, equipment, vehicles, and more.

The unit is tasked with overseeing the entire lifecycle of these properties, from acquisition to disposal, in strict adherence to the internal assets policies and procedures. The unit is also overseeing fleet management including implementing cost-effective strategies, and leveraging technology, such as movement tracking systems, GPS tracking, insurance management, repair and maintenance schedules, fuel efficiency to enhancing sustainability and control over the transportation processes.

Under the overall supervision of the Director of Supply Chain Division (SCD) at Headquarters (HQ), and direct supervision of the Senior Procurement Officer, and in close collaboration with the Regional Supply Chain Officers (RSCO) and Manila Supply Chain Unit (MSCU), the incumbent will be responsible for the following tasks as detailed below:

Core Functions / Responsibilities:

Assets Management:

  1. Oversee and optimize the management of assets on a global scale.
  2. Develop and implement a comprehensive global assets management strategy aligned with the organization’s best interest.
  3. Collaborate with Regional and Country Offices to ensure assets are properly utilized to meet operational requirements efficiently.
  4. Establish and maintain accurate asset inventories and stock-take mechanisms across the regions.
  5. Implement standardized inventory control processes and procedures to minimize losses and improve accountability.
  6. Oversee the entire lifecycle of assets, from acquisition to disposal, ensuring cost-effectiveness and sustainability.
  7. Evaluate and recommend technological advancements and innovations that enhance asset performance and sustainability.
  8. Ensure all country offices are adherent to IOM’s rules and regulations governing the management of assets.
  9. Develop and deliver training programs to enhance the capacity of staff involved in asset management globally.

Fleet Management:

  1. Lead the implementation of IOM’s fleet management strategy.
  2. Lead the functional support to Regional and Country Offices on fleet management, ensuring alignment with programmatic activities and wider organizational strategy.
  3. Set up, manage and oversee a centralized fleet management function including the operational performance improvements for the IOM vehicles and maintenance supply.
  4. Provide technical and managerial support to improve the end-to-end lifecycle for IOM’s vehicle fleet, from supporting specification definition through purchasing to delivery, maintenance, fuel management and disposal.
  5. Create a culture of continuous knowledge sharing and learning across the organization where IOM staff associated to fleet (managers, assistants, and drivers) are encouraged and supported to grow and develop and are willing to be held accountable for their commitments.
  6. Develop strategic relationships and partnerships with companies and organizations which can support the improvement and enhancement of IOM’s fleet management.
  7. Manage stakeholders internally and externally and represent IOM’s fleet management domain in forums and workshops, and consider cooperation across UN agencies, INGOs, Fleet Forum, UN FLEET, and other partners.
  8. Develop and maintain IOM’s management of road safety standards, in coordination withOSS and UNDSS.
  9. Develop and maintain IOM’s strategy to reduce the environmental impact of the fleet, in coordination with the Environmental Sustainability Unit and Fleet Forum.
  10. Define and implement any systems changes required to improve the management of IOM’sfleet, as required.
  11. Perform such duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Supply Chain Management and Operations, Logistics, ICT Technology, Business or Public Administration, International Studies or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Extensive experience in programme formulation, implementation and evaluation;
  • Demonstrated supervisory experience in staff management;
  • Proven record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional and international institutions, as well as civil society actors; and,
  • Previous work experience in a rapid transition or post-conflict area;
  • Demonstrated experience in liaising with governmental and authorities, international agencies(i.e., UN), and civil society organizations;
  • Experience in project development, implementation, and reporting, including financial and budgetary aspects; and,
  • Familiarity with inter-agency programme regulations of the UN and other donors.

Skills

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
