Estimated Salary Range: $80,000.00 – $97,000.00
The Job
In this role as the Spanish-Speaking Senior Grant and Contract Officer, you will serve as a main contact and principal advisor to Latin American and Caribbean (LAC) client groups from within International Programs Group. You will work with senior management for all compliance issues related to public and private grant funding, with an emphasis on USG grants, and including multilateral, local, and foundation grants. You will join a hardworking and conscientious team of 15 colleagues, providing front-line expertise in mitigating risk related to grant awards. Additionally, you will help carry out our Christian organization’s mission, vision, and strategies, while personifying the ministry of World Vision by witnessing to Christ and ministering to others through life, deed, word and sign.
Responsibilities Include:
Keep Christ central in individual and corporate life. Actively participate in and contribute to the spiritual disciplines of the organization (Christian conduct, leadership of devotions, chapel, prayer, worship); incorporate WV Core Values into decisions within scope of role.
Compliance Oversight
- Oversee compliance for various types of financial assistance awards (contracts, cooperative agreements, grants, sub-grants, sub-contracts, implementation agreements, memorandums of understanding, etc.) for portfolios under management.
- Coordinate and negotiate all new awards and award amendments or modifications with various donor agencies including compliance review prior to signature. Track audit/compliance issues for the life of each project, including certifying and completing all donor formal closeout requests.
- With support from attorneys, as needed, draft and negotiate all letters of support, teaming agreements, subgrants, subgrant amendments, professional service agreements. Assist as necessary with subgrantee compliance monitoring.
- Coordinate development or revision of various WVUS policies, procedures and systems to help WVUS comply with governmental or private donor policies, procedures, regulations and/or statutes.
- Assist in the development of policies and procedures for managing compliance of micro-credit loan programs.
- For regional portfolios under management, provide input and technical support to client group team members for requests for applications, concept papers, and proposal submissions.
- Provide compliance support for internal policies and procedures.
- Coordinate and collaborate with WVUS Associate General Counsel, as necessary.
- Assist with annual A-133 audit.
Advisor to WV Partnership Offices
- Coordinate and collaborate with World Vision International legal department for applicable legal document drafting. Assist with drafting as necessary.
- Notify World Vision International audit and legal departments of issues or risk areas under US Government financial assistance awards. · Coordinate with World Vision International internal audit and legal departments to ensure Partnership adheres to all U.S. government donor compliance and regulatory matters.
Donor Relations
- Develop and maintain relationships with various donor personnel, including agency agreement, contract, and policy officers for regions under management in order to be as effective as possible in agreement negotiations and to keep apprised of policy and regulatory changes.
- Provide input to WVUS comment letters to donor agencies regarding proposed revision and implementation of their policies and regulations.
Research and Special Projects
- Research legal and donor regulatory issues affecting the acquisition and implementation of financial assistance awards.
- Oversee management of legal audit files and compliance databases for own regional portfolios.
- Lead special projects at the request of Director, Grant and Contract Services.
Training
- Annually update one to two complex in-house compliance-training workbooks and/or presentations.
- Design and conduct compliance training workshops within Partnership, both domestically and internationally (must be Gateway 2 Grants and TOT certified).
- Prepare materials for, and conduct, start-up and closeout workshops for National Office staff.
- Mentor Compliance Administrators, Associate Contract Officers and Contract Officers to ensure compliance with internal policies and external donor requirements.
- Work collaboratively with team members when assigned to work as a member of a team.
Required Education and Experience
- Professional Spanish fluency.
- Bachelor’s degree or equivalent (eight years) work experience.
- In addition to education or educational equivalent, requires 5-8 years of work experience in international development finance, legal, grant, and/or contract fields.
- Previous NGO and development experience is required for this senior-level role.
The ideal candidate will also bring the following technical and soft skills:
- Public Sector Funding Law Knowledge: Demonstrates an understanding of federal and state public sector funding 2 CFR 200 regulations, multilateral agencies funding regulations, Global funds, foundation grant requirements etc., and applies knowledge. Stays abreast of regulatory changes and understands their impact on World Vision program and finances.
- Contract Law Knowledge: Demonstrates an understanding of federal and state contract laws and applies knowledge in review of contracts, grants and cooperative agreements.
- Financial Analysis: Uses key financial measures and a consistent, structured financial modeling process to address risk tolerance and customer needs. Has a good grasp of proposal budget and be able to review and analyses budget and provide critical feedback.
- Critical Thinking: Makes sense of business processes and their risk and control implications, draws conclusions and makes useful recommendations. Analyzes and interprets business and control issues to generate understanding of important variables.

Salary Range & Benefits
- WVUS Pay Grade Level: 225
- The full range for this position is $75,705.93 – $119,412.45
- The estimated hiring range is $80,000.00 – $97,000.00
- This range applies to locations with a market similar to our Federal Way and Washington D.C. offices. A different range may apply based on your work location.
