The Center for Victims of Torture is hiring a Senior Grants Accountant for subawards that facilitates the financial and compliance components of grants for international and US programs/projects through prime award management, ongoing subgrantee budget monitoring, tranche payments and reporting and auditing. They will be responsible for coordinating, vetting, assessing, preparing and issuing contracts/subaward agreements. The position collaborates with program managers, subgrantees, field-based accounting staff and other Finance staff on grants from the US government, other governments and international funding institutions.

Responsibilities:
- Subaward and Contract Management: Monitor and manage subawards and necessary reporting/compliance requirements per donor terms and conditions. Drafts and reviews subaward agreements and budgets to ensure adherence to donor rules and regulations. Review and process subgrantee financial reports against budgets, including performing reviews of subgrantees’ reported expenditures. This includes, providing oversight of Grant Accountants when reviewing subgrantee expenditures’ supporting documentation and respective internal controls. Coordinate closely with program teams to confirm and document correlation between subgrantees’ reported financial expenditures and subcontractor’s reported programmatic performance/results. Provide necessary critical thinking to ensure issues are identified and raised in a timely manner. This includes recommending process improvements accordingly. Support the development of materials and trainings aimed at building the capacity of staff and subgrantees in the area of compliance with grants and subaward terms and conditions.
- Partnering with Program Staff: Establish relationships with program staff and providing assistance as-needed. Work with appropriate program staff on monitoring subgrants. Participate in regular meetings with program staff and Finance Department staff. Work with program managers to develop budgets for new and renewal funding. Liaise and advise program staff regarding financial issues.
- International Grant Accounting: Prepare monthly financial reports and periodic financial analysis and projections for grants and contracts and communicate this information to the key finance staff and program managers. Review accounting records from international sites and report discrepancies to country directors. Liaise with field staff regarding financial issues. Serve as a resource and provide technical support to other Grants Accountants, as needed.
- Capacity Building: Work with sub-grant partners to increase their capacity to manage government grants. This may include preparing recorded tutorials, regular mentoring meetings or field visits for purposes of training.
- Staff Management: Manage and supervise staff. Hire, train, coach and develop staff members through ongoing feedback as well as formal performance management systems. Hold regular supervisory meetings with direct reports. Coordinate and facilitate team meetings. Coordinate workflow, resources and priorities.
- Audits: Complete audit tasks as assigned. These audits include periodic funder audits, the annual financial statement, and single audits.
Qualifications:
Required education, experience, certificates, licenses or registrations
- Bachelor’s degree in accounting, business administration or related field
- 5 years of progressively responsible accounting experience (including at least 2 years of experience in government grants accounting)
- Minimum of 5 years of experience managing finances for U.S. federal grant-funded projects
- Demonstrated experience managing subawards
- Demonstrated experience with grants compliance
- Demonstrated experience with financial management of projects with multiple funders and varied reporting requirements, including those with frequent reporting and auditing requirements for US-based and international programs/projects
- Demonstrated experience with international grants accounting
- 2 years of demonstrated success supervising employees in accounting or finance-related
- Adept at communicating technical information to non-technical audiences; proven training skills
- Excellent Microsoft Excel skills, including ability to work with complex, multi-tab spreadsheets and pivot tables

- In-depth knowledge of U.S. federal grant financial management rules and regulations
