The IRC started operations in Chad in 2004 to respond to the humanitarian crisis caused by the influx of refugees from Darfur to eastern Chad, with intervention in the Ouré Cassoni refugee camp. Assistance to Sudanese refugees has now expanded to manage the eleven camps in the East and one camp in the West with assistance to refugees and local communities in health, nutrition, water, hygiene, and sanitation. In 2012, IRC expanded its geographic coverage in the Guéra region to respond to drought and food insecurity. IRC is currently working in five health districts Mongo, Mangalmé, Melfi, Bitkine, and Baro, providing prevention and treatment of malnutrition to the local population. In May 2016, IRC opened an office in the Lac Region to respond to the Boko Haram crisis. IRC implements assistance projects in health, nutrition as well as protection and response to gender-based violence.

In its 2022-2024 strategic action plan, IRC Chad is committed to providing essential humanitarian services in health (maternal and child health, nutrition, reproductive health, mental health and WASH) and protection/gender-based violence, while improving the economic well-being and building the resilience of beneficiaries, particularly women and girls. IRC Chad works closely with and supports state actors / Ministries in key areas of intervention using a multi-sector approach. Job Overview
Based in N’Djaména the Senior Grants Manager will provide grant management, business development and reporting support across the country office’s portfolio. They will work closely with Programs, M&E, Finance, Operations and the Senior Management Team (SMT) staff to ensure quality management of both pre and post award grants functions. The Senior Grants Manager will support donor compliance, timely reporting, high quality proposal development, project document filing and project monitoring. The position holder will be supervised by the Senior Grants and Business Development Coordinator and will work closely with other grants and budget analyst managers.

Major responsibilities
The GM will be responsible for supporting the country team to maintain strong relationships with its donors and for the elaboration of donor-facing deliverables, as well as ensuring that IRC Chad’s reporting deadlines are respected. With a core function of providing analysis and oversight to ensure compliance with grant-specific requirements, this position will also provide specialized assistance in other dimensions of the project management cycle, including:
• Grants management & compliance
• Documentation of results and reporting, including preparing and/or reviewing information and reports for internal and external stakeholders

Specific responsibilities:

Grants Management & Compliance: 70%
• With the support of the Senior Grants and Business Development Coordinator (SGBDC), coordinate the development of quality proposals and narrative reports with program and project coordinators and managers, including acting as lead writer when necessary.
• Monitor strategic awards for IRC Chad’s country program.
• Support the SGBDC in monitoring awards in the IRC Chad portfolio and work as a proactive and supportive member of the grants team to enable it to reach its objectives.
• Liaise with HQ units (Regional team, Awards Management Unit, Technical Units) to ensure proposals meet internal standards and are responsive to donor requirements.
• Collaborate with the grants and the partnerships team to further IRC Chad’s partnership ambitions and strategy.
• Support program staff to assess funding opportunities in line with IRC Chad’s strategic objectives and the local context, advising on these as required.
• Monitor and support the use of IRC’s standard grant & project management tools to ensure accurate tracking of opportunities, reporting and programmatic adjustments throughout the project life cycle.
• Provide technical guidance on IRC and donor regulations to ensure compliance across IRC Chad, proactively raising and resolving issues.
• Manage IRC Chad’s reporting deadlines, and coordinate and consolidate reports as necessary to ensure documents are of the highest quality and in line with donor requirements.
• Act as a focal point for HQ grants administration and compliance colleagues, including maintaining submissions on IRC’s online opportunity management tracking system (OTIS).
• Contribute proactively to Project Cycle Meetings in collaboration with relevant project leads to ensure timely, quality implementation of project.
• Participate in or lead other tasks as may be assigned by the Senior Grants and Business Development Coordinator and Senior Management Team.

Donor relations and communications 20%
• Liaise with donors and potential donors, and other operational partners, including through attendance at meetings, and representing IRC and its interests by maintaining positive and constructive relations.
• In coordination with relevant colleagues, respond to requests from donors for compliance information and respond to donor compliance questions as needed.
• Ensure that relevant staff members are aware of all donor communications, changes in regulations, and meetings or events.
• Support on the development of program updates/communications for external circulation.
• Facilitate and participate in donor visits and/or meetings.

Information management 10%
• Act as custodian of documentation of institutional knowledge and program activities in coordination with relevant sector supervisors and coordinators.
• Maintain comprehensive electronic files for programs and ensure IRC colleagues have access to relevant records and information.

Job Requirements:

Education:
• Bachelor’s degree or equivalent experience in a relevant field and applicable experience in nonprofit governance, administration, and/or grants management, including BD and compliance.

Work Experience:
• 3-4 years of experience in a grant management role, preferably with an NGO
• Experience and familiarity with USG (e.g. USAID/BHA, BPRM), European (e.g. AFD, ECHO, SIDA, DG INTPA, GFFO), and UN (e.g. UNHCR, WFP, UNICEF) donor regulations, procedures and requirements.
• Experience working in a multi-cultural setting and preferably in Africa.
• Ability and willingness to work in unstable security environments.

Demonstrated Technical Skills:
• Demonstrated experience with coordinating development of reports from institutional and private donors.
• Solid understanding of budget development and management

Languages Required/Preferred:
• Fluency in French and proficiency in English, both spoken and written, are required.

Computer/Other Requirements:
• Proficiency with Windows, Microsoft Office
• Flexibility to adapt to changing requirements and circumstances.
• Excellent oral and written communications skills
• Excellent time management, prioritization, and planning. Highly organized to complete multiple demands and meet deadlines simultaneously.
• Strong analytical skills
• Ability to adapt to different contexts regarding security, culture, climate.
• Strong interpersonal, coordination and team-working skills. Ability to work and lead tasks independently while collaborating with other teams.

Working Environment: The Senior Grants manager will be based in Ndjamena. Strict adherence to security guidelines is requested of all IRC staff.
