Position: Senior Head of Programs
Country: Sudan
Location: Based in Chad with regular travel (visa permitting) to all TGH operating areas in Sudan
Duration: 7 months renewable, starting February-March 2024
Conditions: Salaried contract, gross monthly salary from €2,729 to €3,244 according to experience valued, monthly per diem €600, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months.

Presentation of TGH
“Actor in a sustainable and shared solidarity”
Founded in 1994, TGH is a French association for international solidarity based in Lyon. It designs and implements emergency, rehabilitation and development programmes in the fields of water, hygiene and sanitation, food security and rural development, socio-education and psychosocial support. TGH is currently active in 10 countries in Africa, Europe and Asia.
Presentation of the mission
TGH has a long-standing presence in Sudan: first implementing a multi-sectoral program targeting displaced people and host communities in Geneina (West Darfur) in 2004, it extended its presence to Central Darfur (Bindizi and Um Dukhun) in 2005 and 2006 respectively. Since then, TGH has maintained a continuous presence in both states, despite an increasingly complex context, and has also intervened in Khartoum, Gedaref State, Al-Jazeera State, and South Kordofan.
Since the outbreak of the current Sudan conflict in April 2023, creating the largest displacement population in the world at current time, TGH has developed multi-sectoral projects in consortium with other international NGOs to meet the needs of crisis-affected populations in Darfur, Khartoum and Jazeera states. TGH has more than 50 national staff in the field, and is recruiting more, based in Golo, Um Dukhun, Bendasi, Zalingei (Central Darfur), Geneina & Foro Baranga (West Darfur), Wad Medani, (Jazeera), and its coordination office in Port Sudan. It has approximately 10 expats (based in Chad & Sudan depending on Sudan visa availability).
TGH’s extensive and long-standing presence in Sudan, in particular in West and Central Darfur, enables us to understand the context and the evolution of humanitarian needs and to deliver life-saving humanitarian assistance where it is needed the most.
Ongoing activities include:
- Emergency assistance to displaced people affected by conflict and/or natural disasters (provision of NFIs and emergency shelter, hygiene and dignity kits, etc).
- Construction and rehabilitation of water supply systems and sanitation services, hygiene promotion and capacity building of community based committees and local authorities in WASH services sustainable management
- Strengthening of food security and livelihood, through distribution of agricultural inputs, promotion of farming best practices, sustainable natural resources management, development of income generating activities, as well as provision of MPCA.
- Child Protection activities including PSS, CP Case Management, support for Child Friendly Spaces, and CP awareness-raising.
TGH in Sudan is currently funded by donors including ECHO, BHA, SHF, and CIAA (French MoFA).
Job description
Under the supervision of the Country Director, the Senior Head of Programs leads the in-country design and implementation of WASH, Child Protection, FSL, Education and ES/NFI programming in Sudan, and supervises the overall work of the program team ensuring program development and quality and timely implementation of all the projects. The role includes direct line management of the Project Managers, Grants Managers, MEAL Manager and Technical Leads. In collaboration with the Country Director, the Field coordinator, and the national field Coordinators, the Senior HoP will develop and maintain effective relationships with all necessary stakeholders, and will contribute to excellent coordination between programme and support teams.
The Senior HOP’s main responsibilities are:
Staff management & support
- Supervise directly the Project Managers, the Grants Manager, the MEAL Manager and the Technical Leads.
- Adapt tasks and responsibilities allocation within the Program team to accommodate program requirements or specific situations.
- In collaboration with HR, ensure adherence to and enforcement of HR policies including punctuality, productivity and principles of a professional work environment within the program team with high consistency.
- Identify capacity building needs for staff and partners involved in the response. Take the lead on coordinating formal or informal knowledge and skill-building for the program team and partners.
- Provide direct support to the Program team through learning sessions and appraisals.
- Provide capacity building and day-to-day coaching on program management to the Project Managers and other program and technical staff.
Program Leadership
- Support the Country Director to develop and refine the strategic vision and leadership for TGH’s programming in Sudan, including to work with the management team to revise the Sudan Country Strategy.
- Lead and coordinate the development and review of sector strategies and program annual plans in line with the Sudan Country Strategy.
- Lead and coordinate TGH’s participation in program-related coordination bodies at the national and field level, delegating when appropriate to relevant program staff. Serve as a primary organizational focal point for program-related issues both internally and externally whenever delegated by the CD.
- Develop and adjust strategies for emergency, recovery and (if feasible) rehabilitation programming based on thorough humanitarian context analysis, TGH and partner capacities, resource availability, and coordination with the sector and government line ministries.
- Lead programming for the TGH mission in Sudan, with a particular focus on ensuring program quality, in collaboration with the program team, MEAL team and the national partners.
- Support the Country Director to pro-actively seek and identify new funding opportunities, and lead on program input during internal and external discussions on strategic opportunities.
Representation
- Support the Country Director in the representation of TGH Sudan. Act as Acting Country Director in his/her absence.
- Develop and maintain effective working relationships with stakeholders in Sudan, including NGOs, ministries/local authorities, and UN agencies; represent TGH in UN cluster meetings, government coordination meetings and other programming forums in Sudan, along with the sector project managers when relevant and/or the Country Director.
- Strengthen current donor relations, including by meeting with them at national levels and accompanying visits to the field when required.,
- Support the program and management teams to identify potential new partners at field and national levels.
- Contribute to programs complementarity and synergies by maintaining effective relationships with international and local organizations, specifically those working in same geographical areas and sectors.
- With the Country Director, maintain effective relationships with donor agencies and support the follow-up of funding opportunities for TGH Sudan programs.
Program Design and Development
- Design and lead the conducting of field assessments based on affected population’s needs, TGH priorities and funding opportunities in order to propose new interventions or strengthen or extend existing projects.
- Lead the program development process, contributing to and reviewing concept notes/proposals and providing inputs to ensure quality before submission. Ensure that proposals are evidence-based and supported by needs assessments. Lead and/or support design workshops for all proposals.
Program management
- Support the Program team in implementation of programming and the monitoring of progress on project indicators and outcomes, ensuring compliance with proposal requirements, donor policies, and sector standards.
- In the absence of assigned Project Managers, play their role in liaison with field team. This includes participating in report writing.
- Contribute to project financial monitoring and to the consistency of spending with resources available, donor commitments and co-funding requirements in coordination with the Project Managers, Head of Finance, Administration & HR, and support department Coordinators.
- Ensure effective and coordinated budget monitoring/spending reviews occur on a regular basis, coordinating with finance and program teams
- Oversee Grants management, reporting and communications, providing final review and quality assurance before submission of external reports, updates, and other publications for external audiences in coordination with Country Director, HQ desk and technical referents.
- Ensure program coordination within TGH (between different projects, departments, regions) and with external stakeholders (national and international NGOs, UN agencies, etc.).
- For new projects, in collaboration with technical referents, field teams and support departments, ensure appropriate start-up process (including kickoff meetings); and that work plans and procurement and recruitment plans are developed from the offset.
- In collaboration with other teams, support coordination of Chad cross-border activities (procurement and transportation) to ensure program need are met.
Monitoring, Evaluation, Accountability and Learning
- In collaboration with the MEAL manager, guide and support field staff in effective monitoring of project outcomes/impacts; support planning and analysis for baseline, mid-term review and final evaluations; and ensure (including through project closure meetings) that project learning is captured, consolidated and disseminated.
- In coordination with the Country Director, MEAL Manager and Accountability focal points on the mission, support the sensitization of program staff as well as affected populations and local communities on TGH accountability standards (including with regard PSEA policy) and TGH feedback and reporting mechanisms.
General support to the mission
- Promote awareness and respect among program team for core humanitarian values of humanity, independence, neutrality and impartiality.
- Contribute to the respect of security measures applied by the Country Director and promptly report any violations of them.
- Support the implementation of internal procedures in coordination with the Administration, Finance and the Logistics Coordinators
- Support internal improvement processes. Contribute to knowledge and information sharing within the TGH team.
- Support and monitor the conduct of TGH staff with respect to PSEA guidelines.
This list of responsibilities could be modified according to the needs and to the evolution of the context.
Security, working and living conditions
The Senior Head of Programs will be based in N’Djamena, Chad and in Port Sudan (depending on visa), with potential travel to all TGH field locations in Sudan. The conditions in N’Djamena and Port Sudan are comfortable with most modern conveniences. In field locations, living conditions are more basic. Current context in Chad/Sudan can lead to temporary tightened security procedures (movement restrictions, etc.).
There are regular flights to and from Chad and Sudan to regional destinations and expatriates are entitled to R&R breaks every 3 months.
Profile
Education and experience
- University level degree or equivalent in field experience.
- At least 4 years of humanitarian experience in the field, with at least 2 years in a coordination position managing staff preferably in one or more of the following sectors: WASH, Child Protection, Food Security and Livelihoods.
- Good understanding of the humanitarian framework (standards, stakeholders and mechanisms).
- Experience in fundraising, proposal writing, grant management and knowledge of procedures of main donor agencies including ECHO, European Union, USAID/BHA, CDCS, CIAA, FCDO, AFD, UN Agencies & others.
