Position Summary
Momentum Wheels for Humanity is seeking a Senior Health Financing Advisor for the anticipated five-year USAID Rehabilitation for Ukraine (Rehab4U) Activity in Ukraine. The goal of the project is to create sustainable quality physical rehabilitation services within the health system across all levels of care, including the primary health care (PHC) level, by addressing both urgent, short-term gaps and long-term systems requirements. Sustainable, quality, physical rehabilitation services will enable all Ukrainians to optimize their functioning, fully integrate within society, and participate in the economic recovery and growth of the country. The Senior Health Financing Advisor will support this project by providing technical assistance on health financing activities, including by providing strategic guidance to local stakeholders on policy planning, evaluation, and reforms.
Applicants must be willing and able to work in Ukraine, as this position is expected to be full-time and based in country.
This position is contingent upon project award and funding.

Expected Duties and Responsibilities
The Senior Health Financing Advisor will be responsible for the following:
- Oversee project technical workstreams and activities in relevant areas, such as: health financing policy and health economics, costing and cost-effectiveness analyses, development of benefits package policies and provider payment methods, resource allocation and resource tracking, monitoring, and evaluation of health financing policies.
- Identify and respond to project needs for technical expertise on health financing topics; advise on technical questions and/or solicit and coordinate advising from technical staff and external consultants.
- Work with national and sub-national stakeholders to facilitate a health financing policy processes and data-based decision-making.
- Build the capacities of government, health providers and other stakeholders to ensure institutionalization of project activities.
- Describe technical elements of project work clearly and compellingly to external audiences.
- Supervise mid-level technical staff to achieve project milestones within the anticipated project timeline.
- Ensure high quality of all major deliverables and work products. Oversee preparation of draft progress summaries, policy briefs, and technical reports as requested.
- Provide strategic guidance on how to adapt project activities and deliverables to address changing and emergent priorities.
Minimum Qualifications and Experience
- Advanced degree in public health, health economics, health policy and management with a focus on health financing and policy.
- At least 7+ years of professional experience in health financing in Ukraine or similar context, including quantitative and qualitative analyses and policy development.
- Familiarity with health financing principles and best practices
- Deep understanding and knowledge of health care financing strategies, challenges, and opportunities in the Ukrainian context
- Experience in public-private partnerships will be considered an asset.
- Demonstrated leadership experience working in international organizations or USAID-funded projects is desirable.
- Experience in capacity support for a variety of stakeholders and process facilitation for policy development and implementation.
- Strong facilitation, problem-solving, and stakeholder engagement skills.
- Experience managing complex relationships with a variety of stakeholders including governments at different levels; experience mentoring staff and working with international and national consultants and staff.
- Structured thinker with excellent analytic skills
- Strong writer and oral communicator who can lead the production of highly professional work products.
- Excellent administrative, organizational, and written and verbal communication skills.
- Excellent reading, writing, and communication skills in English language.
