Job Description
The Senior health manager is a highly experienced, dynamic professional with strong technical background and experience with capacity strengthening in the health sector, including a clear and comprehensive understanding of the EPHS. S/He will manage, coordinate, and provide guidance to the IRC’s work to strengthen systems, facilitate efficient coordination with diverse stakeholders, and build capacity of program staff. With the direct oversight by and support from the Health Coordinator, the Senior health manager will oversee the program staff across the health portfolio (including health services, community health, mental health and psychosocial support, pharmaceutical, quality assurance and health management information system & reporting) to strengthen program implementation, monitoring, and tools development which address indicators set out in program proposals. S/He helps ensure that program learning is systematically captured and used throughout the country program. S/He plays a role in local stakeholder engagement, and in coordination, monitoring, and technical support to IRC’s partner implemented activities where applicable. S/He will directly report to and receive technical assistance from the health coordinator and will supervise the senior medical team leader, senior community health officer, senior officer-health data, health liaison officer and quality assurance assistance. While each region has its complexities in terms of context, the portfolio and range of stakeholders in western Libya is especially complex and diverse, and larger. The Senior Health Manager will take on additional role of taking the lead on organizing and following up on e.g. MoH/PHCI trainings, monitoring visits, etc. across the three regions and in supporting the procurement/movement of goods from Tripoli for the three locations. The senior health manager would also deputize for the Health Coordinator as deemed necessary. The Senior health manager is based in Tripoli with regular travel to program areas and periodically to Tunis as required.
KEY RESPONSIBILITIES:
Program Quality and Management
·Support quality implementation of IRC Libya health program activities, helping to ensure they are planned effectively and delivered on schedule, and that IRC deliverables are met as agreed in program proposals with the guidance from the Health Coordinator.
·With the support of the Health Coordinator and IRC Technical Advisors, ensure that program staff have the clinical or technical knowledge and skills required; address gaps in knowledge or skills by working with the Health Coordinator and HR.
·Visit all program sites regularly (at least once a month) and provide on-site mentoring to the health staff in the field.
·Responsible for the development and implementation of a strong project work plan, that is designed to achieve the project’s stated goals and objectives, within the available staffing and budget.
·Support the Health Coordination to ensure that implementation of the program is logically sound, beneficiary-informed and contextually appropriate, based on learning from previous projects and technical best practice.
·Coordinate with the supply chain manager to ensure proper drug management systems are in place and liaise for technical assistance as needed for all strategic aspects of drug management and supply.
·Ensure the emergency medical referral and hotline trackers are kept up to date and uploaded to IRC’s internal system.
·Lead the implementation of needs assessments and support the technical design of such assessments.
·Coordinate with the Supply Chain department to ensure all health contracts with private clinics and ambulance services are renewed in a timely manner.
·Support teams in the timely and quality preparation of IRC internal and donor reports, including review of reports prepared by the field staff and providing appropriate feedback to the concerned staff.
·Support the Health Coordinator in the effective management of IRC project resources and preparation of IRC financial reports as needed.
· As requested, participate in IRC concept note and proposal development.
System strengthening support
·Define and hold teams accountable to quality standards for the IRC’s support to PHCs and Municipal and District health office (DoH) teams for oversight, planning, and management.
·Utilize participatory, recipient-driven assessment tools and prioritization processes to identify health technical support needs and priorities at different levels.
· Jointly with stakeholders, identify indicators and milestones for technical support and capacity development, putting into place agreed-upon frameworks for delivery and monitoring.
·Identify and develop opportunities to support IRC’s and MoH staff to contribute to capacity strengthening efforts; facilitate opportunities for peer learning across participating staff.
Grant Management
·Participate in project cycle meetings (design, planning, opening, implementation, learning and closing) and ensure that the same process is implemented in the field.
·Support field staff in use of grant management tools such as the budget tracking tools, activity progress monitoring tools, procurement plans, etc.
·Support the Health Coordinator to conduct monthly BVA reviews and make appropriate recommendations to the finance and supply chain staff.
·In collaboration with field staff take the lead in the development of spending and procurement plans.
·Ensure all PRs are raised in time and according to the procurement and spending plans to support timely activity implementation as per the work plan.
Monitoring & Evaluation
·Support the Health Coordinator to analyze program performance and document course correction actions needed and learning.
·Share monthly updated work plan with the Health Coordinator with notes on the implementation challenges.
· Work closely with the M&E Manager and Coordinator in the design of robust program’s M&E plans and together with the Health Coordinator, work with M&E staff to ensure IRC adherence to internal M&E standards.
·Participate in the effort to implement various online tools/platforms, while supporting efforts to ensure comprehensive data collection through the design of complementary data collection tools specifically focusing on DHIS2 system.
·Conduct regular project review meetings with field-based staff to assess the level of achievement of project targets and document course correction actions needed and learning.
Partnerships
·Support identification of and engagement with local health implementing partners when necessary and support positive development of IRC-partner relations.
·Work with partnerships staff to assist in regular performance monitoring of partners to achieve program objectives.
·Support delivery of capacity building plans for partner organizations as needed.
Human Resource Management
·Conduct regular 1:1 with direct reports; clearly set expectations for performance and manage to those expectations.
· Develop staff development plans for project staff based on performance reviews in collaboration with the human resources department.
· Contribute to the technical capacity and professional development needs and objectives of health staff (including through, e.g., mentoring, on-the-job sessions as well as formal training).
·Work with direct reports to manage day-to-day activities of the teams including leave planning, time sheets, and other administrative roles.
Representation and Coordination
·As assigned by the Health Coordinator, represent the IRC health program in coordination with local communities, government departments, international agencies, local partners, and donors as required.
·Support coordination with health partners to ensure effective coverage of health needs and avoid duplication and overlap in program intervention.
·Attend relevant meetings and prepare meeting notes as required and share these with the Health Coordinator and program staff.
·Participate in all technical meetings for consortium projects as assigned.
·Work closely with senior health, protection, and governance staff in the promotion of enhanced internal coordination and integration.
·When delegated by the Health Coordinator, liaise with main health actors in Libya, including UN agencies and other health sector members to harmonize implementation.
REQUIREMENTS
- Health professional (MD, RNor Midwife), MPH is strongly preferred, but not required.
- At least three years’ experience with direct management of the implementation of health programs in a volatile insecure environment and experience in community health, mental health, DHIS2, quality assurnace and reproductive health.
- Excellent organizational and program management experience, including with staff work plans, budget management and monitoring and evaluation.Experience in situation analysis and health assessments.
- Experience in supporting the delivery of capacity strengthening assistance in highly insecure and remote management operating environments.
- Excellent understanding of the EPHS and Non-Communicable Disease programming in humanitarian context.
- Demonstrated experience in actively building staff capacity and nationalization of management roles.
- Excellent training, coaching and mentoring skills. Training of the Trainer experience preferred.
- Experience of working successfully in diverse portfolio with multiple team members.
- Strong relationship management skills.
- English spoken and written fluency, including report writing skills. Arabic language skills are essential.
