The Human Development (HD) Practice Group (PG)

The World Bank Group (WBG) is the largest provider of development finance and solutions for human development working with high-income, middle-income, and low-income countries to develop country-tailored solutions for human development (HD) under the themes of education, health, social protection, jobs, and gender. The HD PG coordinates with other Practice Groups to ensure a coordinated and integrated approach to development challenges, and through the World Bank Regional Units is expected to deliver the strongest and most pertinent support to our client countries.

Health, Nutrition and Population Global Practice

The Global Health Unit 

The Global Health Unit (GHU) supports WBG HNP teams across the globe to deliver better results through World Bank financed health systems projects and analytical work. The GHU is led by the Practice Manager and has five technical teams on health financing, service delivery, pandemic preparedness and response and public health, climate and health and nutrition. The GHU provides technical assistance to clients and regions, develops analytical work, and thought leadership in key technical areas and is responsible for the knowledge and the learning program for client countries and staff. In addition, the GHU manages the institutional relationships with global health institutions and other partners and is responsible for fundraising for the HNP GP.

Duties & Responsibilities:

The Pandemic PPR and Public health team in the HNP GHU is seeking to recruit a high-performing, dynamic and experienced senior health specialist or economist.

The team is responsible for the Unit’s contributions to thought leadership, analytical work, technical assistance, knowledge products, learning agenda and global partnerships related to PPR and Public health. The broad work program includes, inter alia, contributions to analytic work and products, internal and external agenda-setting, global and regional partnerships, support and technical assistance to regional units and teams, and coordination and collaboration with related HNP teams and sectors (service delivery, health financing, climate and health, agriculture, disaster risk management, etc.).

Specific responsibilities will include:

• Lead or contribute to analytical analytic products and their dissemination related to PPR and public heath, including through a focus on links between PPR and broader agendas, such as health systems, financing, crisis preparedness, etc. This will include leading development, technical delivery, and dissemination of high-quality knowledge products and presentations in collaboration with relevant partners, and contribute to the management of associated budgets, resources, and processes.
• Contribute to defining the strategic directions and day-to-day management of the PPR and public health work program.
• Contribute to the data and monitoring agenda related to PPR and public health, including through strengthening data collection and diagnostics and engagement with external stakeholders and partners.
• Provide support to regional teams and work programs on PPR and public health, including by contributing to policy dialogue with relevant ministries, providing technical leadership and pragmatic hands-on support and expertise in the context of project preparation and implementation.
• Support the Global Engagement team’s interactions with donors, external organizations, and partners on PRR and public health through the provision of technical assistance, briefing materials for management and donors.
• Collaborate with internal and external partners to advance the global and regional work on PPR, with a strong link to World Bank policy and operational engagements.
• Contribute to learning, knowledge exchange, and capacity building activities related to PPR and public health.

Selection Criteria

• A Masters or higher degree in a relevant health field (medicine, public health, health sciences), or a Masters of higher degree in Economics or with significant economics content (e.g. Public policy, International Development or related social sciences field).
• Minimum 8 years of relevant work experience.
• Strong research and analytical skills and track record related to PPR and public health. A record of relevant publications is an advantage.
• Direct experience working on PPR and related agendas in World Bank client countries and of contributions to policy dialogue across relevant sectors. Experience from multiple regions is an advantage. Experience working on World Bank financed projects or similar experience from other bilateral or multilateral development institutions, or work in government positions, is an advantage.
• Demonstrated ability to lead and communicate collaboratively across sectors related to PPR and public health in operational and/or analytical work.
• Experience developing and managing a portfolio of work/work program related to PPR – including managing workplans, timelines, budgets, and reporting on results.
• Excellent interpersonal, team, and partnership skills; diplomatic acumen, including a strong client focus; and the ability to foster collaborative relationships are required.
• Strong communication (written and oral) and presentation skills in English. Additional language skills are an advantage.
• Computer literacy in basic software for word processing, spreadsheet, and data analysis/management.
