Job Description
In 2007, the IRC began providing humanitarian assistance to vulnerable and crisis-affected people in Jordan in response to an influx of Iraqi refugees and the strain on host communities. Following the eruption of the Syrian war in 2011, hundreds of thousands of refugees crossed into Jordan. The ongoing insecurity in Syria and the growing needs of refugees have strained Jordan’s resources and infrastructure and exacerbated pre-existing issues like water scarcity and high unemployment.
As resources become more limited, refugees and host communities have fewer economic opportunities and become more vulnerable. The IRC’s strategy for Jordan shows our commitment to improving the safety, health, education, and economic well-being of people affected by conflict, in camp-based (Za’atari, and Azraq camps) refugees and urban-based refugees as well as vulnerable Jordanian host community, in coordination with the humanitarian community and the Government of Jordan. Simultaneously, IRC in Jordan is pivoting to a more long-term resilience/development programming responding to the context in Jordan and the worsening vulnerabilities faced by refugees and vulnerable Jordanians.
Scope of work
The Senior HR Coordinator is responsible for providing strategic leadership for the HR function for over 150 staff and volunteers across the Jordan Program. The Sr. HR Coordinator will oversee high quality and efficient staff recruitment, contracts management, orientation, learning and development, performance management, compensation and benefits, code of conduct compliance, employee engagement and staff care. All of the above will be informed by IRC Jordan’s country strategy, IRC’s Gender Equality, Diversity and Inclusion (GEDI) principles, Duty of Care and safeguarding minimum standards and policy. The Sr. HR Coordinator will provide technical support and capacity building for the HR team and will be working closely with the HR department to facilitate the development of a highly effective, strategic HR function. The role will also be part of the Senior Management Team (SMT).
The position holder operates within the scope of IRC management in partnership model and reports directly to both, Jordan Country Director, and the Regional P&C Director.
Strategic HR Leadership and Management
•Develop and implement a strategic HR approach to attract, develop, and retain a skilled workforce that aligns with the organization’s goals and GEDI and Duty of Care policies.
•Actively participate in proposal design and grants opening and review meetings specifically advising on organizational structure, position scoping, demographic/staffing analysis and other inputs critical to ensure strong HR foundation to support program quality.
•Analyze monthly HR data, including turnover rates, time to fill, and workforce composition, to identify priorities and assess the effectiveness of HR programs.
•Implement and manage the performance management process in Jordan CP. Create a plan to implement the annual and mid-year reviews, conduct training on goal setting, utilize budgets to organize development activities and work one-on-one with managers and employees to create country wide development plans.
•Review and approve job requisition requests based on approved Organization structure. Advise on job descriptions and make recommendations, ensuring we attract and contract the workforce we want.
•Work with relevant HR staff to provide orientation/onboarding materials for new staff and ensure all HR staff carry out orientations effectively.
•In coordination with Regional Compensation and Benefits Lead, define and review salary structure; coordinate annual compensation review process and compensation adjustments for Jordan staff.
•Manage benefit plans and communicate updates and conduct information campaigns for staff.
•Devise staff care action plans that elevate morale and support the social, physical, and psychological well-being of staff; create emergency staff care interventions both in collaboration with the Regional Safeguarding, DoC and GEDI staff.
•Oversee HR-related administrative duties to ensure compliance with existing legal and governmental reporting requirements. Ensure all legal obligations are fulfilled in Jordan.
•Lead all employee relations matters with professional patience with the aim of empowering employees and supervisors to have the tools and resources vital to resolve conflicts with mutual respect. Lead or co-lead investigations and ensure issues are resolved and appropriate follow-up is carried out.
•Coach supervisors in resolving appropriate disciplinary plans of action in a judicious manner. Follow-up disciplinary measures and related employment law matters.
•Ensure exit management procedures are seamless and ensure positive transition for departing employees.
Staff Performance Management and Development
•Lead by example in supervising and mentoring direct-report staff, setting performance objectives, providing feedback, and conducting performance reviews.
•Offer guidance on career paths and professional development for HR team and IRC staff; establish a culture of continuous learning opportunities.
•Support the coaching and development of national and international staff to build a cadre of skilled, committed, and motivated staff.
•Promote and monitor staff care and well-being in collaboration with Regional Duty of Care Advisor.
Gender Equality, Diversity, and Inclusion (GEDI)
•Implement GEDI strategies to promote diversity in the workforce through recruitment, development, leadership assessment and succession, and total rewards.
•Foster a diverse and inclusive organizational environment that empowers every employee; One that is respectful and inclusive and grants each employee an equal opportunity to learn, grow and contribute to the IRC.
•Research and advice on gender equality, diversity and inclusion issues from an P&C lens, including monitoring external HR GEDI trends, and create programs, training and organizational cultural values around them in partnership with the Regional GEDI Advisor.
Communications
•Model and encourage active practice of the principles of the “IRC Way – IRC Standards for Professional Conduct” throughout the country program.
•Maintain a healthy and empowering office environment that encourages open, honest, and productive communication among IRC staff by delivering an employee engagement and communication strategy.
•Provide support and advice to the Country Director and Senior Management Team on staff communications to ensure clear, consistent and transparency in communications.
Key Working Relationships:
Position Reports to: Country Director and Regional P&C Director (Management in Partnership)
Position directly supervises: HR team (currently 4)

•Regional: Regional HR Coordinator, Regional Talent Acquisition Coordinator, Regional DoC Advisor, Regional GEDI Advisor, Regional Safeguarding Advisor, Regional C&B Lead
•HQ: HR units, Employee Relations, Ethics & Compliance Unit, GEDI, Safeguarding and Duty of Care
•Key External Stakeholders: The Jordan INGO forum’s HR Working Group; INGO and UN HR staff; Legal counsel; Social Security, Ministry of Interior; Ministry of Labor.
Job Requirements:
Education:
•Bachelor’s degree required. Master’s university degree in HR management, International Relations or Development, MBA, Law or related field is a plus.
Work Experience:
•Proven acumen as an HR generalist including 6 – 8 years of experience in the areas of recruitment, performance management, employee relations, compensation, learning and development and HR Administration.
•Minimum 3 years staff management experience in a fast-paced environment.
•At least 3 years of experience with an international organization or international experience.
•INGO experience strongly preferred.
Demonstrated Skills and Competencies:
•A commitment to IRC’s mission and vision
•Previous leadership experience managing an HR function in the INGO sector is strongly preferred.
•Experience with managing staff, workforce planning, and development of HR processes.
•Good understanding of GEDI, safeguarding and duty of care concepts and their application
•Top-tier written, presentation and verbal communication skills; ability to convey information effectively and solid experience providing training and staff development in English and Arabic.
•Proven sense of professional discretion, integrity, and ability to manage complex HR situations diplomatically and to effective resolution.
•Excellent management, interpersonal and negotiation skills, and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross-cultural context.
•Proven ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional grace.
•Highly collaborative and resourceful; ability to establish positive working relationships with senior level management and all other stakeholders to maximize cooperation and productivity.
•Analytical ability in creating effective HR solutions while adhering to labor laws; Working knowledge of Jordanian labor law is a must.
•A very strong proficiency in all forthcoming computer programs
Language/Travel:
•English and Arabic language is required.
•Travel: 75% of time spent in Amman, 25% visiting project sites in northern Jordan. Occasional International travel for regional conferences, workshops, and trainings.
