OVERVIEW OF THE FUNCTIONS OF THE POST

The Service Section Unit in the Bureau of Human Resources Management provides timely and professional benefits and entitlements services to staff members in compliance with the UNESCO Staff Rules and Regulations. Under the immediate supervision of HR Officers as applicable and the overall supervision of the Head of the Staff Benefits and Entitlements Unit, the Senior Human Resources Assistant analyses general as well as complex enquiries/requests for action related to the full spectrum of entitlements /allowances /benefits and/or employment status of the recruited staff members. S/He alerts the supervisor promptly to serious issues and cases having possible precedent setting implications.

Long Description

Her/his tasks include:

  • Receiving, analyzing, replying or dispatching as appropriate requests.
  • Carrying a range of activities in support of the appointment process. Reviewing files, analyzing entitlements in accordance with rules/regulations, preparing and processing Personal Action and letters of appointment.
  • Processing transactions involving extensions, transfers, promotions, change of status of staff, SPAs (Special Post Allowances), within-grade increments and separations. Initiates necessary adjustments to staff members’ entitlements/allowances, updates manual/electronic records and preparing reports/correspondence on the same.
  • Explaining UNESCO entitlements, employment practices and conditions of services, participates in the training of junior staff members and provides guidance on more complex requests. Assists UNESCO staff in understanding entitlements and completing documentation.
  • Drafts substantive correspondence for the supervisor’s signature. Compiles reports/statistics, makes recommendations and briefs the supervisor on the status of files to staff as required and to assist the HR Officer in orientating/briefing the new recruits as required.
  • Undertaking necessary actions to support the transfer of employees between duty stations and to facilitate the medical evacuation of staff or their family members, when required. Briefs staff members accordingly upon request of the HR Officer.
  • Analysing statutory travel entitlements, processes documentation and briefs and informs staff members as required.
  • Processing complex cases such as disciplinary actions, disability benefits, Inter-agency transfers in consultation with the supervisor.
  • Preparing documents for the briefing of internationally recruited staff and providing briefing to the newly locally recruited staff.
  • Analysing data regarding family entitlements in accordance with rules and regulations.

REQUIRED QUALIFICATIONS

Education

  • Completed secondary, technical and/or vocational education.

Work Experience

  • At least eight (8) years of relevant work experience in the field of human resources, administration or related areas.

  • Excellent interpersonal and communication skills.
  • Utmost discretion, integrity, tact and diplomacy.

  • Good Knowledge of IT tools with proficiency in the use of MS Office and Computerized Enterprise Resource Planning (ERP) including SAP.

Languages

  • Excellent knowledge (oral and written) of English or French and good knowledge of the other language.

 

DESIRABLE QUALIFICATIONS

Education

  • Specialized training/certification in administration or human resources.

Work Experience

  • Experience within an UN agency or other international organization.

Skills & Competencies

  • Familiarity with the work and general functioning of international organizations and/or of the UN system.

Languages

  • Knowledge of another official language of UNESCO (Arabic, Chinese, Russian or Spanish).

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate annual starting salary for this post is 48 526 Euro €.
