Undertaking Human Resources management support services in a Thailand country by assisting in assurance of efficient and effective HR related administrative support services, taking part in a journey on formation of talent outreach and employer branding initiatives/ projects to leverage UNICEF brand in attracting talents from diverse backgrounds.

The role pertains provision of recruitment and placement through innovative approaches beyond normative sourcing modalities, administration of entitlements, staff development and career development, and/or performance management. Responsibilities include supporting activities associated with digital tools/ social media and/or other digital platforms relevant to local talent acquisition under talent management initiatives in which enhancing UNICEF branding and visibility in local labor market as an employer of choice for those who are interested in children’s agenda. In addition, providing administrative, procedural and operational support and assistance to the efficient implementation of a broad range of Human Resources functions; ensuring accurate and timely delivery that is in compliance with UNICEF HR rules and regulations. 

Talent Outreach and branding

  • Support in capacity need mapping in the office then identify target networks to reach potential talents.
  • Performs the assigned activities associated with Branding and Digital tool for outreach and talent acquisitions.
  • Contribute to developing effective outreach strategies, design, and implement targeted talent outreach plan with activities and campaigns.
  • Assist in seizing opportunities and build partnerships to connect with potential talents with diversity inclusive lens such as career fairs and job events.
  • Keep abreast of new development on platforms and / or digital channels to effectively reach potential talents.
  • Provide support in connecting and engaging with partners through various networks by maintaining/ building relationships; ensuring visibility of UNICEF brand and its mandate remains a centre among talents with interests on contributions to children’s agenda.    
  • Working closely with Communication team to align with UNICEF Communication policies for cohesive branding on HR-related content.   
  • Facilitate the creation and implementing social media/ digital content strategies to enhance our employer brand as well as monitoring to adapt strategies for optimization.

Carrying out the support to Business Partners

  • Contribute in developing initiatives to encourage employee well-being and employee recognition schemes.
  • Support the management of change processes by advising clientele on changes to HR processes under the guidance of HR Business Partner
  • Ensure clients are familiar of using HR systems such as talent management, agora and achieve.

Appropriate and consistent in processing of entitlement and benefits

  • Provide practical input, analyze, research, verify, and compile data and information on cases that do not conform to UN or UNICEF’s HR Rules & Regulations, to support consistent and equitable application of decisions and implementation of agreed upon action.
  • Analyze, research and verify information for responding to staff queries on areas related to benefits and entitlements.
  • Ensure timely processing of a wide range of personnel actions in accordance with UNICEF rules and regulations, by ensuring all relevant forms and actions are completed by staff and forwarded to the GSSC.
  • Maintains and prepares all personnel-related records and files, ensuring all information on each staff member is up-to-date and accurate.

Efficient management of recruitment and placement

  • Ensure the maximum reach to target audiences.
  • Liaises with candidates in the various stages of the recruitment process.
  • Prepares formal acknowledgement, offer and regret letters.
  • Ensure processes required are properly executed for timely onboarding of staff.
  • Monitor and report life cycle of recruitment process to update supervisor as necessary.

Contribute to organization design.

  • Provide inputs, information and statistics related to posts and staff for reports on staffing trends.
  • Analyze, research, verify, and compile data which facilitates preparation of workforce planning reports for supervisor to review against benchmarks i.e. Gender and geographical balance and other recruitment related key performance indicators.

Staff learning & capacity development

  • Research and analyses data and information to help identify training needs within the office for the development of learning plans and other targeted training interventions.
  • Develops and implements effective training activities/ capacity building to ensure learning needs are address also support career management of staff. 
  • Contributes to workshops for staff’s competency building, staff learning and development, career development by organizing and conducting courses, workshops and events.
  • Develops and processes contracts for institutions providing training and courses, ensuring compliance with UNICEF rules and regulations.

The following minimum requirements:

Education: 

  • Completion of secondary education, preferably supplemented by university courses in Human Resources Management, Communications, Marketing, advertising, digital media or other related social sciences field is required.  University Degree in Human Resources or related field, preferred.

Work Experience: 

  • A minimum of 7 years of progressively responsible experience in HR administrative, digital marketing, brand management or public relations including talent acquisition in international organization is required.
  • Experience with content marketing, social media strategy/ management, market research and data analytic is highly desirable.
  • Experience in employer branding, recruitment marketing and digital content creation is a strong asset.
  • Three (3) years and an additional two (2) years of experience may be substituted for candidates holding a bachelor’s and master’s degree, respectively.

Skills:

  • Extensive knowledge of HR principles, rules, regulations and procedures within the UN
  • Computer literacy and the ability to effectively use standard office software tools as well as good knowledge and skill in using HR systems.
  • Ability to extract and format data and to solve operational problems.
  • Ability to organize own work, set priorities and meet deadlines.

Interpersonal and communication

  • Takes responsibility to respond to internal and external service needs promptly and proactively; takes initiative to ensure that deadlines, rules and regulations are met. Uses own discretion to address unforeseen situations.
  • Demonstrates a high degree of confidentiality, initiative and good judgment.
  • Demonstrates courtesy, tact, patience and ability to work effectively with people of different national and cultural backgrounds.

Language Requirements: 

  • Fluency in English and Thai (both written and spoken) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
