The objectives of the Human Resources Management Unit are to carry out in an efficient and timely manner, for the WHO Regional Office for Africa (AFR), emergency hubs and offices and sub/offices in 47 countries in the African region, all activities related to both strategic and operational workforce planning, staff/management relations, the development, implementation and assessment of integrated talent management strategies and practices that support the achievements of short, medium and long-term objectives as set out in the MTSP and operational work plans.

Description Of Duties

The incumbent performs the following specific functions:

  • The Senior Human Resources Officer is responsible for regional HR projects involving partial and full restructuring, organisational design and their implementation, including change management.

    Provides advice and guidance to managers in technical programs, and country offices on Human Resources planning, development and management and other staffing related issues; Contributes to the HR planning and staff costing to ensure the right sizing and efficient utilisation of Human Resources in relation to available financial resources

    Supervises and coordinates HR teams including:–> Oversees and monitors the planning and costing of HR and activities of the regional staff medical services and staff welfare ;–> Monitors the work and transactions performed by the HR operations and contract administration teams and the HR help desk in providing quality services and sound advice to technical programmes at regional office and ISTs;–

  • The Senior Human Resources Officer is responsible for regional HR projects involving partial and full restructuring, organisational design and their implementation, including change management.
  • Provides advice and guidance to managers in technical programs, and country offices on Human Resources planning, development and management and other staffing related issues; Contributes to the HR planning and staff costing to ensure the right sizing and efficient utilisation of Human Resources in relation to available financial resources
  • Supervises and coordinates HR teams including:–> Oversees and monitors the planning and costing of HR and activities of the regional staff medical services and staff welfare ;–> Monitors the work and transactions performed by the HR operations and contract administration teams and the HR help desk in providing quality services and sound advice to technical programmes at regional office and ISTs;–
  • > Oversees and guides the work of the Administrative Law specialist in providing accurate and sound advice on HR policies and legal matters, staff relations, including solving staff and HR related disputes and various claims; –> Coordinates the work of data capturing and management; Produces statistical and narrative staffing reports and provides interpretation and analysis of workforce of WHO in the African region to guide policy formulation and decision making for HR management and development activities in the region;
  • Monitors, reviews, evaluates and recommends solutions for the Human Resources needs across the Organisation in the African region in accordance with applicable HR policies, strategies and procedures;
  • Reviews proposed new HR policies and suggests changes and adjustments to align Organisation’s Staff rules, practices and procedures to the regional specific needs and work conditions; Proactively introduces innovative solutions such as HR policies, rules, processes and approaches to support achievement of organizational needs and effectiveness and acts as a change agent through improvement in HR processes;
  • Oversees staff relations and administrative or work related conflicts and propose solutions for proper HR management and resolution of contentious cases; Works to ensure a positive staff relations environment that minimizes workplace disputes/conflicts and sets a high standard of integrity and outstanding service to all staff;
  • Coordinates and administers conditions of service for all categories of staff, reviews staff claims and requests and provide guidance and solutions in accordance with HR policies, procedures and practices
  • Perform other duties as required.

Required Qualifications

Education

  • Essential: Advanced university degree in human resources management/personnel management, Industrial relations; Business or public administration, Law or related field.
  • Desirable: Studies or training in law as applied to HR management or specialized post-graduate training or professional certification.

Experience

  • Essential: Minimum 10 years of progressively responsible experience in human resources or a related area, of which at least five years in a managerial position at the international level.
  • Desirable: Related WHO or UN experience.

Use of Language Skills

  • Essential: Expert knowledge of English. Intermediate knowledge of French.
  • Desirable: Intermediate knowledge of Portuguese.
