Context/Reporting line:

Under the general guidance of the Senior Programme Coordinator and the overall supervision of the Return and Reintegration Programme Officer, and the direct supervision of the Information, Counselling, and Referral System Officer, and in close coordination with relevant program units, the successful candidate will support the design, development, and operationalization of the Case Management Information System (CMIS). The post holder will also lead data entry, cleaning, and structuring processes to ensure system readiness.

The incumbent will act as the primary technical and coordination focal point with the contracted database and web development firm, ensuring that the system adheres to IOM data protection standards and is responsive to operational needs. Once completed, the post holder will also support capacity building and the gradual handover of the system to relevant government counterparts.

Core Functions / Responsibilities

  1. Lead the collection, entry, and organization of case management data to support the system design process.
  2. Clean and validate existing datasets to ensure consistency, accuracy, and usability for integration into the CMIS.
  3. Assist in developing user data flows, data dictionaries, and other system-relevant documentation
  4. Provide technical input on the structure and functionality of the CMIS in coordination with programmatic teams.
  5. Serve as the liaison between IOM and the contracted development firm, tracking development timelines and ensuring technical deliverables meet user requirements.
  6. Translate programmatic requirements into technical specifications and workflows.
  7. Support testing and troubleshooting of system features to ensure they meet design and operational expectations.
  8. verify the system complies with IOM data protection principles and other relevant data security standards.
  9. Plan Prepare and deliver training sessions for IOM staff and government focal points on how to use the CMIS.
  10. Prepare and maintain user manuals, training materials, and standard operating procedures (SOPs).
  11. Support the transition and handover of the system to government counterparts, including on-site technical support.
  12. Use tools such as Power BI to produce periodic data visualizations and dashboards to inform programming and monitoring.
  13. prepare data-driven reports for internal and external use.
  14. Perform other duties as may be assigned.

Qualifications & Preferred Skills

Required Qualifications

 

Education:

  • Bachelor’s degree in computer science, Information Management, or a related field or other related technical fields from an accredited academic university or institute with 5 years of relevant professional experience; or
  • Completed High School diploma from an accredited academic institution with 7 years of relevant professional experience in the above fields.

Experience and Skills:

  • Experience in managing and structuring case management data.
  • Proven skills in liaising with technical service providers, particularly in web and database development.
  • Knowledge of systems analysis, business process design, and user-centered system design.
  • Experience with Power BI or other data visualization platforms.
  • Strong coordination, communication, and problem-solving skills.
  • Familiarity with SQL, .NET frameworks, or similar environments is an asset.
  • Experience in training and supporting users, especially in government or humanitarian contexts.
  • Ability to work independently and proactively.
  • Excellent communication and interpersonal skills.
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
  • Previous work in UN or International Organization an advantage
  • Ability to meet deadlines and work under pressure.
  • Good level of computer literacy.
  • Personal commitment, efficiency, flexibility, drive for results

 

Languages:

  • Fluency in English, Kurdish and Arabic is required.
