Context/Reporting line:
Under the general guidance of the Head, Peacebuilding, Recovery and Solutions Division (PRSD), and the overall supervision of the Return and Reintegration Programme Officer, and the direct supervision of the Information, Counselling, and Referral Services Officer. The successful candidate will support programme officer in developing digital tools and case management system to be used by IOM and other actors, adhering to IOM’s data protection standards and principles.
Core Functions / Responsibilities
Support Digital System Design and Development
- Support the configuration and maintenance of the case management system to support tracking the provision of service to returnees in Areas of Return.
- Assist in adapting and updating system functionalities that facilitate data integration from multiple sources (internal and external) and data accuracy and consistency.
- Contribute to the setup of user-friendly interfaces for data entry, management, and extraction in coordination with program teams and other humanitarian and governmental actors.
Data Security and Compliance
- Implement established data security protocols, in compliance with data protection standards and best practices.
- Support the implementation of access control measures and user permissions settings to safeguard sensitive data and ensure appropriate user permissions.
System Optimization and Troubleshooting
- Regularly monitor data systems’ performance, identifying and troubleshooting routine issues and report more complex issues to the supervisor
- Support system testing, debugging, and regular
Training, Documentation and Set up
- Provide training to relevant staff and program team members on using data management tools and systems.
- Draft and maintain comprehensive documentation of system design, workflows, and user manuals to facilitate knowledge transfer and ease of use.
- Support the operational set up of the system for the government counterpart and monitor functionality.
Data Visualization
- Assist in processing the data collected using Power BI and share it with relevant stakeholders.
- Support preparation of monthly report.
- Design data collection tools for the field team such as Kobo and ODK based on established templates.
- Perform other duties as may be assigned.
Qualifications & Preferred Skills
Required Qualifications
Education:
- Bachelor’s degree in computer science, Information Management, or a related field or other related technical fields from an accredited academic institution with 4 years of relevant professional experience; or
- Completed High School diploma from an accredited academic institution with 6 years of relevant professional experience in the above fields.
Experience and Skills:
- Proven skills in using C# .NET MVC, Entity Framework and SQL programming
- Experience in systems analysis and development, data modelling
- Experience in deploying web applications with though Plesk and FTP or other means of deploying for .Net web applications.
- Experience in project development and management.
- Experience in implementing and using Token based Authentication, Identity providers and SSO.
- Experience in implanting and using API.
- Experience with developing web tools, systems and applications using Microsoft Visual Studio and SQL Server specifically using MVC and entity framework.
- Proficiency in the development of applications using MVC C# .NET, JQuery, Javascript, Bootstrap CSS, MS SQL Server 2017 and above, GitHub and Azure DevOps for source control.
- Proficiency in developing and implementing visualization reports/dashboards with PowerBI.
- Anticipates and prepares response to changing IM needs of the relevant organizational unit.

Languages:
- Fluency in English and Arabic language is required. Kurdish is preferred.
- Working Knowledge of any other language is an advantage.
Technical Portfolio
