Responsibilities
– Is responsible for the technical guidance and advise on various aspects of the environmental infrastructure component related to sewerage collection, treatment, disposal and reuse, management of storm water run-off and drainage, and management of water supply and distribution networks, Water, Sanitation and Hygiene (WASH) initiatives and projects within UNRWA installations and refugees’ camps as follows: * Assesses the infrastructure challenges, diagnoses needs and determines the appropriate services and facilities required to attend to such needs and improve the refugees living conditions. * Provides technical recommendations and guidance, with close coordination with Design Section in HQ, to develop suitable designs; prepares long- and medium-term plans and interventions, including guidelines/tools for development of community participation and awareness to ensure sustainable infrastructure solutions. *Advises the supervisor on all aspects of various stages of related infrastructure projects including concept development, proposals, planning, design, tendering, construction and their operation by the respective Field/s. *Prepares/reviews terms of reference of concept notes, technical studies, assessment works, feasibility studies, appraisal of feasibility studies and preliminary and detailed technical designs for infrastructure related initiatives. – Reviews the designs and tenders of water supply and distribution networks, sewerage collection, treatment, storm water run-off and drainage components of the Infrastructure and Camp Improvement Programme Agency-wide, including resource planning and clearance of all designs prior to advertisement. – Assesses related projects works through Fields’ visits and/or reviewing Field’s related progress reports, ensuring that works, design and related activities/interventions undertaken are in accordance with the approved policies, strategies, standards, procedures and best practices. – Develops and/or updates UNRWA policies and strategies, manuals, instructions and guidelines in the water supply and distribution networks, sewerage collection, treatment, disposal and reuse, management of storm water and drainage, including maintenance works, in line with other UNRWA general policies. – Prepares procedures and instructions related to establishment and periodic upgrading of camp-by camp situation analysis to identify problems, needs and priorities, to ensure adequacy and continuous maintenance of water supply networks, sewerage collection and treatment, storm water run-off and drainage. – Provides technical support and monitors consultancy works related to infrastructure components, as needed, ensuring that they are working in line with the relevant policy and technical instructions; recommends measures, and follows up implementation, to align works accordingly. – Plans, recommends and supervises the Department’s training sessions in the area of infrastructure, majorly water supply networks, sewerage collection, treatment, disposal and management of storm water run-off, drainage and road works; conducts training courses for ICI HQs and Fields staff in his/her area of expertise. – Performs other duties as may be assigned by the supervisor.

Education
– Advanced university degree (Master’s or equivalent) from an accredited educational institution in Civil, Infrastructure or Environmental Engineering.

Work Experience
At least eight years of progressively responsible and relevant experience in Infrastructure and environmental engineering, including planning, concept development, design, construction supervision & management, project operation related to water supply and networks, sewerage collection, treatment, disposal and use, management of storm water run-off, drainage, and WASH initiatives covering various infrastructure facilities as wells, tanks, pumps, desalination plants, sanitation including at least five years of relevant experience at senior level is required . Experience and knowledge of appropriate computer applications such as AutoCAD, infrastructure engineering software, such as Infrastructure Design Software and/or other related software is required . Experience and knowledge of the latest development of new materials and methods and their impact on the design and construction works is required . Experience in overseeing and managing large-scale infrastructure projects from inception to completion is required . Experience with infrastructure feasibility studies, master planning, and environmental impact assessments is required . Experience and knowledge of preparing reports, proposals, and presentations is required . Ability to design and deliver training sessions including training needs assessment and evaluation is desirable . Knowledge of construction methods in the Middle East is desirable . Special Notice
Conditions of service: Contract Type: Fixed Term Appointment for 3 years; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need. Grade and Salary, Grade 18 : Monthly basic salary JD 1246.60 plus special occupational allowance (SOA) of 69.90% of the basic salary (SOA may change from time to time). Other benefits: Other benefits include monthly Provident Fund contribution (15.4% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable). Additional benefits: 2 days of sick leave for each completed month of service; 14 weeks of Maternity Leave; 2 weeks paternity leave.
