About Us

The Inspectorate Division is responsible for the efficient and effective deployment of inspection teams to both military and commercial facilities around the world, as required by the Chemical Weapons Convention (CWC). The Division maintains readiness to conduct Challenge Inspections and Investigations of Alleged Use, and to deploy the Rapid Response and Assistance Mission (RRAM) to Member States, as needed, in the event of a chemical incident.

Responsibilities

Job Summary

The Programme Control and Monitoring Branch has the following responsibilities:

  • Supporting the capacity building programmes and delivering external training as part of the Secretariat’s’ international cooperation and assistance activities;
  • Preparation for Rapid Response and Assistance Mission (RRAM) and Technical Assistance Visit (TAV) operation;
  • Preparation for Challenge Inspection (CI) and Investigation of Alleged Use (IAU), or other non-routine operation;
  • Planning, coordinating and providing the training programme for inspectors and support staff; and
  • Preparing, planning and exercising with other relevant Divisions and offices of the Secretariat for contingency operations.

Main Responsibilities

Under the supervision of the Head of the Programme Control and Monitoring Branch, the main function of the Inspectorate Business Analy is to support the execution of programmatic activities of the Inspectorate Division (INS), ensuring a fully integrated management of INS operational resources.

General

  • Maintain and develop professional competence: complete required training and ensure that relevant knowledge and expertise is current.

  • Undergo any special duties and tasks as directed by the Inspectorate Management Team.

Under direct supervision of the Head, Programme Control and Monitoring Branch, the Senior Inspectorate Business Analyst:

  • Supports the administration, planning, programming/budgeting, and implementation, monitoring and evaluation of the work programme and priorities of the Branch.
  • Provides business analysis, risk identification and mitigation, and efficiency enhancement for all INS Missions and Trainings.
  • Acts as coordinator and focal point for CMB information systems applications.
  • Assists the Head of CMB, to lead the work of the Branch in such a way that it contributes to promoting and ensuring coordinated and synergised work planning and delivery across the branch nurturing a joined up working culture and practices.
  • Undertakes any special duties and tasks as assigned, such as assisting the Inspectorate Management Team (IMT) on technical issues and providing HQ-support to mission and training activities; international duty travel to be undertaken as per the requirement of the assignment.

Qualifications and Experience

Education

Essential

Advanced University degree (Master’s degree or equivalent) in public administration, business administration (MBA), economics, engineering, or related field. A first-level degree (Bachelor’s or equivalent) in combination with qualifying experience (minimum 9 years) in the specified fields may be accepted in lieu of the advanced university degree.

  • Courses and training in areas like statistics, financial modelling, computer programming, and data science are an asset.
  • Professional certification in programme and/or project management is desirable.
  • Development of business analysis, budgeting and forecasting, business strategizing, planning, and monitoring, variance analysis, reporting and defining business requirements for stakeholders.

Knowledge and Experience

Essential

  • At least seven years of relevant experience in programme management, where at least three years are spent with management and leadership responsibility. Ideally, the experience would have been gained in an international organisation, multi-stakeholder environment or multilateral institution involving:
    • Preparation of strategies, formulation of business models.
    • Management of programmes in line with results-based principles
  • Experience working with large data sets to produce implementation statistics, identify trends and report results.
  • Experience in using of financial modules for an Enterprise Resource Planning (ERP) system.
  • Proficiency in data analysis, data modelling and relevant experience in the use of Information Technology tools.
  • Experience and familiarity with relevant tools, software, and methodologies.
  • Experience working with networks, database, and other technology.
  • Experience working in an environment that handles classified information.

Desirable

  • Experience formulating budgeting and forecasting models, planning, and monitoring, variance analysis, and developing costing methodologies.
  • Experience in the use and implementation of ERP systems in particular budgetary module(s), associated budgetary processes and reporting.
  • Experience developing and implementing Results-Based Management.
  • Experience of bilateral technical assistance and capacity building programmes or capacity-building in the area of emergency response and preparedness.

Skills and Competencies

  • Excellent and proven planning, organisational, coordination, negotiation, and problem-solving skills.
  • Strong analytical and conceptual skills in analysing and interpreting operational issues, assessing assistance needs and determining priorities, formulating options, and proposing and implementing solutions.
  • Demonstrated experience developing and managing capacity-building and other assistance programs, including training, and in mobilising resources from donor states for such capacity-building programs.
  • Political awareness and developed strategic thinking skills are critical for this post.
  • Demonstrated leadership and management skills, achieve results, and learn lessons and manage knowledge; a capacity for people management, team building, and staff development would be an asset.
  • Excellent inter-personal and communication skills with demonstrated ability to apply tact and accuracy and to present information clearly and logically both in writing and verbally.
  • Solid information technology skills including proficiency in Microsoft desktop packages (including Power Bi).
  • Ability to ensure an effective work structure to maximise productivity and achieve section goals.
  • Ability to coordinate the work of others, forge collaboration with other work units, work to tight deadlines and handle multiple concurrent activities.
  • Proven ability in establishing and maintaining effective working relationships with people of different national and cultural backgrounds.

Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.

Additional Information

This fixed-term appointment is for the duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules.

The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years.

The mandatory age of separation at the OPCW is 65 years.
