Senior Inter-Agency Coordination Associate

Organizational Setting and Work Relationships
The Senior Inter-Agency Coordination Associate is a member of the Inter-Agency Coordination and Information Unit andreports to the (Senior) Inter-Agency Coordination Officer. The incumbent receives regular guidance and advice from the supervisor. S/he participates in meetings/working groups related to the Refugee Coordination Model and Structure to provide support on coordination work on common processes.
The Senior Inter-Agency Coordination Associate may supervise some support staff.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.

Duties
– Provide support to the supervisor to bridge between the Inter-Sector and the Sectors/Sub-sectors as well as the Task Forces.
– Contribute to the implementation at the Sector/Sub-sectors level of the comprehensive coordination strategies and empowerment of coordination mechanisms in line with the Inter-Sector Coordinator vision, strategy and guidance.
– Provide support to the inter-Sector and Sectors/Sub-sectors Coordinators in the preparation of Inter-Sector and Sector/Sub-sectors strategies, work plans, budgets and other planning documents which will feed into the main Regional Refugee Response plan.
– Support to optimize complementarity between the Inter-Sector and Sectors/Sub-sectors activities by supporting building on a series of common processes.
– Support promoting consistency in coordination standards and capacity between/among Sectors/Sub-sectors.
– Ensure cross-cutting issues, including gender equality programming, are properly reflected in Sectors/Sub-sectors activities.
– Coordinate, identify, process and elevate relevant topics/issues to the supervisor referring to UNHCR policy decisions and guidance, when needed.
– Coordinate quality, timely and effective support to the Inter-Sector and Sectors/Sub-sectors ensuring at the same time that gender equality and gender with age marker is part of the working/sub-working group’s agendas and work plans.
– Act as the information management focal point for the Sectors/Sub-sectors under responsibility, with duty to collect and compile data on activities, analyse and present information on the sector activities in a concise manner, and support the Inter-Sector and Sector/Sub-Sectors Coordinators in writing of sector specific reports as narratives and info-graphics.
– Facilitate the flow of information between the Inter-Sector and Sectors/Sub-sectors, update and maintain the relevant pages at the UNHCR information sharing portal and other support coordination tools of Inter-Sector and Sectors/Sub-Sectors, including the calendar of meetings, uploading of documents, updating sector relevant information and member information.
– Support the Inter-Sector and Sectors/Sub-sectors coordinators in organizing presentations, events, workshops, trainings in line with Inter-Sector and Sector//Sub-sectors work-plans and strategies.
– Encourage consistency on Inter-Sector and Sectors/Sub-sectors coordination standards, minimize duplication and develop synergies between Inter-Sector and Sectors/Sub-sectors.
– Organise visits, meetings and the annual consultations with relevant governmental donors, as well as for donor missions when required and give appropriate briefings, commentaries for visitors.
– Stay abreast of political, social, economic and cultural developments that have an impact on the working environment.
– Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
– Operationalize UNHCR’s inter-agency policies ensuring its effective response on all aspects of refugee response and maintain an inclusive inter-agency approach.
– Remain well-informed of various multilateral processes, including the UN Reform, UN governance and make timely recommendations to the supervisor regarding their value to UNHCR, and possible positions and strategies as it relates to the implementation in the Operation.
– Establish and maintain contacts with donors and local organisations to promote general interest and understanding of refugee issues.

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Relevant Job Experience
Essential
Knowledge of UNHCR and interagency policies, standards, programmes and humanitarian operations in operational context. Demonstrated coordination and inter-personal skills. Drafting skills and strong ability to collect, analyze, and communicate information in written/oral formats.

Desirable
Solid experience in humanitarian coordination (including but not limited to interagency coordination) is an asset. Emergency response experience is an asset. Previous experience in intersectorial collaboration is an asset. Strong computer skills – with a preference for ability to use Excel, Powerpoint, Publisher, etc. Some knowledge of data base design and management will be an asset.

Operational context:

The United Nations Refugee Agency (UNHCR) has been active in Hungary since 1989 through its Representation for Central Europe, focusing on issues central to its core mandate. The response to the Ukraine refugee crisis (2022-ongoing) has significantly increased the the operation’s footprint and created opportunities for UNHCR to engage more deeply with a wide range of stakeholders, particularly concerning challenges refugees face in accessing rights and in their inclusion process.

UNHCR coordinates with national and international partners to deliver inclusion support, empowerment, and specialized protection to support Hungary’s ongoing capacity to receive refugees fleeing to safety and ensure that the most vulnerable individuals, including those with specific needs, such as children and individuals with disabilities have their most pressing needs met in terms of access to information and tailored assistance.

Since 2022, partners across the region neighbouring Ukraine have united in a coordinated response, encapsulated in three successive Regional Refugee Response Plans (RRP). These plans aim to provide protection and assistance to Ukrainian refugees, complementing government efforts. Additionally, following the Refugee Coordination Model, UNHCR has established a Refugee Coordination Forum in Hungary, coordinating the efforts of over forty organizations delivering assistance. This interagency forum created working groups focused on Protection (including Child Protection and Gender-Based Violence), Inclusion (covering Education, MHPSS, and Accommodation), and Basic Needs (including cash-based assistance), which convene monthly.

UNHCR is seeking a highly motivated and experienced individual to join our team as a Senior Interagency Coordination Associate (G7). This role is critical for ensuring effective coordination among various stakeholders, including civil society and government partners, in support of refugee protection and assistance. The Senior Interagency Coordination Associate will play a pivotal role in supporting the development and implementation of humanitarian response plans, including the RRP. This involves not just coordinating, but collaborating closely with UN agencies, NGOs, government partners, and other stakeholders to ensure alignment in strategies, priorities, and resource allocation. The role includes facilitating interagency coordination meetings, fostering partnerships, and ensuring effective data collection, analysis, and dissemination to guide decision-making and planning processes.

Additionally, the Associate will provide technical assistance in humanitarian planning, including needs assessments, gap analysis, and resource mobilization. The role also includes monitoring and evaluating the implementation of the RRP, reporting on progress, and addressing challenges. Advocacy and communication are key, with responsibilities including the preparation of briefing materials and presentations to support UNHCR’s mission and interagency collaboration efforts.

The Senior Interagency Coordination Associate must be a strong team player with the ability to work effectively in a multi-cultural environment, demonstrating excellent communication and interpersonal skills. They should possess strong problem-solving abilities, with a proactive approach to overcoming challenges. Attention to detail is essential, ensuring high-quality outputs, particularly in drafting reports, plans, and other documentation.

Additionally, the candidate must exhibit strong organizational and analytical skills, with the capacity to manage multiple tasks under pressure. Excellent drafting skills in English are crucial, as the role requires preparing clear, concise, and impactful written materials for a variety of stakeholders. The ability to engage effectively with partners, coupled with a commitment to the principles of humanitarian work, is essential for success in this position.

o Experience working with international organizations, including UNHCR or other UN organizations, or humanitarian partners and sound understanding of humanitarian principles, protection frameworks, and refugee rights, UNHCR’s mandate, refugee policies and systems in Hungary.

Language Requirements
• Knowledge of English as the UN working language of the duty station and Hungarian language is required.
• Knowledge of additional languages spoken by refugees in Hungary would be considered a strong asset.
