Pay Band:            Grade 5 (€54,500 to €62,286)

 

Contract:               2-year fixed term role

             

Job Purpose: The primary purpose of this position is to:

 

  1. Manage and conduct investigations across all of Concern’s country programmes, whilst adhering to the Concern Misconduct Investigation Manual and other regulations i.e. local labour law. These investigations include complex and sensitive misconduct matters linked to the violations of Concern’s Code of Conduct and Associated Policies.
  2. Supervising and working with in-country investigation teams and consultants (on an ad-hoc basis) in order to conduct comprehensive investigations.
  3. Regularly engage with key management staff at Head Office and key overseas field personnel.
  4. Lead on capacity building and training initiatives at country programme level.
  5. Develop capacity building of staff, with a view to becoming accredited investigators.
  6. Support management with reporting requirements to donors, internal stakeholders and other ad-hoc management requests.
  7. Manage and maintain all documentation in relation to investigations undertaken by the organisation.

 

The role will focus mainly on the management and investigation of fraud/corruption. The investigation of alleged sexual misconduct, which includes sexual assault, sexual exploitation and sexual harassment in all of their forms, involving employees, beneficiaries, and other stakeholders may also be covered by this role as the need arises.

 

 

Key Responsibilities:

  • Form part of the team that manages and investigates misconduct incidents in accordance with Concern’s policies and procedures, where an investigation is deemed the most appropriate course of action;
  • Assess allegations of misconduct with a view to determining the most effective investigative approach, assess risks to all involved, and develop investigation plans and methodologies to gather evidence and establish facts.
  • Conduct investigations and take statements into allegations of misconduct in a timely and effective manner, undertaking field missions when required. This may include evidence gathering from various sources, documentary review and interviews with complainants, victims/survivors, witnesses and subjects.
  • In compliance with due process requirements and labour law, conduct investigations with sensitivity ensuring confidentiality, objectivity, fairness and accuracy of evidence gathered and impartiality of conclusions reached.
  • Provide guidance and advice to investigators, Regional Internal Auditors, consultants and all other staff in all phases of the investigation process, including the development and oversight of Terms of Reference, investigation workplans, investigation steps and final investigation reports. Provide timely feedback and assistance as required.
  • Independently lead on writing final investigation reports detailing the findings of the investigation.
  • Liaise with different stakeholders within Concern Worldwide in relation to the investigation function.
  • Appropriately escalate high-risk matters to the Investigation Manager and/or the Head of Internal Audit & Investigation.
  • Ensure timely reporting to donors in relation to active investigations. Draft and/or review donor disclosures before submission to the donor.
  • Maintain an accurate record of investigation details and outcomes, ensuring that issues of confidentiality and General Data Protection Regulations (GDPR) are met;
  • Ensure that all records are kept confidential and handled in compliance with all related policies and procedures;
  • Follow up on recommendations made during investigations and corrective actions to ensure their implementation;
  • Lead on the revision of the current investigator training material
  • Prepare and deliver misconduct investigation and misconduct prevention training for staff
  • Develop and build investigation awareness during field missions and online
  • Monitor the Whistleblowing Hotline for Concern;
  • Preparation of ad-hoc reports and analysis as requested by the Head of Internal Audit & Investigation;
  • Accept, advance and pursue any new objectives or responsibilities that may be assigned by the Head of Internal Audit and Investigation;
  • Ensure that the organisation’s values and policy commitments, including accountability and equality, are reflected in assigned responsibilities.

Expériences / Formation

Skills and Experience Required:

Essential:

  • Ability to work effectively in English;
  • Fluency in French;
  • Bachelor’s degree in a relevant field;
  • 5 years’ post qualification experience in a busy department with exposure to misconduct issues;
  • Experience investigating fraud and corruption;
  • Experience of working on international investigations;
  • Extensive experience conducting in-person and remote interviews of complainants, victims/survivors, witnesses and subjects in multicultural environments;
  • Ability to develop case strategies;
  • Demonstrated experience and a successful track record working with minimal direct supervision;
  • Excellent judgment, honesty and integrity, with the ability to manage highly sensitive and confidential information;
  • Demonstrated ability to write clear, concise, logical and analytical reports to convey complex issues;
  • Ability to work as part of a team;
  • Ability to manage multiple investigations concurrently;
  • Ability to prioritise tasks according to workload requirements;
  • Excellent communication skills, both orally and in writing;
  • Familiarity with IT (MS Teams, Excel etc.);
  • Willingness to travel to overseas fields (30% of time or more);
  • Experience working in overseas/multi-cultural environments;
  • Initiative, maturity, judgment and resourcefulness;
  • A commitment and interest in Concern’s vision and mission

 

Desirable:

  • Fluency in Arabic would be highly advantageous
  • Experience investigating sexual misconduct, sexual abuse or sexual harassment;
  • Experience in the non-profit, NGO sector, regional or international organisations;
  • Experience and certifications in conducting training
